Background
Duties and Responsibilities
- Manage the working level coordination of efforts to take forward work on the set of indicators and establish a baseline for the UN’s strategic results framework and provide ongoing technical support and guidance to entities reporting on the indicators.
- Contribute to the methodological development of the indicators and work related to development of gender-responsive financial tracking systems and support analytical reviews and agreement on methodological issues and definition of technical terms, in consultation with UN entities, as appropriate
- Oversee the development of technical studies regarding existing analytical efforts and categories of analysis for qualitative indicators, in particular those expected to be produced through content analysis or survey-based methodologies. This will include establishing partnerships and collaboration with relevant experts and institutions and developing terms of reference for consultants in collaboration with UN entities.
- Develop briefing notes and reviews regarding existing good practices in terms of information management systems that could be adapted and/or applicable to the set of indicators and/or the UN’s strategic results framework on women and peace and security.
- Develop good practice on resource tracking mechanisms (e.g. gender markers) and UN system wide engagement on coherence in resource tracking.
Guidance and knowledge production
- Develop and improve as needed briefing and technical notes for the implementation of the set of indicators and templates and guidelines for reporting by UN entities and Member States in close coordination with all relevant stakeholders.
- Manage inter-agency development of knowledge and outreach products on the set of indicators and data, and on resource tracking methods on women and peace and security to meet UN Women needs and standards of quality.
- Organize of workshops, expert meetings, practitioner discussions and other relevant consultations to feed into the development and implementation of the set of indicators and resource tracking methods, including the preparation and delivery of presentations and briefing materials on the indicators and data on women and peace and security.
- Carry out analyses and interpretation of existing and other relevant data on the situation of women and peace and security, as required.
Knowledge management, data collection and reporting
- Strengthen the system for data collection and reporting on the indicators in collaboration with UN entities, including by maintaining a global database to be used for analysis in the annual Secretary-General’s reports on women and peace and security, as well as other key reports.
- Lead the collection of data on indicators to be reported on in the Secretary-General’s 2012 report on women and peace and security, ensuring relevancy, quality and appropriateness of content and presentation.
- Manage the improvements in data quality at the data collection stage, including designing, developing and modifying measurement and monitoring tools, as appropriate.
- Lead the development of a technical and quality review system for verification of data.
- Lead the establishment of a baseline for the UN’s strategic framework on women and peace and security in collaboration with relevant UN entities to facilitate reporting on progress against its targets.
- Support institutional learning and knowledge-sharing and contribute to the development and maintenance of knowledge networks and practices
Representation and partnership building
- Represent UN Women in inter-agency mechanisms, meetings, conferences and events, forge new strategic partnerships and maintain active relationship/partnerships with key stakeholders, including Member States, UN system entities, regional organizations, the academia and civil society organizations, to support the strengthening and improvement of methods for collecting, analyzing and using qualitative and quantitative data on women and peace and security.
- Contribute to the broader work of the Peace and Security section of UN Women and UN Women’s other data and statistics work, where appropriate, and undertake any other related tasks as needed and requested by the Chief Advisor.
The Statistics and Monitoring Specialist impacts on the success of the efforts to develop and implement UN wide commitments, and UN Women policy strategies.

- Proven excellent research skills
- Proven experience in gathering and presenting data and statistics;
- Very strong analytical skills;
- Creativity in performing quantitative and qualitative analysis in areas where such quantitative data is limited and scarce;
- Familiarity with the internet and the use of web based information systems;
- Very good understanding of gender equality and women’s empowerment and its policy implications;
- Outstanding writing skills
- Ample knowledge and use of computer office tools (word, database, spreadsheets, web content production, filing).
Required Skills and Experience
- Master`s degree (or equivalent) in statistics, economics, demography, conflict and peace studies, international development, gender studies or any related discipline.
- A minimum of 5 years of relevant professional experience, with a demonstrable ability to conduct high quality statistical research and contribute to methodological development is required.
- Experience in providing technical support and developing monitoring and accountability tools, guidance, manuals and/or handbooks is preferred.
- Strong computer skills and experience working with international data, including, including experience with statistical analysis software and content analysis software is desired. Mastery of excel is a strong asset.
- Experience in knowledge management and in engaging in policy advocacy and development is desired
- Familiarity with the UN system, experience in inter-agency coordination and previous experience working on gender equality issues is preferred.
- Experience working in a conflict/post-conflict setting is an asset.
Language Requirements:
- Written and oral proficiency in English is required.
- Knowledge of another of the UN working languages is an asset.
