Background

UNDP has worked in India since 1951 in almost all areas of human development, from systems and institutional strengthening to inclusive growth and sustainable livelihoods, as well as sustainable energy, environment and resilience. UNDP’s programmes are designed to integrate a global vision for catalytic change with India’s national priorities. Today, UNDP India works to achieve the Sustainable Development Goals by transforming traditional models to do development differently

In one of its initiative UNDP India in partnership with CSR Trust for SDG in India (CTSI) aims to develop a sustainable Plastic waste management solution to minimize the impact and risks to environment and to human health in India. The socio-technical model (segregation/collection/ recycling) will be institutionalized within the respective governance mechanism while ensuring compliance with regulations, to improve use of resources and in line with Swacch Bharat Mission in India.

The projects major objective is to create a better value in the waste value chain through investment in approaches, systematic process, aligning stakeholders and introducing innovation. To further the objectives of the project is majorly define in following categories

  1. Implementation of various model catering to the requirement of integrated waste management in rural and urban settlements
  2. Capacity building of stakeholders of the domain such as people, government, waste workers, waste management agencies, NGOs and grassroot organizations.
  3.  Implement a well optimized reverse logistic model through Reverse Vending Machine (RVM) installed in controlled & uncontrolled urban environment.
  4. Introduce well tested innovations in the sector of dry waste management
  5. Provide required technical advisory support to the ULB on integrated waste management

The project is structured into 4 components.

  1. Component 1: Base Line Assessment- A base line assessment on the generation of plastic waste in the project area, present scenario, present regulatory mechanisms and practices followed, and implement.
  2. Component 2: Development of Swacchta Kendra- Designing of decentralized small collection points leading to establishment of the material recovery centre as Swacchta Kendra (SK) for improved plastic waste management, under a community led integrated approach.
  3. Component 3: Safaii Sathis Institutionalization- Ensure mainstreaming of the Safaii Sathis (SS) by empowering them through various social security schemes and recognizing their service to society and environment protection.
  4. Component 4: Digital governance- Establish a more hands-on knowledge management, digital monitoring and communication mechanisms to establish traceability, accountability and digital governance.

Some of the plastic will be utilized by the women SHGs for enterprise development. This integrated plastic waste management approach will have following benefits at social, economic and environmental levels: 

  • Creation of employment opportunities for Safaii Mitras with Dignity & Respect
  • Enterprise development by creating women self-help group to empower women.
  • Developing an efficient system of waste collection and segregation
  • Reduction of Transportation Costs (owing to bailing of waste Vs transporting loose waste)
  • Huge savings for Cement factories in terms of fuel cost (calorific value of plastic is 1.5 times more than that of coal)
  • Reduction in carbon emission from burning of plastic waste instead of coal
  • Prevention of choking of sewage lines ensuring health and hygiene and avoiding flooding during rainy seasons

The project will be on a partnership approach with various facilitating NGOs, municipalities, ULBs, Gram Panchyats, state regulatory authorities, State urban development dept, sate environment dept, RWAs and other stake holders. UNDP will extend its support for management of the implementation program at all the selected cities. The proposed project builds on the extensive experience of UNDP in the country on a diverse range of aspects including ecological restoration, water   management, institution building, capacity   development   and   community   mobilization. 

Duties and Responsibilities

  • Understand the project domains requirement for strengthening the waste management services and develop a 2-quarterly plan in line with the city project proposal catering to 6 month of project period.
  • Design youth & school engagement plan with proper roadmap to engage school students for a period of 6 months inline with the project objectives
  • Monitor the activity wise project execution on field, IEC activities as per the implementation plan developed, ensure effective data mapping of the activities is happening followed by reporting.
  • Document, review and preparing monthly reports for submission to UNDP not later than 4th of consecutive month for a period of 6 months
  • Identify & develop a SHG institutionalization and capacity building plan
  • Serve as a team member to organize Capacity building, Resource mobilization and Knowledge management activities related to project activities in coordination with Service Provider.
  • Participate along with the team in identifying ground level challenges and potential solution for smooth execution of the project.
  • Coordinate with the team and liaison with local stakeholders as per the project’s requirement.

Deliverables:

  • Submission of 2 quarterly plan including a month wise work plan and approach for supporting the file team for execution and CO team for monitoring.
  • Submission of youth & school engagement plan with proper roadmap to engage school students for a period of 6 months in line with the project objectives
  • Submission of 2 quarterly project progress reports spread across 6 months
  • Submission of SHG institutionalization and capacity building plan along with execution of the plan with at least 1 such SHG in the project domain
  • Prepare monthly presentation of the project’s key activities & deliverable for a period of 6 months.

Competencies

Functional Competencies:

Required Skills and Experience

Education:

Essential: – Graduate Degree in Environmental Sciences or social sciences or social work or related discipline

Desirable: knowledge of waste management project and report writing

Experience:

Essential: A minimum of 3 years’ experience in the development sector having relevance to waste management or IEC project.

Desirable: Work experience in government or civil society organization specifically in community mobilization, sanitation, or waste management.

Language:

Fluency in Hindi & English language is required. Additional local language (Gujarati) knowledge will be advantageous.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70% (relevant Experience 20%, Education 20%, Personal interview 30%.
  • Financial Criteria weight – 30 %

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for the professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e., consultants who score more than or equivalent 70% i.e., 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
