Background

I. Background Information

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

UNDP and Government of Indonesia are implementing a decentralization project titled Provincial Governance Strengthening Programme (PGSP) to assist the government of Indonesia to address some of the key challenges associated with decentralization.


II. Organizational Context


In 2010, the Government of Indonesia initiated the Provincial Governance Strengthening Programme (PGSP) executed by the National Development Planning Agency (BAPPENAS) in close collaboration with the Ministry of Home Affairs (MoHA) and the United Nations Development Programme (UNDP). Strategic partnerships are established with the three provincial governments, including the Government of Bangka Belitung in the west, and the Government of Gorontalo (Gorontalo) and the Government of Nusa Tenggara Timur (NTT) in the east.

Through PGSP, UNDP supports the Government of Indonesia in re-defining and strengthen the roles and functions of provincial government through effective participatory policy making, regional development planning, and public service delivery, leading to the realization of national and local development objectives and the improvement of the quality of life of the poorest. This project offers technical assistance to resolve these remaining internal issues. Through policy reformulation and implementation, a focus on the provision of public services, and the participation of a wider group of stakeholders, including non-state actors, PGSP will address both the supply and demand sides of governance.

The Project Management Unit (PMU) based in Jakarta is designed to lead the overall implementation of the program (including the technical assistance and tools component and the policy development component) and provide timely quality support for area teams based at the province level. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.

Besides PGSP, UNDP and Government of Indonesia had designed ART GOLD Indonesia (Articulating Governance and Local Development in Indonesia, AGI) Project to contribute for decentralization in Indonesia using ART methodology and approaches. The project is part of the global UNDP ART Initiative based in Geneva. French word (Appui aux Réseaux Territoriaux et Thématiques de coopération au développement humain) or abbreviated as “ART” is UNDP initiative to support local communities for territorial and thematic networks of cooperation for human development. ART GOLD programs are currently implemented in eighteen countries in Latin America, Africa, Europe and Asia. The programs create and support innovative partnerships within a global system of cooperation that links local, national and international actors. It enables them to work together more effectively towards achieving the Millennium Development Goals through an area-based approach to governance and development.

Between 2009-2011 AGI implemented activities simultaneously at the local, national, and international levels. At the international level the project supported the exchange of innovations, know how, and good practices between Indonesia and other southern and northern countries and regions with a particular focus on local development. At the national level the project supported capacity building and training activities in the field of governance and local development for national government and institutions, as well as promoting discussions through seminars, workshops and events aimed at the validation of the project methodologies and their extension to other provinces. At the local level the project supported Provincial Governments’ capacities to plan and manage territorial development through an integrated and participatory process.

In order to maintain effective and efficient contribution to address some of the key challenges associated with decentralization, the AGI National Coordinating Committee (NCC) and PGSP Project Board meetings on Dec 9, 2011 decided to merge AGI into PGSP. In this regard, the activities in 2012 will support (1) consolidation and replication of good practices generated in AGI provinces (i.e. South-South cooperation and aid effectiveness at the local level) focusing on the added value of the ART framework/approach as a booster for aid effectiveness; (2) up-streaming the territorial approach proposed by ART to other UNDP/donors/governmental programmes/ initiatives, and use ART as a facility available for supporting human development at the local level in connection with national framework and international networks.

Under the guidance and supervision of the PGSP Project Manager and close coordination with the Provincial Facilitator/Officer, the ART Policy Analyst will be responsible on deliverance of ART facility at national level to support subnational government in human development efforts and the strengthened role of subnational government to effectively manage aid and for replication into national guidelines.

Duties and Responsibilities

Summary of Key Functions:

