UNDP’s Support to the Government of Indonesia on A Just Energy Transition
In September 2022, Indonesia submitted to UNFCCC the Enhanced Nationally Determined Contributions (ENDC) which stated 14% increase in the emissions reduction target from the energy sector by 2030 with the unconditional scenario. The increase of emission reduction target will be met through a rise in the portion of renewable energy, reduction in the use of fossil fuels, deployment of electric vehicles in the transport sector, and implementation of innovative climate technologies. Furthermore, Indonesia has committed to meeting the target of Net Zero Emissions (NZE) by 2060 or sooner. UNDP through various projects on sustainable energy, innovative financing, and climate promise, has been supporting the Ministry of Energy and Mineral Resources (MEMR), the Ministry of Finance (MoF), and the Ministry of Environment and Forestry (MoEF) in implementing activities to accelerate investment in renewable energy, energy efficiency, and access to energy; development of policies on carbon pricing instruments and MRV system; and incentive scheme for solar PV rooftop and carbon tax roadmap. Just Energy Transition Partnership (JETP) Indonesia
Following South Africa’s JETP signing in 2021, Indonesian President Joko Widodo and leaders of the International Partner Groups (IPG) issued a joint statement and launched a Just Energy Transition Partnership (JETP) Indonesia (https://ec.europa.eu/commission/presscorner/detail/en/statement_22_6892)at the margin of G20 Summit in Bali, November 2022,. The JETP in Indonesia is led by the United States and Japan, and includes Canada, Denmark, EU, France, Germany, Itlay, Norway, and the UK. The partnership marks an ambitious and just power sector transition in Indonesia, supporting a trajectory consistent with keeping the 1.5 degree Celsius global warming limit. The partnership intends to mobilize an initial USD 20 billion in USD 10 billion public and USD 10 billion mobilized private financing over a three to five years period using a mix of grants, concessional loans, guarantees and private investments. The mobilization of the JETP financing is against the completion of a comprehensive plan for investments, financing, and technical assistance to support these goals to reduce GHG emissions and support impacted communities. The comprehensive plan is expected to be completed by August 2023.
In response to the signing of JETP partnership, Government of Indonesia established Indonesia JETP Secretariat in February 2023. The Secretariat is hosted at the office of the Ministry of Energy and Mineral Resources MEMR) in Jakarta. The role of the JETP Secretariat is to manage day-to-day activities of energy transition in Indonesia to achieve JETP joint agreement targets, including producing an investment plan and a comprehensive just energy transition plan. The JETP Secretariat reports to the National Task Force of Indonesia Decarbonization and Energy Transition, chaired by the Coordinating Ministry for Maritime Affairs and Investment (CMMAI) with MEMR, MSOE, MoEF, PLN, etc as members. To achieve the targets, JETP Secretariat will be supported by Four Working Groups, led by multilateral agency, namely: Technical WG (led by International Energy Agency IEA), Financing WG (Asian Development Bank), Policy WG (World Bank), and Just Transition WG (UNDP). The WG will report to and submit the expected deliverables to the head of the JETP Secretariat.
A Senior Manager is being recruited to manage and lead the day-to-day activities required for the effective, timely and top quality management of the Just Transtion Working Group, which UNDP is chairing. to the coordinator will work closely with the Chair and the members of the working group to deliver the expected results of the Just Transition WG as per the agreed TOR between Government of Indonesia and IPG.
Duties and Responsibilities
Scope of Work
The Senior Manager will conduct day-to-day coordination of JT-WG members, develop initial concept and strategic guidance to produce expected results, and lead stakeholders consultation meetings to gain consensus on the National Just Transition Framework covering the following aspects: social (required human capacity building, social protection for transition, participation of marginal groups and women); economy (economic opportunities for individual and SMEs in the new supply chain, access to energy for remaining communities to drive economy); and environment (environmental impact safeguarding from coal phase-down and renewable energy activities). Based on this just transition framework, build recommendations on policy and/or legal framework for the implementation of Just Transition with inputs and contributions from the JT-WG members.
To achieve the aforesaid key functions, the Senior Policy Advisor shall work on the following results:

Institutional Arrangement
The Senior Policy Advisor shall assist and report to the UNDP Deputy Resident Representative as the Chair of Just Transition WG (JT-WG) from UNDP, and work closely with the UNDP Senior Advisor for Sustainable Energy. The office will be based in Jakarta (i.e. UNDP building and/or JETP Secretariat office).

Minimum Qualifications of the Successful Candidate
Min. Academic Education | Bachelor Degree in Public policy, Economic, Management, Environment, Social Science, or related fields.
Master degree or Phd in Public policy, Economic, Management, Environment, Social Science, or related fields would be preferable
