Background

  • Take stock of the employment situation in Azerbaijan (with special emphasis on the non-oil sectors)
  • Understand the bottlenecks for expansion of gainful employment of Azerbaijan; and 3.recommend action-oriented measures for implementation by the various stakeholders. The findings will be summarized in the report entitled “Expansion of Decent Work in Azerbaijan”.
Objective:
 
This TOR is designed for the international consultant who will take the lead in managing the work-load of the scoping study and analysis as well as the preparation of the report. He/she will direct the work of the national consultants and write the main body of the report and necessary statistical annexes.  

Duties and Responsibilities

 

Recommendations:
 
  • Resting on the exposition of the previous two chapters, this part will contain a list of action-oriented recommendations with sufficient detail to facilitate their realization. 
  • The recommendations should be grouped under the (1) short-term, (2) medium-term, and (3) long-term clusters, and, under each of them, specifically address (a) the Government; (b) the private sector organizations; (c) the workers unions; and (d) the international donors with a view to promoting their implementation. 
Deliverables:
 
  • Annotated outline of the full report to be discussed and approved by UNDP and government partners and work-plan.
  • Full report
  • Statistical annexes to the report
  • Executive summary of the report  
All the items above should be provided in English and Azerbaijani languages.

Competencies

  • Experience working in CIS region will be considered an asset.
  • Excellent written and spoken English. Knowledge of Russian/Azeri languages will be considered an asset.
  • Familiarity with the working environment and professional standards of UNDP and/or other international organizations will be considered an asset
 

Required Skills and Experience

Education:
  • Advanced Degree in relevant field (economics, labor, social sciences).

Experience:

  • Minimum 10 years of experience in labor market research and proven record of reports/publications on the subject.
