Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. The work of UN Women in Moldova is guided by its new Country Strategic Note 2023-2027, aligned with the UN Sustainable Development Cooperation Framework for Moldova (2023-2027), UN Women Global Strategic Plan, National Programs and Strategies and aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development. The Strategic Note focuses on four main areas: 1) Ending Violence against Women; 2) Women’s Leadership and Governance; 3) Women’s Economic empowerment and 4) Humanitarian and Peace development nexus and UN Coordination on Gender equality. Based on the European Commission Decision ENI/2018/041-302 regarding the Annual Action Programme 2018 in favor of the Republic of Moldova for support for the implementations of the EU-Moldova Association Agreement, UN Women Moldova CO is implementing a three-year project (January 2020 – December 2022) under the name “Strengthened Gender Action in Cahul and Ungheni districts” (hereinafter EVA). The project is implemented in line with and in contribution to the Gender Action Plan II (GAP II) of European Commission “Gender Equality and Women’s Empowerment: Transforming the lives of girls and women through externa relations 2016-2020”, adopted in September 2015. The project started in January 2020, funded by the European Union, co-founded and implemented by UN Women Moldova Country Office and in partnership with UNICEF. The overall purpose of the EVA is to promote gender equality, women’s empowerment through strengthened implementation of gender mainstreaming in local policies and combating gender-based and domestic violence affecting women and children in two focal regions: Ungheni and Cahul. 

Duties and Responsibilities

One of the expected results under the EVA project is that gender equality is promoted and mainstreamed in local policy making and decision-making and victims of domestic violence, including sexual violence have greater access to effective survivor - focused multidisciplinary services and violence prevention programmes are piloted in local schools and communities. As the project nears its completion, a final event is planned to celebrate the achievements and impact of the project.

UN Women within EVA Project seeks to contract one local consultant (hereinafter “the Consultant”) to provide support in the organization of the EVA project final event. The closing event aims to showcase the achievements of the project and highlight its impact on the communities in the Cahul and Ungheni regions and recognize the efforts of all stakeholders who contributed to the project's results. 

The assignment should be carried out within a period of 2 months, not exceeding 30 working days, with the incumbent being responsible for delivering services in agreement with the deliverables stated in the table below:

1. Design and elaborate concept note, agenda and invitations for the final event;

2. Coordinate event visibility and logistical arrangements;

3. Draft media invitations and press releases;

4.Draft and plan event-related content for Social Media channels - Facebook, Twitter, Instagram, etc.

5. Final report on activities completed and results achieved.

Functional Competencies:

  • Excellent command of Romanian and English, Russian will be an asset;
  • Excellent writing skills in Romanian and English in preparing briefs, reports, human interest stories, news, articles and similar work for various audiences;
  • Experience in web content management (uploading articles, photos, videos, updating existing information on website);
  • Solid understanding of and hands-on experience in communications and outreach/advocacy;
  • Ability to produce well-written text;

Required Skills and Experience

Education:

  • University degree in foreign languages/literature/journalism/ communication and public relations or in other relevant domain.
  • Master’s degree in the afore-mentioned domains would be an asset. 

Experience:

  • At least 2 years of relevant experience in journalism, public relations and/or mass communications;
  • At least 2 years of experience in elaboration and conducting of communication campaigns on social issues;
  • Experience in web content management systems (Drupal or other) would be an asset;
  • Knowledge of graphic design software would be an asset;
  • Relevant experience in related areas in UN Women or UN agencies would be an asset;
  • Experience on development of campaigns/materials on gender would be an asset. 

Language requirements:

  • Fluency in Romanian and good command of English (written and oral);
  •  Fluency in Russian language would be an asset.
