Duties and Responsibilities
- Identification of opportunities and formulation of proposals for new UN projects in the field of Green Economy in Mauritius, in Rodrigues and in Seychelles, as part of the UN CFAs for both countries ;
- Design and development of joint UN activities in the field of Green Economy, based on the proposals validated;
- Oversee the subsequent good implementation of the joint UN Green Economy activities
- Regular communication to the UNCT of information on Green Economy issues relevant to DaO work in Mauritius and Seychelles
- Assist the non-resident agencies cost-sharing the post in the implementation and follow up of their regular activities in Mauritius, in Rodrigues and in Seychelles, as well as in their DaO formulation activities with RCO and the UNCT
1. Identification of opportunities and formulation of proposals for new UN projects in the field of Green Economy in Mauritius, in Rodrigues and in Seychelles, as part of the UN CFAs for both countries including:
- Thorough analysis and research of the political, social and economic situation in Mauritius, in Rodrigues and in Seychelles
- Participation in the processes related to the formulation of a national sustainable development policy, strategy and action plan for Mauritius and Rodrigues, in the context of “Maurice Ile Durable” and the “Sustainable Integrated Development Plan for Rodrigues” (SIDPR), with the FP establishing communication between the national stakeholders in Government, the Rodrigues Regional Assembly, the private sector and civil society and the UN country team so as to enable the engagement of the UN in these processes;
- Participation in the processes related to the formulation of the MTNDS by the Government of Seychelles, with the FP establishing communication between the national stakeholders in Government, private sector and civil society and the UN country team so as to enable the engagement of the UN in the MTNDS;
- Mapping out of UNCT activities in Mauritius, in Rodrigues and in Seychelles that are related to Green Economy, as well as mapping out of the relevant technical resources available within the UNCT;
- Identification of opportunities for new UN engagement and development of criteria to then prioritize the activities listed, to enable the UN Country Team to validate a priority list of new UN initiatives;
- Formulation of proposals, based on the priority list validated, for new UN projects in the field of Green Economy, as part of the UN CFAs for Mauritius and Seychelles, based on the opportunities identified with national stakeholders and on the mapping out of UNCT activities and technical resources;
- Finalise the proposals following validation by the UNCT, and in close consultation with the Governments of Mauritius and Seychelles, the Rodrigues Regional Assembly, as well as with the private sectors and civil society organisations of both countries. This will include setting up effective monitoring and evaluation (M&E) frameworks;
- Establish strategic partnerships with key non-UN stakeholders
- Initiate resource mobilisation with donor organisations for the implementation of the joint activities.
- Ensure the correct operational structure and M&E framework are set up by UN and non-UN stakeholders
- Monitor the effectiveness and efficiency of the UN Green Economy activities in Mauritius, in Rodrigues and in Seychelles
- Report back to the UNCT on the implementation of the joint UN Green Economy activities
- Collect and communicate on a regular basis to the UNCT, relevant information and documentation regarding Green Economy issues (emerging opportunities and challenges, lessons learnt and success stories, best practices, etc.)
- Act as general focal point in Mauritius, in Rodrigues and in Seychelles
- Represent, on a non-formal and judicial basis, the partner NRAs in strategic and technical meetings with the governments and other UNCT members
- Represent, on a non-formal and judicial basis, the partner NRAs in DaO activities with the RCO, the governments, the Rodrigues Regional Assembly and other UNCT members

Competencies
- Excellent analytical skills, very good communication skills, both oral and written, ability to write clearly and concisely on technical, socio-economic and financial issues related to the mandate of the UN Country Team for Mauritius and Seychelles in the field of Green Economy.
- Excellent knowledge of the public and private sectors of Mauritius and Rodrigues. Good knowledge of the public and private sectors of Seychelles preferable. Demonstrated ability to efficiently and effectively manage complex issues with partners of the public and private sectors.
- Excellent organisation, problem-solving, teamwork and coordination skills and strong ability to manage demanding and complex programmes
- Ability to establish effective working relations with people of different national and cultural backgrounds;
- Sound knowledge of the internet as well as good mastery of general office software
- Ability to work under pressure and to meet deadlines
- Good knowledge of the mandates of the ILO and UNDP is preferable. Ability to adhere to the values of the United Nations.
Required Skills and Experience
Master’s Degree in Sustainable Development, Economics, Social Sciences or any other relevant field;
A minimum of five years working experience, with at least three years in project management in Green Economy related areas such as, but not limited to, energy and resource efficiency, food security, sustainable agriculture and fisheries, waste management, biodiversity conservation and management of ecosystem services, sustainable community livelihoods, etc.
Fluency in spoken and written English and French
