Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

As part of SN, The BCO will introduce an annual staff survey to identify areas of strength in the office identity and areas of further improvement to take an office wide approach. The survey will also inform the BCO’s efforts to maintain respectful workplace relations and focus on preventing all forms of discrimination in the office through regular staff dialogues and trainings on these issues.

strengthen UN Women BCO personnel’s leadership skills, the office has been supporting some BCO colleagues through courses on cognitive coaching and adaptive leadership to build skills on inclusive leadership and prompt deep thinking and support self-directedness.
UN Women BCO plans to conduct a staff survey to collect and analyse data and make recommendations based on the principles of cognitive coaching and adaptive leadership. to undertake, analyse and provide recommendations, UN Women BCO is seeking services of an international consultant to design and conduct a BCO staff survey.


Under the direct supervision of Country Representative, the consultant is expected to work closely with Human Resource Focal Point, learning committee and Operations Manager to design and conduct a staff survey by collecting and analysing data and providing recommendations based on the principles of Cognitive Coaching and Adaptive Leadership.

Duties and Responsibilities

The consultant will undertake the following tasks:


To support the UN Women Bangladesh Country Office to design and conduct a staff survey by collecting and analyzing data and providing recommendations based on the principles of Cognitive Coaching and Adaptive Leadership so that individuals and teams can establish and sustain systems that result in increased performance and resourcefulness.

The survey is to be designed to be inclusive of all the colleagues at the Bangladesh Country Office (BCO). In addition, the survey is designed based on the principles of Cognitive Coaching and Adaptive Leadership and aims to measure the colleagues perceived resourcefulness across five areas (energy sources): Consciousness, Efficacy, Flexibility, Craftsmanship, and Interdependence. The ultimate goal of the survey is to collect actionable data and provide the BCO with recommendations so that staff at UN Women Bangladesh can engage in a self-directed process to establish, adjust and sustain systems and increase performance and resourcefulness across teams.

 

KEY DELIVERABLES


• Two sessions in 2023 on adaptive leadership;
• A personnel survey tool with detail methodology with the evidence of peer review prior to the implementation of the survey;
• Presentation to all UN Women BCO personnel analysing issues and trends identified in the survey with the evidence of peer review prior to the presentation;
• A personnel/staff survey report including key findings and recommendations for the office. The evidence of peer review of the report should be included;

DURATION OF ASSIGNMENT AND DUTY STATION


The total duration of the assignment will be for 10 working days from July 2023 to December 2023. This will be a in person and home-based and in person assignment.

 

PAYMENT SCHEDULE
Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payment will be based on the completion of each stated deliverable within the indicated timeframes.

Required Skills and Experience

Education:

  • Bachelor’s or master’s degree in Education and/or international studies or any other related field.

 

Technical Competencies:

  • At least 5 years of professional experience working in the field of coaching, mentoring and people development.
  • Good interpersonal communication skills.
  • Excellent communication, presentation, facilitation, and documentation skills.
  • Knowledge and experience in Cognitive Coaching and Adaptive Leadership.
  • Experience in change management.
  • Previous work experience with UN agencies will be an added advantage.

 

Language

  • Demonstrated good oral and written communication skills in Bangla and English

 

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

 

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;

Only candidates obtaining a 70 mark in technical evaluation will be considered eligible for financial evaluation.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
