Background

I. Organization Context

Under the overall guidance of the UNFPA Representative and direct supervision of NPO-RH at UNFPA Country Office, the NPA-RH will assist the NPO-RH in the provision of day to day technical inputs and advise on reproductive health in the context of the UNFPA’s 8th CP implementation. S/he will assist the NPO-RH in maintain good coordination with government and non government partners, other UN agencies (especially the H4) and Health donors; facilitate the H4 joint programme; and work closely with Programme Management Unit in ensuring timely provision of technical inputs to the RH programme as per the approved AWPs.


 

Duties and Responsibilities

II. Substantive Duties and Responsibilities

Technical/Substantive

  1. Support the NPO-RH in advancing policy dialogue on Universal Access to Reproductive Health with special emphasis to the issue of: (a) Quality of Care; (b) financing for reproductive health; and (c) Human Resource management.
  2. Under the overall guidance of the NPO-RH:

a. In coordination with the Field Coordinating Officer (FCO) and the RH Programme Officer the RH Programme Associate will monitor the quality implementation of the RH modeling/piloting at the districts, that includes (but not limited to) the establishment of the EMOC referral modeling.
b. Provide technical support to the partners for the revitalization of the FP programme, with special emphasis to: i). modeling of e-LMIS in the context of the RHCS; ii). Reducing the unmet need for family planning; and iii). Promoting the use of long term contraceptive methods.

       3.  Support NPO-RH in coordination with H4 and UN sister agencies, in undertakes on-going participatory appraisal of the performance and progress of the programme, identify bottlenecks and ensure necessary actions are made in a timely manner to remedy the problem.

      4.   Assist (back up) NPO-RH in advancing UNFPA’s agenda at the strategic / policy table by active participation in the key meetings/workshops.

Management

  1. Assist the NPO-RH in the provision of technical inputs to the reproductive health programme activities as per the approved AWPs.


a. Assist national partners in preparing terms of reference for RH programme activities.
b. Ensure provision of timely and quality technical backstopping to national partners by identifying the needs, identifying sources for technical assistance and facilitate process of the technical assistance.
c. Monitor quality implementation of RH programme implementation at national level by taking active roles and participation in the activities.

         2.  In coordination with the NPA-RH


a. Evaluates project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and prepare regular inputs to status and progress reports.  Analyzes basic factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
b. Provide logistical support to projects by coordinating review meetings and project related workshop and events.  Trains and guides project personnel and staff on national execution and programme policies and procedures.

        3. Contributes to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the Country Office and drafting relevant materials for dissemination.

        4.  In coordination with national counterparts and project personnel guides routine implementation of assigned projects, coordinating the delivery of project inputs, ensuring participation of national counterparts in training activities and other activities.

Required Skills and Experience

IV. Recruitment Qualifications

Academic Requirements:

  • Bachelor’s degree in health, nursing, midwifery or other related social science. Candidate with medical background is preferable.

Experience and qualification:

  • At least 7 (seven) years of relevant experiences in the public or private sector.
  • Solid understanding of reproductive health issues.
  •  A sound knowledge/experience in working with Puskesmas, hospital or Ministry of Health (or health office at any level) would be an advantage.
  • Ability to liaise and affiliate with Government partners, UN agencies, Donors and NGOs working in the area of reproductive health programme.
  • Ability to work under pressure.
  • Ability to work well in a cross cultural team and environment

Languages:

  • Fluency in oral and written English and Bahasa Indonesia.

Other Skills:

  • Proficiency in current computer office software applications.
  • Excellent communication and human relation skills.
