Preamble:
 
The United Nations Volunteers is the UN organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer action in all its diversity.
This post is a UNV volunteer assignment based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer as well as the society at large. It enhances social cohesion and enriches communities.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich your understanding of local and social realities, as well as create a bridge between yourself and the people in your host community. This will make the time you spend as UNV volunteer even more rewarding and productive.
Brief Project Description: UNDP Indonesia is providing support to strengthen the capacity of the Ministry of Health as the Principal Recipient (PR) to manage the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) grants in Indonesia since 2008.
 
This UNDP Indonesia’s support aims to strengthen the capacity of the PR to ensure the full and successful implementation of the remaining GFATM grants in Indonesia for MOH-TB component, as well as, other PRs. As an interim arrangement and to give the PR the necessary time to strengthen its internal mechanisms and capacities, UNDP will support the PR in fund management and financial reporting oversight, as well as provide capacity development services to national institutions, sub-recipients and other related stakeholders.
 
UNDP’s capacity development services to the PR is in the areas of financial management, procurement, and human resource management. This arrangement is of a temporary time-bound nature and a detailed transition/exit strategy for UNDP support is envisaged. The UNDP support services are part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation its GFATM grants
 
 
Host Agency/Host Institute: UNDP
 
The UNV Accounting will report to the Senior Advisor for Strengthening Partnership and External Relationship (SPER) based in the MOH. He/she will be responsible to assist the UNDP’s project team in all aspects of accounting and finance management and capacity building of the PRs in the areas of accounting/finance management. Under coordination and direct supervision of the National Project Manager, h/she will also collaborate closely with the Project Management Unit (PMU) team in the MOH as well as other PRs.

Duties and Responsibilities

 His/her responsibilities include:
  • Assist the UNDP’s project team in daily acconting/financial management and coordinatation of day to day financial/administration implementation and reporting.
  • Assist the UNDP’s project team in monitoring the cash position of the PRs in regards to the UNDP’s Technical Assistance to them.
  • Assist the finance/admin project team to organize any meetings/workshops/trainings and ensure settlement of any advances for these activities with complete documentations to ensure the accountability.
  • Coordinate with the project team and HIV cluster based in PRU-UNDP in assisting the finance/admin of the PRs in preparing financial performance (reporting, coordination, verification, monitoring and financial and evaluation performance).
  • Coordinate with the project team and HIV cluster based in PRU-UNDP to establish and maintain a systemetic filling system of key documents and confidential document (in hard copy and soft copy) in relation of the availability of documents for audit financial processes.
  • Assist the UNDP’s project team to ensure the administration/financial system of all PRs appropiate with PIM (Project Implementation Manual).
  • Assist the UNDP’s project team to ensure cash availability of the project account to implement project activities.
  • Coordinate with the finance assistant of the project team to prepare regular bank reconciliation, as well as, any adjustment vouchers when necessary.
  • To establish other duties as request.
 Other UNV volunteer responsibilities :
  • Providing training on accounting/finance issues to the PRs if required.
  • Assist to prepare TOR and budget for any project activities if required.
  • Assit with others assignments if needed.

Competencies

Promotion of Volunteerism
 
As a UNV volunteer, you are expected to promoting volunteerism and/or engaging in volunteering activities. As such you are encouraged to:

  • Strengthen your knowledge and understanding of the concept of volunteerism by reading relevant UNV and other publications and taking active part in UNV activities;
  • Get acquainted with traditional and/or local forms of volunteerism in the host community;
  • Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives;
  • Encourage and mobilize co-workers, fellow UNV volunteers and members of the local community to play an active part in the development of their community;
  • Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.;
  • Initiate and/or participate in local volunteer groups. Assist them in submitting stories, experiences to the World Volunteer Web site;
  • Promote or advise local groups in the use of OV (online volunteering), or encourage relevant local individuals and groups to use OV whenever technically possible.

Required Skills and Experience

Qualifications/Requirements:
For this position, a candidate is normally expected to have:
 
  •  Minimum graduate degree in accounting/finance, with specialized training in audit, accounting/finance is preferred;
  • Minimum 5 (five) years of increasingly responsible experience in finance/accounting, and auditing;
  •  Familiarity with Finance/Accounting, HR and procurement rules and regulations of UNDP and government of Indonesia;
  • Working knowledge of IT applications, such as Words, Excel, Power Point and Internet;
  • Strong motivation and good team player;
  • Willingness to travel as required;
  • Ability to work under pressure and handle multiple concurrent activities;
  • Very good communication and interpersonal skills
 
 This post is a UNV volunteer assignment based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. The volunteer will receive a Volunteer Living Allowance (VLA) per month of 4,000,000 Rupias plus medical Insurance. plus medical Insurance. If the volunteers will work in a province which is not their residence, they will receive in addition to the monthly living allowance and medical insurance and 4.000.000 Rupiah for the first month in order to settle down in the new place.
