The Strategy, Planning, Resources and Effectiveness Division formulates corporate strategies aligned to the corporate objectives, promote transparent budget planning of resources from all funding sources in line organization priorities and advocates fiduciary integrity by ensuring that internal controls and risk management are fully in place. The Division monitors and reports on corporate programmes and budget implementation to ensure coherent achievement of results in keeping with the UN-Women Strategic Plan and United Nations Strategic Framework. The Division also ensures coherent and integrated strategic analysis, planning and budgeting across UN-Women while providing advice to senior management.
The Budget Associate reports to the Chief of Budget for guidance and supervision and is responsible for the timely and effective clearance of budget submission and its approval in Atlas, ensuring complete and accurate documentation and compliance with organizational financial rules, regulations, policies, procedures and approved allocations.
Duties and Responsibilities

Provide administrative budget services to Headquarters and field offices:
- Review and clear project budget submissions from UN Women HQ and fields before approval to ensure appropriate and complete documentation exists and UN Women rules and regulations are applied;
- Process approval of project budgets in the ERP System based on signed documents;
- Provide support to the preparation and revision of management project budgets, i.e. Support Budget and Extra Budgetary;
- Coordinate with program and finance staff on issues related to allocation, expenditures and cash balances in conjunction with budget revisions.
Provide training, technical guidance and helpdesk services:
- Provide advice and support to programme staff in preparation of complex budgets and respond to their queries;
- Provide guidance and training to UN Women staff on budget issues, processes and procedures;
- Serve as a helpdesk resource person for the ERP System Project/Budget Module and respond to queries relating to budgets.
Maintain UN Women staff position data in the ERP System:
- Review position establishment document cleared and submitted by UN Women Human Resources and create UN Women positions in the ERP System;
- Review budget COA for payroll for all HQ and Field positions and liaise with relevant Section/Unit to ensure budget COAs are valid;
- Update UN Women positions data including position duration extension and position status update in Atlas on the basis of information provided by Human Resources:
- Liaise with Finance and relevant Programme Divisions on issues related to payroll budget check errors. Ensure payroll expenses are charged to valid budget chart of account.
Prepare budget reports and documentation:
- Assist in preparation of financial monthly management and budget reports;
- Maintain files of budget review documents – regular and mandatory revisions;
- Maintain file of UN Women positions to ensure accuracy and completion of data.
Perform other duties as required:
- Maintain absence records for the section;
- Provide backup support to Budget Specialist in allocating UN Women core funds and Extra Budgetary in the ERP System in appliance with UN Women financial rules and regulations.

The timely and effective review and approval of budgets directly impacts the efficient and effective use of financial resources which in turn result to a high delivery rate. Complete and timely maintenance of reports/documentation facilitates ease/accessibility to such information.

Education:
- Completion of Secondary education is required. University degree in business is an advantage, but not required.
- Candidates who do not have a University degree or an accredited certification in the relevant field will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.
Experience:
- Minimum of 7 years of administrative and financial experience preferably in a large or international corporation or organization.
- Experience in the use of computers applications and software packages (MS Word, Excel, etc) and web-based management systems.
- Experience using an ERP system, preferably Oracle cloud is an asset.
- Experience working in the UN System providing support on financial or budget matters is desirable.
Languages:
- Fluency in English is required;
- Knowledge of the other UN official working language is an asset.
