Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women MCO-Caribbean (MCO) covers 22 English and Dutch speaking countries and territories in the Caribbean. The MCO maintains a physical presence in five (5) countries but there remains high and consistent demand for the exercise of UN Women’s integrated mandate across the 22 countries and territories.

The MCO Caribbean 2022 -2025 programme builds on the works of the 2017-2021 Strategic Note with a focus on the Normative Framework (Proposed Outcome 1), Women’s Economic Empowerment (Proposed Outcomes 2 and 3), Ending Violence against Women and Girls (Proposed Outcome 4) and Climate Change and Disaster Risk Resilience (Proposed Outcome 5). All the Outcomes like the SDGs are interconnected and interrelated.

Reporting to Deputy Representative, the Project Coordination Analyst works closely with Programme Officers and the Operations Unit to coordinate the internal programmes and projects for coherence and harnessing of economies of scale with common partners and other stakeholders, to ensure efficient and timely MCO Caribbean delivery.

Duties and Responsibilities

Coordinate internal programmes and projects with the MCO Caribbean

  • Coordinate programme initiatives with common partners/stakeholders for coherence and internal efficiency;
  • Highlight, suggest and coordinate shared processes for common projects across MCO Caribbean countries to the RO/HQ, UN agencies or external stakeholders;
  • Review and monitor the achievement of the Annual Work Plan for timely project delivery against KPIs, coordinate delivery support needs, working closely with programme officers, the operations unit, the Deputy Representative and Representative;
  • Review and discuss new, innovative proposed programme initiatives to obtain and communicate to programme officers, the applicable policies, processes and implementation methods, in close discussion with programme officers, the Operations Manager and RO/HQ as needed;
  • Assess and identify commonalities across projects for operational activities including for procurement and recruitment, and work closely with the operations unit towards reducing the number of individual processes across projects and programmes and consolidating operations support, including bulk procurement and common consultant recruitments;
  • Gather inputs and coordinate the preparation of the annual workplans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women;
  • Establish common systems for project planning, implementation and monitoring, in collaboration with partners and programme officers;
  • Record and maintain documents on relevant Programme activities, issues, and risks;
  • Compile best practices, lesson learned, and share with the programme and operations unit of the MCO Caribbean.

Guide coordination with national partners and other stakeholders

  • Monitor partner delivery and reporting across projects and programmes;
  • Coordinate relationships and support needs of national and regional partners across programmes and projects,  working closely with relevant programme officers  and the operations unit to problem solve and enhance programme delivery;
  • Identify common capacity building needs and support for partners across programmes, and plan technical assistance, mentoring, training and capacity development initiatives, as needed, working closely with relevant programme officers;
  • Compile best practices, lesson learned, and share with the programme and operations unit of the MCO Caribbean.

Support UN Inter-Agency Coordination  

  • Gather inputs and support the coordination of reports and responses for MSCDF implementation, working closely with relevant programme officers;
  • Support gender mainstreaming processes for UN system partners.

Support Inter Governmental Work

  • Support the monitoring of intergovernmental processes for gender perspectives working closely programme officers across programmes and projects;
  • Support coordination for intergovernmental events.

Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies.
  • Highlight areas for strategic partnerships.

Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products, and provide suggestions for optimisation;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and certification

  • Master’s degree or equivalent in development studies, gender equality, management, another social science, public health or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience

  • At least 1 year of relevant work experience in programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • At least 1 years’ experience in the Caribbean is preferred.
  • Experience in a multi-country context is an asset.
  • Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is an asset.
  • Experience working within the UN system, Agencies, Funds or Programs is an asset

Language Requirements

  • Fluency in English is required.
  • Working knowledge of another official UN language, especially Spanish, is an asset.
