Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is operational in Moldova since 2010 based on former UNIFEM projects, which were laid and active in the country from 2007. It extended continuous support to the Government of Moldova, to key stakeholders from national and local levels, through various programs and activities aimed at creating an enabling environment for gender equality, recognized as a prerequisite for sustainable development with a strong and active policy on gender equality.

The work of UN Women in Moldova is guided by its new Country Strategic Note 2023-2027, aligned with the UN Sustainable Development Cooperation Framework for Moldova (2023-2027), UN Women Global Strategic Plan, National Programs and Strategies and aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development. The Strategic Note focuses on four main areas: 1) Ending Violence against Women; 2) Women’s Leadership and Governance; 3) Women’s Economic empowerment and 4) Humanitarian and Peace development nexus and UN Coordination on gender equality and women empowerment.

Moreover, UN Women is mandated to strengthen coherence between the global and regional inter-governmental processes and operational activities in the field. As part of its normative mandate, UN Women strives to support the State with the realization of recommendations from the Commission on the Status of Women (CSW), Beijing Platform for Action (BPfA), Universal Periodic Review (UPR) and other treaty and charter-based bodies at the country level, as well as leads key national level processes stemming from the international agenda.

In the lieu of the thirtieth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995), marked by the global community in 2025, the CSW69 will undertake a review and appraisal of the implementation of the BPfA. Subsequently the United Nations Secretary-General (UNSG) has invited the Member States’ Governments and Non-Member States, including of the Republic of Moldova, to conduct comprehensive national-level reviews (Beijing+30), to assess progress made in implementation, take stock of achievements and identify gaps and setbacks encountered, and outline strategies for addressing those gaps and challenges.

Ministry of Labour and Social Protection (MLSP), in its capacity of coordinator of the national institutional mechanism on gender equality, expressed the interest to conduct the Beijing+30 review.

In this regards, UN Women Moldova considers hiring a national consultant that will provide support to MLSP in drafting the national review report on the implementation of the BPfA +25, as per the Guidance note for comprehensive national-level reviews.

 

Duties and Responsibilities

Scope of Work

The National Consultant is expected to support the Ministry of Labour and Social Protection, by facilitating and coordinating the process of national review and providing technical expertise in gender equality area in the elaboration of the analytical report reflecting the progress and challenges faced in the implementation of the Beijing Platform for Action.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women National Programme Specialist shall be the only criteria for National Consultant work being completed and eligible for payment/s.

Deliverables:

The National Consultant will be responsible for delivering the following outputs:

  1. First draft of the National Review Report on the implementation of the BPFA+30, by end-April 2024;
  2. PPT presentations based on summarized national report, by end-April 2024;
  3. Adjusted and updated National Review Report based on the proposals received from all relevant stakeholders and submitted the final draft of the national report, by May 20th, 2024.

Duration of the assignment

The total duration of the contract is tentatively planned for up to 25 days during 2 months’ calendar starting with April 2024.

Management arrangements

Organizational Setting: The National Consultant will work under the overall guidance of and in close cooperation with the Ministry of Labour and Social Protection, the Department for gender equality policies, under direct supervision of the UN Women Partnership and Coordination Analyst.

Consultant’s Workplace and Official Travel

Throughout the duration of the assignment, it is expected that the national consultant is be able to come to the MLSP premises to work jointly with the Department on fulfilling the tasks and activitiesbased on a mutually agreed schedule.

No travels are envisaged under the current assignment. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UN Women and the national consultant, prior to travel and will be reimbursed.

Performance evaluation

National consultant’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Financial arrangements

Payment will be disbursed in one instalment, upon submission and approval of deliverables by the Partnership and Coordination Analyst that the services have been satisfactorily performed.

Required Skills and Experience

Education:

  • Advanced Degree (Master or higher) in human rights, gender studies, public relations, development studies and/or other social science related areas relevant for the assignment;
  • Other formal education relevant for the assignment.

Experience

  • At least 7 years of proven work experience in the field of gender equality, human rights and development;
  • At least 5 years of proven work experience/collaboration with the Government sectors in assisting/supporting drafting policy recommendations/ policy reports, coordinating activities;
  • Proven experience in developing analytical reports to the international human rights treaty bodies would be an advantage;
  • At least 2 years of proven experience in working with international organizations (successful experience in working with UN agencies is an advantage).

Language Requirements

  • Excellent command of Romanian and English, knowledge of Russian would be an advantage.
