- To design and launch an electronic trading facility (ETF) for the support promotion of Belarusian light industry products in international markets;
- To facilitate access of SMEs and enterprises located in small cities and remote communities to the electronic trading facility;
- To build the capacity of the light industry enterprises in international trade, e-commerce, and marketing.
Duties and Responsibilities
The Project Manager will be based in Minsk. He/she will work in close cooperation with the UNDP Belarus and the Belarusian State Light Industry Production and Marketing Concern (BelLegProm).
The Project Manager is expected to:
- Provide oversight and coordination to ensure achievement of the project results consistent with the Project Document and UNDP programming procedures;
- Assume primary responsibility for the daily project management - both organizational and substantive matters, budgeting, planning, controlling the project expenditures and general monitoring of the project;
- Prepare, in consultation with the Concern “BelLegProm”, detailed work plans, agrees such work plans with UNDP Belarus and the Regional Project Manager; ensure their adequate implementations, initiates appropriate amendments when needed, and obtains approvals from all parties to the project;
- Prepare progress reports for UNDP Belarus, UNDP Regional Project, an executing entity, the Ministry of Economy and other reports requested by a competent organizations;
- Ensure proper expenditure of the project funds in accordance with the approved budget, work plan, and the project document;
- Prepare terms of reference/technical specifications for the project consultants, and control performance of these consultants;
- Monitor risks and outcome indicators by maintaining the risk, issues and lessons learned logs, perform other monitoring activities in accordance with UNDP rules and procedures;
- Bear responsibility for delivery of financial targets set by the approved annual work plans;
- Facilitate adequate information exchange among the project stakeholders;
- Conduct proper operational and financial closure of the project consistent with UNDP procedures;
- Maintain regular contact with UNDP, the executing entity and the manager of the Regional project on relevant project-related matters;
- Facilitate negotiations with government agencies and potential donors to identify opportunities for cost-sharing and resource mobilization;
- Supervise support staff (one Project Administrative and Finance Assistant);
- Undertake any other actions related to the project as requested by UNDP or the Project National Coordinator.

Required Skills and Experience
- Higher education preferably in economics or technical sciences;
- At least 3-years of working experience in trade, Investment & SME Promotion;
- Experience in managing international technical assistance projects would be an asset;
- Computer literate;
- Excellent written and spoken English and Russian.