  1. Implementation of PGSP strategies, adapts processes and procedures.
  2. Consolidation and replication of good practices generated in Gorontalo and NTT provinces (i.e. South-South cooperation and aid effectiveness at the local level) focusing on the added value of the ART framework/approach as a booster for aid effectiveness.
  3. Up-streaming the territorial approach proposed by ART to other UNDP/ donors/ governmental programmes/ initiatives, and use ART as a facility available for supporting human development at the local level in connection with national framework and international networks.
  4. Perform other duties as required by the Project Manager that may involve other aspects of programme work
1.    To ensure implementation of PGSP strategies, adapts processes and procedures, the ART Policy Analyst should:
  • Contribute to revision of the Annual Work Plan, devise Quarterly Work Plans (QWPs), development of Quarterly Monitoring Report (QMRs) and Annual Report.
  • Develop TORs and project activity briefs on all activities conducted within the governance innovation issue as agreed within the QWP.
  • Supervise consultant(s) to carry out activities and achievement of activity results.
  • Assist PGSP Project Manager in decision making on project planning, management, implementation, quality monitoring and closure in relation to the alignment of national and local development plan.
  • Closely communicate and coordinate with PGSP Public Service Analyst to supervise the provincial staffs in both project management and achievement of activity results in the provinces.
2.    To ensure the consolidation and replication of good practices generated in Gorontalo and NTT provinces (i.e. South-South cooperation and aid effectiveness at the local level) focusing on the added value of the ART framework/approach as a booster for aid effectiveness, the ART Policy Analyst should:
  • Ensure that mechanism for effective aid coordination in the provinces is in place.
  • Ensure that lessons learned on aid coordination at subnational level is disseminated.
  • Development of stock taking study on aid effectiveness at subnational level.
  • Support GOI in policy formulation (national guidelines) on aid effectiveness mechanism for subnational level, including ensure the inclusion of ART methodology in policy formulation (national guidelines).
  • Liaise and coordinate closely with relevant stakeholders at the national level, particularly Directorate for Regional Autonomy BAPPENAS, Administration of Foreign Cooperation MoHA, PMEU UNDP Indonesia to facilitate development of the national guidelines on aid effectiveness for subnational level and South-South cooperation.
  • Support the province in promoting good practices on provincial aid effectiveness mechanism and South-South cooperation
  • Support the provincial office to document lessons learnt and good practices to be integrated into PGSP knowledge management as well as promoted both nationwide and worldwide.
  • Coordinate and communicate closely with PGSP Public Policy Analyst to ensure synergy and coordination in policy formulation.
3.    To support up-streaming the territorial approach proposed by ART to other UNDP/ donors/ governmental programmes/ initiatives, and use ART as a facility available for supporting human development at the local level in connection with national framework and international networks, the ART Policy Analyst should:
  • Liaising with UNDP ART-Geneva to promote the establishment of Decentralized Cooperation partnerships, activate ART International Services (IDEASS, UNIVERSITAS and ILSEDA), and facilitate South-South cooperation initiatives, with other ART country-programs or local social actors.
  • Establishment and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bilateral and multi-lateral donors, private sector, civil society etc.
  • Provide facilitation to establish strategic partnership between ART initiative worldwide and national and subnational partners.
  • Support the provincial offices to promote their potentialities and flagship programmes to both national and international audiences in connection with decentralized cooperation partners of ART Initiatives
  • Closely work with the UNDP ART-Geneva’s focal point for Indonesia to support possibility of LEDA implementation in Nias through NITP and in Papua through PcDP.
  • Facilitate decentralized cooperation exchanges to pilot provinces as well as Nias and Papua upon request of NITP and PcDP.
  • Implementation of partnerships and resource mobilization strategies for ART facility to support human development at the local level.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
  • Produce regular activity information for publication in the Info ART of ART Initiative.

V. Recruitment Qualifications

Education:

  • Bachelor in business administration, public administration, law, economics, regional planning, political sciences, social sciences or related field.
  • •    Master degree business administration, public administration, law, economics, regional planning, political sciences, social sciences or related field, will be preferred.
Experience:
  • Minimum 6 years for Bachelor degree and 2 years for Master degree of relevant experience at the national or international level in development areas.
  • Knowledge and experience in policy advocacy, study and formulation, including legal drafting are an advantage.
  • Expertise in the area of participatory policy formulation.
  • Excellent communication skills including: proven writing skills, inter-personal skills, and public speaking in formal settings.
  • In-depth knowledge and understanding of local political dynamics in Indonesia. Understanding of government systems and procedure is required.
  • Familiarity with UNDP NIM project implementation, UNDP project document and results and resource framework, and relevant UNDP policies and procedures are an advantage
  • Knowledge about ART Initiative is an advantage.

Language Requirements:   
  • Excellent command of English and Bahasa Indonesia, both spoken and written.
