Background

The United Nations Development Programme (UNDP) has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work. UNDP’s work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs).
 
Violence against women is global in scale, spread, and impact. Six out of every ten women will experience physical or sexual violence in their lifetime. While the serious human impact of these violations are incalculable, the economic and social costs are staggering, impeding economic growth, human development, and the achievement of the Millennium Development Goals (MDGs). UNDP’s ongoing commitment to eliminating Gender Based Violence (GBV) is part of our core commitment to gender equality and the achievement of the MDGs.
 
In developing the UNDP Gender Equality Strategy 2008-2011, the need for more focused action on GBV was clearly identified as a priority. Increased guidance is now being provided to assist UNDP staff to understand and more clearly identify the linkages between UNDP priorities and Gender Based Violence (GBV) and therefore opportunities for action, synergy and enhanced programmatic results. Attention to GBV will also enhance UNDP’s outputs in the areas where UNDP is mandated to address, including: poverty reduction, democratic governance, crisis prevention and recovery, energy and environment and sustainable development. It also builds on the Secretary General’s campaign on VAW (UNite) where agencies collaborate from their specific comparative advantages.
 
The UNDP Gender Team organized an internal meeting in Caracas, Venezuela, in April 2009 to identify strategic entry points for enhancing UNDP’s GBV work, taking into account the need to ensure coordination with partners to avoid duplication, and to maximize programmatic impacts. Subsequently, work has been undertaken on a first draft of a comprehensive GBV Guidance Note to support UNDP work at the country level. 
 
A consultant on Gender Based Violence is now being sought on a short term basis to undertake a series of related activities designed to strengthen the corporate approach to and support for GBV policy and programming.
 

Duties and Responsibilities

Main Tasks:

  • Prepare an outline of the GBV policy guidance note,
  • Refine the work to date and produce a draft UNDP policy guidance note on GBV, in accordance with Corporate Guidelines.
  • Seek and incorporate feedback on the draft GBV policy guidance note from relevant stakeholders in compliance with UNDP quality assurance requirements.
  • Finalize the UNDP policy guidance note on GBV
Expected Outputs:
  • Finalized GBV Guidance Note that has been reviewed with key stakeholders is delivered to the Gender Team
Timeframe
  • The assignment will be completed in 20 working days conducted from November 10 to December 31st, 2011.
Reporting
  • The consultant shall report to the UNDP Gender Team’s Democratic Governance Policy Advisor and Democratic Governance and Crisis Prevention and Recovery Cluster Leader.
 

Competencies

Core Competencies
  • Possess an in-depth knowledge and analysis of Gender Based Violence issues, including in post conflict situations
  • Experience and knowledge of GBV programming and implementation, particularly at the national level
  • Proven record of analytical thinking, strong research and writing skills. 
Additional Competencies
  • Diverse organizational work experience is an asset
  • Demonstrated ability to work in an independent manner
  • Ability to organize work efficiently and deal with multiple tasks
  • Familiarity with the UN system, in particular with UNDP and its mandate
  • Experience in UN interagency cooperation, particularly on GBV issues is an asset.

Required Skills and Experience

Education:
  • Advanced University degree or equivalent in one of the following, or related fields: gender/women’s studies, development studies, political science or international relations, human rights, conflict studies or other related disciplines.
 
Experience:
  • Minimum of 7 years relevant work experience working on Gender Based Violence and/or related issues, preferably with the UN, and/or other international organization and/or with civil society organizations.
 Language Requirements:
  • Fluency in English (written and oral). Knowledge of another UN language desirable.

Financial Proposal: 

The financial proposal will specify the daily fee and the lump sum for the travels to Istanbul/Turkey and New York. Payments are made to the Individual Consultant based on the number of days worked.
  • A daily fee quote in United States Dollars for the consultancy
  • A lump sum quote for one travel to Istanbul/Turkey for a 2 working days workshop November 14-15, 2011 and for 2 working days travel to New York December 12-13, 2011 to meet and discuss the paper with the Gender Team and other stakeholders.

This consultancy services can be completed either in the Gender Team’s office in New York or as a home based consultancy. It is expected that the consultant may travel to Istanbul, Turkey in mid-November and New York, USA in December (for two days each).    

The consultancy is scheduled to take place between November 10 to December 31st, 2011 for up to 20 working days.

 Travel

This consultancy services can be completed either in the Gender Team’s office in New York or as a home based consultancy. It is expected that the consultant may travel to Istanbul, Turkey in mid-November and New York, USA in December (for two days each).    

 

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
