Background

The United Nations Development Programme (UNDP) has a longstanding commitment to promote gender equality and women’s economic, social and political empowerment. As the development arm of the United Nations, UNDP also facilitates the integration of gender dimensions into major policy dialogues through innovative approaches in close collaboration with governments and civil society organizations at the local, national, and global levels. 

UNDP has strengthened the integration of gender dimensions into its environment, climate change and energy programming, including through the UNDP/GEF Adaptation portfolio, UN-REDD, Community-Based Adaptation, Global Gender and Climate Alliance, Low-Emission, Climate Resilient Development Strategies, and the Africa Adaptation Programme. UNDP is also leading initiatives to provide integrated programming and policy support to national partners while addressing and leveraging the synergies between policies for gender equality, poverty reduction, governance, and inclusive, climate-resilient growth. The demand for such integrated technical advice and services has grown, particularly from country offices and national partners.
 
In response to this demand, and following its mandate to integrate gender equality in international responses to sustainable development, UNDP is leading several initiatives aimed to influence the United Nations Conference on Sustainable Development, which will take place in Brazil from 4 - 6 June 2012. It marks the 20th anniversary of the 1992 United Nations Conference on Environment and Development, and the 10th anniversary of the 2002 World Summit on Sustainable Development in Johannesburg.
 

Rio+20 offers a strategic platform to advocate key messages around the gender and sustainable development nexus and an opportunity to showcase innovative responses. UNDP and partners are working to ensure that gender dimensions are integrated into the Rio+20 Outcome Document and programming through a series of policy advocacy publications, consultations and high-level side events, including a global e-discussion and a volume of edited papers from leading development thinkers on the interconnections between gender equality, growth and sustainable development.

 UNDP is now seeking to recruit an expert to author a paper for possible inclusion in the edited volume of Rio+20 articles.  

Duties and Responsibilities

The consultant will be responsible for the following:
 
Deliverable: a 3,000 – 5,000 word paper on Gender Equality, Growth and Sustainable Development
 
  • Write a 3,000-5,000 word paper on a topic which explores the links between gender equality, growth and sustainable development. The paper will be delivered to UNDP in electronic format (Word file) for possible inclusion in an edited volume of thought papers on gender and sustainable development
  • Prepare initial one-paragraph abstract of paper focus by 25 January 2012 or discussion with UNDP and Rio editor.
  • Prepare first draft by 30 February 2012
  • Prepare second draft incorporating UNDP/peer review/editor comments by 20 March 2012
  • Respond and revise as needed to any final minor comments and questions in the editing process

Competencies

  • Knowledge of UNDP and UN system policies and programming in gender equality and women’s empowerment and/or relevant experience in managing programme and projects using the existing UN/UNDP implementation modalities would be an advantage;
  • Excellent communication and drafting skills in English. Working knowledge of other UN official languages would be an asset.

Required Skills and Experience

  • Master’s degree in Sustainable Development, Climate Change, Gender Equality, International Development or a related field;
  • A minimum of 5 years of experience of international development, programme development, partnership building, consultancy and analytical work in development issues;
  • Knowledge of environment, gender issues and related sustainable development themes;
  • Prior experience conducting research and analysis and publishing in the areas of gender equality and related issues of  sustainable development;
  • Familiarity with the Rio +20 preparatory processes would be an advantage.
