Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

The devastating Tsunami disaster severely affected communities along the coast of Indonesia on the morning of 26th December 2004. Recognizing the need to mobilize efforts and resources towards establishing an early warning system for the Indian Ocean, the United Nations International Strategy for Disaster Reduction (UN/ISDR) secretariat has worked through multi-partner, multi-donor initiatives since early 2005, where 168 countries including Indonesia adopt Hyogo Framework for Action 2005-2015 to building Resilience of Nations and Communities to Disasters.

One of the HFA strategic target is “Organization establishment and fortifying, mechanism and capacity to build resilience against disaster.” HFA is encouraging all nations to “support the establishment and fortification of integrated mechanisms within the national level such as multi-sectoral National Platform” to ensure that Disaster Risk Reduction (DRR) would become national and regional priority and owned by all stakeholder groups.

Following its inauguration in May 2008, the National Disaster Management Agency (BNPB) has undertaken several initiatives including the formulation of Government Regulation, drafting of guidelines on various topics related to the implementation of disaster management. Based on its mandate, BNPB is still required to undertake crucial tasks in the near future, that is, among others, to formulate various frameworks of Indonesia’s disaster management, such as the National System on Disaster Management, the National Plan on Disaster Management, National Action Plan for Disaster Risk Reduction, etc. Accordingly, BNPB is searching for a Disaster Management Technical Writer to provide technical assistance in developing and writing concepts for disaster management and disaster risk reduction related documents with expertise on report writing and extensive knowledge on and DM/DRR.

The Disaster Management Analyst’s main responsibility will be to facilitate the development of concepts related to disaster management (DM) and disaster risk reduction (DRR) for BNPB specifically in drafting the initial concepts and consolidating them as the final products, Within the overall framework of existing SC-DRR Programme, the Disaster Management Analyst will work under the direct supervision of the HFA Reporting officer and at the same time maintain close coordination with the DRR team in UNDP and the SC-DRR Project Coordination and Implementation Support Unit (PCISU) in Bappenas.

  2. Support to implementation of disaster management and strategies
  3. Facilitation of knowledge building and knowledge sharing on disaster management

1. Ensures the implementation of documentation for every undertaking in the effort of developing national system for disaster management, focusing on achievement of the following results:

  • Analysis of every undertakings in the effort of developing national system for disaster management including but not limited to compiling inputs, documents review, drafting text, copy-editing, and overseeing production and dissemination of reports/documents;
  • Provide technical assistance in compiling information related to DRR and DM, data analysis as and when required and display them in a structured manner and friendly language that meet different target audience; and
  • Provide supports in summarizing reports as and when it is required.

2. Support to implementation of disaster management and strategies focusing on achievement of the following results:

  • Drafting/revision of development of national plan for disaster management from preparing the initial draft to consolidating its final product;
  • Provide general support to the Secretariat of National Platform as and when it is required.
  • Inputs to the disaster management national system to be developed; and
  • Promotion of disaster management national system.

3. Ensures facilitation of knowledge building and knowledge sharing on disaster management focusing on achievement of the following results:

  • Contribution to the implementation of disaster management knowledge management and learning strategy;
  • In the area of Knowledge Management, able to capture lessons learn from each recorded process and document them effectively and efficiently; and
  • Facilitate and provide training for the development of disaster management plan at local level

III. Impact of Results 

Since the emphasis will mainly be on the process, preserving ownership and sustainability, the Disaster Management Analyst is expected not only to support and ensure the implementation of disaster management and strategies, but also research, capture, consolidate and record all information from various sources including discussions notes from various meetings and workshops on issues related to disaster risk reduction and disaster management plan.

Required Skills and Experience

V. Recruitment Qualifications


Education: 

  • Bachelor or Master degree in linguistic, arts, literature, social studies, or other relevant field of studies.

Experience:

  • Bachelor with 6 years or Master with 2 years of experience including experience  in writing, translating or reviewing reports ;
  • Experience in working with government agencies (central and local), civil society organizations and international organizations are an asset;

Language Requirements: 

  • Proficient in English language, spoken and written.  Ability to write, review and edit reports;
  • Knowledge of Bahasa Indonesia is essential

Other:

  • Possess a depth understanding of the Policy and Regulatory Framework of DM and DRR, HFA, National Action Plan and National Platform as prescribed by the UN – ISDR;
  • Familiar with Indonesia’s disaster management institutional systems; Familiar with Disaster Risk Reduction key actors and institutions; 
  • Advance proficiency in operating Microsoft office applications; Strong analytical skills;
  • Experience in working with government agencies (central and local), civil society organizations and international organizations are an asset;
  • Good interpersonal and cross-cultural communication skills;
  • Ability to work efficiently and independently under pressure, handle multi tasking situations with strong delivery orientation; and 
  •  A good team player committed to enhancing and bring additional value to the work of the team as a whole.
