Background

The Food and Agriculture Organization of the United Nation (FAO UN) is looking for a highly qualified information technologies expert to provide technical backstopping to FAO’s Government Cooperation Programme in Ukraine to work under the direct technical supervision of FAO Animal Production and Health Officer and the GCP/RER/026/AUS National Project Coordinator, under the direct operational supervision of the Field Programme Officer, REU, and in close collaboration with the Ministry of Agrarian Policy, the State Enterprise “Agency of Animal Identification and Registration” International Consultants, and other stakeholders.

Duties and Responsibilities

  • Analyze functionality of existing software applications: Animal Registry Database Software and software applications used by State Veterinary and Phytosanitary services and prepare proposals for integration and /or development and additional functionality needed by veterinary specialists (VIS module);
  • Collecting, documenting and defining requirements of joint Veterinary Information System (VIS) module via extensive meetings with State veterinary and Phytosanitary Service and State Enterprise “Animal Identification and Registration Agency”, Ministry of Agrarian Policy and Food of Ukraine;
  • System analysis, which leads to determining the professional requirements to VIS module and preparation of Vision (Concept) Document;
  • Assessment of tools and products;
  • Designing the VIS application: creating the technical requirements and software requirements specification.

The Consultant will be expected to prepare proposals for integration of existing Animal Registry Database modules and workflows which either already exist or are currently under development (administrated by specialized State Enterprise “Animal Identification and Registration Agency”) and software applications used by State Veterinary and Phytosanitary Service, analyze additional professional requirements of veterinary specialists and prepare the Technical Requirements of the additional software module Veterinary Information System (VIS).

Expected Outputs:

  • Vision Document for VIS: description of processes, use cases, roles, etc.;
  • Software Requirements Specification for VIS.

Competencies

  • System analyst with strong experience in database and applications design and development;
  • Knowledge of veterinary planning system in Ukraine would be as an asset.

Required Skills and Experience

  • Past experience in designing Veterinary Information System in CIS or EC pre-accession countries and/or strong veterinary background;
  • Working knowledge of English, knowledge of Ukrainian and Russian is required.
