Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. In line with Indonesia’s national priorities (see priority number 1 on bureaucratic and governance reform, and priority number 14 on people’s welfare), the Democratic Governance Unit is working to increase people’s participation in democratic processes, and to support more pro-poor, equitable, gender responsive, peaceful, and accountable allocation of resources as well as more effective protection of vulnerable groups.

With “integrity” as its cross-cutting theme, UNDP’s democratic governance programme is focusing its support on three key areas: (i) participation and representation in political processes, (ii) government capacity to deliver public services in a decentralised governance framework and, (iii) equitable access to justice for all Indonesian citizens. The Decentralisation and Local Governance Programme Manager (PM) will focus on managing democratic governance area two (ii). As such, the PM will be responsible for managing and developing a portfolio aimed at strengthening institutional capacity of provincial governance in achieving objective of decentralisation policy in more accountable, responsive and effective way.

As part of its support to decentralized governance, UNDP is also focused on capacity strengthening initiatives tailored to meet the unique requirements of provinces such as Aceh and Nias, and to take into account the recovery processes in the area. For Aceh, the challenges of governance are compounded by the post-conflict environment and the high number of new leaders that have little knowledge and training in democratic and administrative management processes. Consequently, a special capacity development approach will be required to support both governments in the transformation process from recovery to long-term development and to address the additional challenges of consolidating the peace process.

More specifically, the decentralisation and local governance programme will continue to offer technical advice to national government on public sector reform initiatives. However, strengthening service delivery at sub-national levels will become the main focus of programme activities in this area. Support will include the provision of (a) policy advice to national and provincial government agencies on the formulation of a legal framework for decentralisation policy implementation; (b) technical assistance to national and regional government agencies in pilot provinces in improving their institutional capacity to deliver better public services; (c) technical assistance to national and provincial government in provinces undertaking civil service reform initiatives; and (d) technical assistance to national and provincial government in pilot provinces in designing and implementing public service delivery monitoring and evaluation mechanisms.

i. Organizational Context


Under the guidance and direct supervision of the Programme Manager Decentralization and Local Governance, the Programme Officer is responsible for the management of projects under the Decentralization Programme. The Programme Officer works in close collaboration with the other programme units, operations, program and project teams to ensure that the activities of the projects are in line with the project plan and budget.

The Programme Officer assists in analyzing trends related to his/her own area of decentralization, formulates, manages and evaluates project activities within his/her portfolio, and provides policy advice services. He or she is in charge of the financial management elements of the projects.

1.    Implementation of decentralization programme strategies, adapts processes and procedures.

4.    Facilitation of knowledge building and management.

1.    Ensures implementation of decentralization programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNPDF, CPD, CPAP; effective application of RBM tools and establishment of management targets (BSC). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.
  • Analysis and synthesis of proposals on the areas for support and interventions.

2.    Provides effective support to overall management of the decentralization programme focusing on quality control from formulation to implementation of the country programme achieving the following results:
  • Design and formulation of some parts of CO programme within the area of decentralization, translating UNDP’s priorities into local interventions.
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Application of conceptual models in support of programme design
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
  • Preparation of inputs for reporting, including donor reporting.
3.    Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
4.    Ensures facilitation of knowledge building and management in the decentralization programme focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.
  • Professional growth through active learning.

The key results have an impact on the success of country programme on decentralization. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

V. Recruitment Qualifications

Education: 
  
  • Bachelor in business administration, public administration, economics, regional planning, political sciences, social sciences or related field.
  • Master degree business administration, public administration, economics, regional planning, political sciences, social sciences or related field, will be preferred.
Experience:   
  1. Minimum 6 years for Bachelor degree and 2 years for Master degree of relevant experience at the national or international level in development areas.
  2. Knowledge and experience in decentralization and governance issues are an advantage.
  3. Strong understanding of and experience in programming and capability to translate needs into project strategies and work-plan.
  4. In-depth knowledge and understanding of local political dynamics in Indonesia. Understanding of government systems and procedure is a required.
  5. Familiarity with UNDP NIM project implementation, UNDP project document and results and resource framework, and relevant UNDP policies and procedures are advantaged
  6. Understanding of UNDP systems and procedure is an advantage.
  7. 7Experience in the usage of computers and office software packages and in handling of web-based management system.

Language Requirements:
