Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women, (2) Promoting women’s human rights, (3) Women’s economic empowerment, (4) Women contributing to and have greater influence in building sustainable peace.

As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategic Note (SN) 2021-2025, that is aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and the UN system in the country. In addition to programmatic interventions, UN Women has a triple mandate of normative support, UN coordination, and operational activities.

Objectives of the Assignment

UN Women Indonesia is currently initiating the preparation to develop a new Strategic Note (SN) 2026 – 2030 to determine the institutional strategy in Indonesia for the next five years. This new Strategic Note will also be based on the UN Women Global Strategic Priorities, the UN in Indonesia Sustainable Development Cooperation Framework (UNSDCF), and the Indonesian National Mid-Term Development Plan (RPJMN). It is expected that the new SN will clearly articulate key strategic priorities and programmatic approaches based on the country's gender landscape and country gender priorities. The international framework will also be streamlined into this UN Women Indonesia strategic analysis, such as 2030 Agenda and the SDGs, Beijing+30, and CEDAW, to strengthen the triple mandates of UN Women.

The main objectives of the assignment are to:

  1. Develop a situational analysis for the new SN 2026 – 2030 for UN Women Indonesia, which will be built upon the UN Women Global Strategic Plan, the UN in Indonesia Common Country Analysis (CCA), the UN in Indonesia Sustainable Cooperation Framework evaluation result, the country gender profile, country portfolio evaluation, and the national development plan priorities.
  2. Contribute to the current UNSDCF evaluation as a resource to build a solid foundation for the next SN 2026-2030

Duties and Responsibilities

Under the overall guidance and supervision of the UN Women Indonesia Head of Programme, the consultant is expected to provide technical expertise throughout the process of this preparation for SN development. During the assignment, the consultant will work closely with UN Women Indonesia Country Representative, the Head of Programme, Programme Team Leads, and the Monitoring & Reporting Analyst, as well as Programme and Operations colleagues to provide technical expertise in developing the SN document, including scoping, visioning, drafting, validating, and finalization.

In addition, as the new SN will also be built upon the current UNSDCF evaluation, the consultant is also expected to provide technical expertise in the current UNSDCF evaluation processes.

The consultant will undertake the following tasks:

Task 1. Conduct a desk review and develop an inception report on the analysis and recommendation for the next SN 2026-2030.

  • Conduct a desk review of the existing documents, including Country Gender Equality Profile (CGEP), Common Country Analysis (CCA), UNSDCF, UN Women Global Strategic Plan, UNCT-SWAP Gender Equality Scorecard, National Development Plan, and other relevant documents.
  • Develop and submit an inception report on initial analysis with a detailed recommendation of SN development.

Task 2. Conceptualize and hold a series of stakeholders’ consultations and consolidate stakeholders’ feedback into the situational analysis for the new SN 2026-2030.

  • Hold a series of consultation meetings with stakeholders (at least two consultation meetings).
  • Lead and facilitate consultation meetings with stakeholders (government and non-government) to gain insight into the new SN.
  • Consolidate stakeholders’ feedback and synthesize the feedback for the new SN development recommendation.
  • Develop a situational analysis report for the new SN development.

Task 3. Contribute to the UNSDCF evaluation and to the development of the new UNSDCF.

  • Provide necessary input to the draft of the inception report and evaluation methodology of the UNSDCF evaluation and the new UNSDCF document.
  • Contribute to the development of data collection protocols and instruments of UNSDCF evaluation.
  • Ensure gender is mainstreamed in the UNSDCF evaluation.

Required Skills and Experience

Education and Certification:

Master’s degree in Political or Social, Gender and Development, Sociology, Statistics or other relevant disciplines.

Experience:

  • At least 10 years of relevant experience in conducting research, study and analysis on gender equality, women’s rights and development in Indonesia.
  • Having a very good understanding on legal framework on gender equality and women’s empowerment in Indonesia, including sectoral national strategies/plans/policies related to and having an effect on on Gender Equality and women’s empowerment in Indonesia.
  • Experience in writing strategic planning documents for gender equality issues, specific experience in any the following areas: violence against women, women’s human rights, women’s economic empowerment, gender equality in climate change, women’s leadership and political participation will be an advantage. 
  • Experience in working with UN agencies will be an advantage.
  • Strong writing and analytical skills.

Languages:

Fluency (written and spoken) in English and Bahasa Indonesia is required.
