UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Under the overall guidance of the Operations Manager and direct supervision of Finance Officer, the Finance Associate ensures effective execution of financial services and processes in REDD+ project and transparent utilization of financial resources. The Finance Associate ensures superior and swift delivery of financial services of the Support to the Indonesia REDD+ Task Force Project and promotes a client-oriented approach consistent with the prevailing rules and regulations. The Financial Associate will assist all Working Groups in the Support to the Indonesia REDD+ Task Force Project to support the preparation budget and its implementation according to the work plans and ensures all funds are spent in line with approved work plans. Other key tasks include the reporting of expenses, preparing for audit, dealing with cash advance requests, and generally ensuring solid fiduciary management of the project with the highest integrity.

The Finance Associate works in close collaboration with the project teams, operations, programme of UNDP Office team for resolving finance-related issues and information exchange.

 

Duties and Responsibilities

1.  Ensure implementation of operational strategies, adapts processes and procedures focusing on achievement of the  following results:

  • Full compliance with the prevailing rules and regulations of financial processes (including UNDP’s fast track procedures), financial records and reports and audit follow up; implementation of the effective internal control framework.
  • Solid understanding on the Accounting Principles and Audit Procedures to ensure that all financial transactions will refer to the prevailing corporate guidelines.

2.  Ensure administration of budgets against approved work plans focusing on achievement of the following results:

  • Preparation and modifications of budgets for the project.
  • Presentation of researched information for planning and status of financial resources of the REDD+ project.
  • Implementation of the income tracking system

3.  Provide accounting and administrative support to the Finance Unit focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and financial reports for REDD+ project; preparation of all types of vouchers
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded, travel claims, other entitlements are duly processed
  • Timely accounts closure
  • Timely corrective actions as required and timely response to resolve financial data issues.
  • Maintenance of the Accounts Receivables for UNDP projects and follow-up with partners on contributions, deposits creation in Atlas and their application to AR pending items.

4.  Ensure proper reporting of expenses and preparation for audit focusing on the achievement of these following results:

  • Ensure proper financial and administrative reporting in compliance with established regulations and/or guidances (Government of Indonesia and UNDP).
  • Alternate to Finance Officer for timely preparation of monthly cash flow forecast Provision of administrative support prior bank transfers.
  • Timely and accurate preparation of bank reconciliations.
  • Handling petty cash for the project and preparation of monthly cash flow forecast for use by Operations Manager/
  • Finance officer. Liaison with project team  to obtain estimate of their cash requirement.

5.  Ensures facilitation of knowledge building and knowledge sharing in the project focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on Finance.
  • Synthesis of lessons learnt and best practices in financial management.
  • Sound contributions to knowledge networks and communities of practice.

III. Impact of Results

The key results have an impact on the overall execution of the project financial services and success in implementation of operational strategies.  Accurate analysis and presentation of financial information ensures proper financial processes in the Support to the Indonesia REDD+ Task Force Project.

Required Skills and Experience

V. Recruitment Qualifications

Education:

Secondary Education, with specialized certification in Accounting and Finance. University Degree in Finance, Business or Public Administration desirable, but it is not a requirement. Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage. 

UNDP Accountancy & Finance Test required

Experience:

6 years of progressively responsible finance and accounting experience is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems and ERP financials, preferably PeopleSoft.

Knowledge of IPSAS and/or IFRS  required

Language Requirements:

Fluency in English and Bahasa Indonesia.
