Background
The Spotlight Initiative regional programme for Central Asia and Afghanistan managed from Kazakhstan in cooperation with all participating countries will harness the collective expertise, experiences, challenges and energy of gender equality advocates from the five Central Asian countries, as well as Afghanistan. |
Pillar 2 envisions the creation of an Alliance for Central Asia, which will be the driving force behind legislative, policy and institutional reforms in the area of sexual and gender-based violence (SGBV), taking into account the regional context. Given the complexities of cross-border alliances, its development will primarily demonstrate the power of collective action and leverage the work of the Spotlight Initiative country programs in the region.

Duties and Responsibilities
The tasks of the Consultant include the following, in close collaboration of the International Consultant: 1. Developing a detailed work plan for conducting an analytical review, case study, data collection, development of a monitoring system (indicators) and recommendations, as well as deadlines for each task. 2. Conducting a desk review: a) of the existing national regulatory frameworks on GRB in the field of combating violence against women in Central Asia (CA) countries, as well as related sectors (social and health care, etc.); b) government programs; c) relevant initiatives to introduce gender principles into the state planning and budgeting system implemented by UN-Women in CA countries (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan) over the past 10 years. Conduct interviews with UN Women country teams in CA countries, if necessary. This review should provide a clear understanding of the status of institutionalizing GBR in national legal frameworks and policies on SGBV, including domestic violence. |
4. Conducting a case study to include the analysis of a selected sector or department plan and budget in response to SGBV in CA countries. The case study is also to analyse the extent to which COVID-19 has been influencing the government response to SGBV (e.g. changes 5. In collaboration with the International Consultant, developing a guide including recommendations to build up monitoring systems with indicators for subsequent use by partners in Central Asia, and recommendations for the further promotion of GRB. 6. Together with the International Consultant, preparing to conduct online discussion(s) to validate the findings and recommendations: preparing list of key partners in CA countries, consultation’s concept note, program of the event, presentation and other materials based on the intermediate results for the regional discussion event. Intermediate results agreed online by submitting materials for review and approval prior the event. 7. Submitting final report on the work undertaken in English and Russian with supporting documents in the form of attachments 1) analytical review; 2) a list of recommendations. UN Women will arrange the translation of analytical review and recommendations into Russian or English depending on which language documents will be developed by the Consultant. Consultant ensures translation review. The Consultant will work from home and conduct online consultations with representatives of the Spotlight Initiative regional programme and other stakeholders, where possible, in coordination with the International Consultant. The communication will take place through emails, meetings in MS Teams, Zoom and other platforms. English will be the only form of written and verbal communications with the International Consultant.
