The Deepening Democracy in Tanzania Programme (DDTP) is designed to support the Government of Tanzania’s efforts to consolidate and deepen democratic practice. The programme has been developed as a follow-up to the country’s third multiparty Presidential and Parliamentary elections held in December 2005. Conceived through an extensive consultative process, the programme represents the desire of all actors, including Tanzania’s development partners to sustain the democratic momentum generated by the elections and to respond positively to the renewed commitment to political liberalism engendered by the pledge of the Fourth Phase Government to safeguard multiparty democracy and the ongoing institutional reform processes. Inspired by the Government’s commitment, the DDTP helps secure and expand democratic achievements to date by strengthening the capacity of democratic institutions, including Parliament (The Bunge and Zanzibar House of Representatives), the Election Management Bodies (National Electoral Commission – NEC and Zanzibar Electoral Commission – ZEC), the political parties (through the Tanzania Center for Democracy) and the institutionalization and promotion of Civic Education.
 
The five key results to which the multi-donor programme is expected to contribute are:
  • Increased capacity of the Electoral Management Bodies and Electoral Process to provide for a cost-efficient, free and fair election preparation and process;
  • An effective and efficient African Peer Review Mechanism process ;
  • Enhanced consciousness and appreciation of Tanzanian citizens for democratic principles, values and culture through systematic national civic education activities;
  • Improved capacity of political parties and dialogue among the parties that lead to national consensus on critical political issues;
  • Enhanced capacity of Parliamentary oversight responsibility and Improved interface between Parliament and civil society.
 
The DDTP is funded through a multi-donor framework coordinated by a dedicated unit within UNDP. The core competencies of the coordination team are complemented by the services of other key staff at the UNDP Country Office, particularly those of the Democratic Governance Unit and Development Support Services Unit. Further support is provided from UNDP corporate and global resources.
 
Reporting to the Programme Coordinator DDTP and coordinating very closely on a daily basis with other UNDP senior programme staff, the Specialist will assume responsibility for the implementation of a range of project activities. The Programme Specialist has experience/expertise in one or several of the substantive areas related to the deepening of democracy, and will bring this expertise to bear to create linkages and synergies between project components and in instituting national ownership.
 
The Programme Specialist works closely with national counterparts to prepare work plans for the deepening of democracy. As required, s/he recruits liaises with a team of experts who work in respective institutions (the President’s Office, Parliament, Tanzania Centre for Democracy, and others) to develop national capacity for deepening democratic practices. In particular, this role is critical for supporting national counterparts in the implementation of activities, as the project has several nationally implementing partners (rather than only one, which is the norm).
 
The Programme Specialist will support frequent information sharing with main donors of the project, who are active and supportive stakeholders in the deepening of democracy in Tanzania. S/he will interact with both cost-sharing and parallel funding partners to ensure effective synergies of donor and government inputs and perform facilitative and advisory roles with respect to the deployment and accountability of resources.
 
The Programme Specialist contributes to proper project documentation and helps prepare regular Progress Reports for the Oversight/Steering Committee. S/he would provide technical assistance and coordination support to the preparation by national partners of Annual Work Plans and assist the design of implementation strategies and budgets. The Programme Specialist will also work closely with the Development Partners that are providing support to the project and ensure information-sharing on essential progress issues.

Coordinates Project Implementation, focusing on achievement of the following key results:
  • Quality assistance to the Government and national implementing institutions in the identification/design/preparation of activities that support the deepening of democracy;
  • Issues of interest to all partners addressed by the Oversight Committee;
  • Synergies between programme components as well as the experiences from participating Development Partners (donors) brought to bear in project implementation
Performs Project Support on behalf of the implementing partners and UNDP focusing on achievement of the following
 
key results:
  • Implementing institutions assisted in developing results-based Annual Work Plan that clearly sets out the quarterly and output targets, indicators, activities, resource requirements, and budget ;
Timely disbursement and reporting on funds;
  • Effective supervision and guidance to project personnel in ensuring effective progject mplementation;
  • Support to national implementing partners in the coordination of activities to ensure its efficient and effective contribution to programme outcomes;
  • Information shared regularly on the progress of project implementation, and any issues, including the updating of project monitoring and issue logs;
  • Procurement and management of financial and human resources according to UNDP rules and regulations for national implementation;
  • Quarterly progress reports to the Oversight Committee detailing progress against the output targets, and the activities undertaken in support of these.;
  • Support to the Chair of the Oversight Committee in convening quarterly and any ad hoc meetings for the Oversight Committee;
  • Timely periodic reports: quarterly, annual and as and when required. Provide regular financial reports to UNDP, the contributing donors, and the Oversight Committee;
  • At the end of the assignment, prepare and provide a comprehensive final report on the activities of the project, including accounting for all the disbursements, and financial audits that will be undertaken under the project for presentation to co-sharing donor partners.
Provides effective technical assistance to project implementation, focusing on achievement of the following key results:
  • Ongoing support and advice to activities that deepen democracy, and coordination of the provision of such advice through project resources;
  • National capacities for the deepening of democracy developed;
  • Ensure the provision of professional advice, guidance and assistance to Government and implementing agents in the areas of reporting, disbursements and tendering processes;
  • Procurement of technical expertise for the project.
Provides other support services to project steering, implementation and dissemination, focusing on the achievement of following key results:
  • Stakeholders apprised of project progress through regular and as-needed updates;
  • Inter linkages between constituent components of the project actively promoted;
  • Coordination with donors and other development partners on all elements necessary for successful project implementation;
  • Liaise with all partners on project progress and consolidate project reporting;
  • Substantive progress reports and financial reports submitted to the Basket Committee meetings as and when requested;
  • Coordination with any other initiatives related to the deepening of democracy and support to democratic institutions;
  • Programme results known and understood by a wide constituency;
  • Sustainable capacities for project implementation developed.

Qualifications et expériences requises

Education

  • Advanced degree in political science, public administration, or law or other related field;

At least five years of experience in practical work in such areas as (inter alia) working with parties, parliaments/MPs and/or electoral management bodies, project implementation, governance, and/or civil society engagement (women, NGOs other);

  • Demonstrated work experience in developing country context;
  • Strong activity monitoring skills;
  • Excellent communication and interpersonal skills;
  • Knowledge and familiarity with the UNDP will be an advantage;
  • Experience in the use of computers and office software packages;
Excellent written and spoken English;
  • Kiswahili an advantage.
