Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

BACKGROUND

The project “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRRD) is designed to make disaster risk reduction a normal part of the development process established in core functions of government and its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters.  The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that over time, a culture of safety becomes the norm in Indonesia leading to sustainable development and poverty reduction in Indonesia - one of the most disaster prone countries in the world.

It is intended to attain four key outputs: 1) establishment of a disaster risk reduction policy, legal and regulatory framework, 2) establishment and strengthening of institutional systems that support decentralized disaster risk reduction integrated with local level development, 3) education and awareness programs established and strengthened to make development/disaster linkages understood and 4) the demonstration of disaster risk reduction initiatives that make communities safer.

The implementation of this project will be undertaken through National Development Planning Agency (BAPPENAS) in close partnership with the National Disaster Management Coordination Agency (BAKORNAS PB).  When the new Badan Nasional Penanggulangan Bencana (National Disaster Management Agency) is operational and ready, as decided by the Project Executive Board, the new agency will take over the implementation of the project.  Strategic partnerships will be established with other relevant GOI ministries and agencies and with public and private partners at international, national, provincial, district, sub-district and village levels.  The overall target budget figure for the five-year programme stands at USD $18,000,000 million.

This project will facilitate initiation of a larger and at the same time operate within a joint UN programme entitled “Joint UN Strategic Plan on Disaster Risk Reduction for Sustainable Development”. This project is supported by and supporting disaster risk reduction initiatives by the Regional Centre Bangkok at the regional level and related initiatives in Yogyakarta/Central Java provinces and Aceh/North Sumatra provinces.

ORGANIZATIONAL CONTEXT

For the successful implementation of “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRRD) programme, the Programme Coordination and Implementation Support Unit (PCISU) has been established within the Disaster Management Secretariat of BAPPENAS. The PCISU  supports BAKORNAS PB, Ministry of Home Affairs and other GOI agencies involved in disaster risk reduction at the national and local level as such the project portfolio will be expanding; therefore PCISU seeking a highly qualified candidate to fill the various thematic post for disaster management issues.


Duties and Responsibilities

II. Functions / Key Results Expected

PLANNING AND IMPLEMENTATION

  1. Under the overall guidance of the National Project Director and the direct supervision of the Project Manager, the Project Coordinator assumes responsibility for technical assistance, consultation, consensus building, public forums, workshops and lessons learned activities to focus on demonstration of disaster risk reduction programs that will result in actual mitigation of vulnerability in selection locations and sectors;
  2. To support the disaster risk reduction activities of GOI ministries, agencies and other key partners related to the demonstration of disaster risk reduction initiatives that make communities safer; and ensuring that partners engaged in the project are implementing activities as agreed;
  3. Promote the overall project strategy, objectives and activities to the stakeholders of SC-DRRD project, particularly for output 1 of the project;
  4. Support the strategic development of the project through identification of project opportunities and risks and contribute to the refinement and reformulation of planned project outputs and activities, where necessary;
  5. Prepare Terms of Reference (ToR), Letter of Agreements and other documents for required inputs (individual consultancy services, responsible parties, procurement of goods, organization of training, seminars, etc.), and providing expert technical support as required;
  6. Consolidate and synchronize proposals of project beneficiaries with project annual work plan and targets, providing advice on the appropriateness as well as timeliness of these proposals according to established targets and timeframes;
  7. Follow-up and ensure that required inputs are processed in a timely and transparent manner;
  8. Review project resource requirements and provide advice to the Project Manager on the need for budget adjustments and revision;
  9. Ensure that relevant project outputs, best practices and lessons learned are captured and disseminated, complying with the quality requirements of the implementing agency, UNDP and other donors; and
  10. Assist the Project Manager in organizing coordination meetings with project partners, donors, UNDP, etc. as required..

MONITORING AND EVALUATION

  1. Monitor project progress against annual and quarterly work plan and budget plans;
  2. Monitor and evaluate activities implemented by partners; and
  3. Liaise with the Implementing Agency and UNDP on the conduct of project evaluation and ensure access by the evaluators to project documentation, personnel and institutions involved in the project.

REPORTING

  1. Prepare project progress reports (quarterly and annual/financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the project;
  2. Prepare final project report, with an analysis of progress towards expected results as defined in the PRODOC and subsequent work plan and budgets. Together with UNDP, organize final project review meeting; and
  3. Prepare Project Implementation Plan for 2008 that support the demonstration of disaster risk reduction initiatives that make communities safer

III. Impact of Results

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Minimum Bachelor Degree or equivalent in Social Sciences, Science, Agricultural science, or any other related fields.

Experience: 

  • At least 7 (seven) years of relevant experience at the national and/or international levels in project development.

Language Requirements: 

  • Proficient in English language, spoken and written is essential. Ability to write reports, make presentation, provide training etc. Knowledge in Bahasa is essential.

Other Requirements: 

  1. Demonstrated knowledge and experience in development projects and project management.
  2. Familiarity with national planning system and public administration is preferable
  3. Familiarity of UN systems and/or the UNDP system, rules and procedures is not a requirement but will be an advantage.
  4. Experience in working with government agencies (central and local), civil society organizations and international organizations is an asset.
  5. Experience in the usage of computers and office software packages and in handling of web-based management system.
  6. Good inter-personal and team building skills
