Background

Background of the assignment The response in Cabo Delgado has predominantly focused on two aspects: the military response, aiming to secure the territory and countering the violent insurgency, and the humanitarian action, with the purpose of rapidly provide for food and shelter to displaced people. However, these interventions, if not coupled with medium- and long-term actions, risk becoming rapidly unsustainable if not counterproductive. Military interventions, for example, may create the perception of indiscriminate violent repression which, in turn, may become a fly-wheel for violent extremism. UNODC is already working with State institutions throughout Mozambique to increase their capacity to couple a criminal justice response to military action. Nonetheless, it is equally important to directly engage citizens and communities in the exercise to build a better and fairer society and institutions. The project will address the educational sector targeting different stakeholders. On one hand, UNODC will directly engage with several national universities. On the other, it will target the high-level training centre (Legal and Judiciary Training Centre) responsible for the legal training of the judiciary and the law enforcement authorities. The project will facilitate and promote teaching on issues related to UNODC’s mandate areas, including, among others, organized crime, prevention of terrorism and violent extremism, money laundering, trafficking in persons and smuggling of migrants, wildlife, forest and fisheries crime. As part of these efforts, UNODC developed university modules and teaching guides, which lecturers can adapt and integrate into their courses.

Duties and Responsibilities

All tasks will be carried out under the supervision of the Drug Control and Crime Prevention Officer and overall coordination of the Head of Office. Specifically, the Consultant will perform the following tasks:

a. Deliver 3 two-day training to university professors on the use of the teaching modules

b. Deliver 2 two-day training to university professors on the use of the teaching modules 

Competencies

  • Ten or more years of work experience in the justice and/or law enforcement sector or as a researcher in one of these fields
  • Previous work experience in Mozambique is mandatory
  • Desirable experience in an international organisation such as UN or INGO.
  • Desirable experience with delivery of training to justice sector professionals or university professors

Language requirements

  • Proficiency in English and Portuguese is required. 

 

Required Skills and Experience

  • Advanced University Degree (at least Masters) from a recognized educational institution or alternatively 7 years of experience in Law, Economics, Social Science or related field; Higher education, such as a PhD in a related area is desirable.
