I. Background Information


UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

UNDP and Government of Indonesia are implementing a decentralization project titled Provincial Governance Strengthening Programme (PGSP) to assist the government of Indonesia to address some of the key challenges associated with decentralization

I. Organizational Context

In 2010, the Government of Indonesia initiated the Provincial Governance Strengthening Programme (PGSP) executed by the National Development Planning Agency (BAPPENAS) in close collaboration with the Ministry of Home Affairs (MoHA) and the United Nations Development Programme (UNDP). Strategic partnerships are established with the three provincial governments, including the Government of Bangka Belitung in the west, and the Government of Gorontalo (Gorontalo) and the Government of Nusa Tenggara Timur (NTT) in the east.

Through PGSP, UNDP supports the Government of Indonesia in re-defining and strengthen the roles and functions of provincial government through effective participatory policy making, regional development planning, and public service delivery, leading to the realization of national and local development objectives and the improvement of the quality of life of the poorest. This project offers technical assistance to resolve these remaining internal issues. Through policy reformulation and implementation, a focus on the provision of public services, and the participation of a wider group of stakeholders, including non-state actors, PGSP will address both the supply and demand sides of governance.

The Project Management Unit (PMU) based in Jakarta is designed to lead the overall implementation of the program (including the technical assistance and tools component and the policy development component) and provide timely quality support for area teams based at the province level. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.

Besides PGSP, UNDP and Government of Indonesia had designed ART GOLD Indonesia (Articulating Governance and Local Development in Indonesia, AGI) Project to contribute for decentralization in Indonesia using ART (Appui aux Réseaux Territoriaux et Thématiques de coopération au développement humain) methodology and approaches as UNDP initiative to support local communities for territorial and thematic networks of cooperation for human development. The project is part of the global UNDP ART Initiative based in Geneva. ART GOLD programs are currently implemented in eighteen countries in Latin America, Africa, Europe and Asia. The programs create and support innovative partnerships within a global system of cooperation that links local, national and international actors. It enables them to work together more effectively towards achieving the Millennium Development Goals through an area-based approach to governance and development.

Between 2009-2011 AGI implemented activities simultaneously at the local, national, and international levels. At the international level the project supported the exchange of innovations, know how, and good practices between Indonesia and other southern and northern countries and regions with a particular focus on local development. At the national level the project supported capacity building and training activities in the field of governance and local development for national government and institutions, as well as promoting discussions through seminars, workshops and events aimed at the validation of the project methodologies and their extension to other provinces. At the local level the project supported Provincial Governments’ capacities to plan and manage territorial development through an integrated and participatory process.

In order to maintain effective and efficient contribution to address some of the key challenges associated with decentralization, the AGI National Coordinating Committee (NCC) and PGSP Project Board meetings on Dec 9, 2011 decided to merge AGI into PGSP. In this regard, the activities in 2012 will support (1) consolidation and replication of good practices generated in AGI provinces (i.e. South-South cooperation and aid effectiveness at the local level) focusing on the added value of the ART framework/approach as a booster for aid effectiveness; (2) up-streaming the territorial approach proposed by ART to other UNDP/donors/governmental programmes/ initiatives, and use ART as a facility available for supporting human development at the local level in connection with national framework and international networks.

Under the guidance and supervision of PGSP Public Service Analyst and in close coordination with ART Policy Analyst, the NTT Development Officer will be responsible on, among others, deliverance of strengthening NTT SPADU (Integrated Secretariat for Development Cooperation), establishment of district aid effectiveness mechanism and formulation of NTT Provincial Human Development Report.

 

Duties and Responsibilities

  • Consolidation of ART framework/approach to contribute in strengthening aid effectiveness mechanism in NTT Province.
  • Support initiatives on developing Provincial Human Development Report of NTT; stimulating innovative activities and facilitating better coordination among stakeholders at the province and national level.

1. To ensure consolidation of ART framework/approach to contribute in strengthening aid effectiveness mechanism in NTT Province, the Development Officer should: 

  • Perform as UNDP focal point to SPADU NTT to facilitate coordination and liaision between SPADU NTT and UNDP projects implemented in NTT.
  • Work closely with the chairperson of SPADU NTT (Integrated Secretariat for Development Cooperation) to identify institutional needs for improvement and strengthening in order to better functioning of provincial aid effectiveness mechanism.
  • Facilitate strengthening and/or establishment of aid effectiveness mechanism in two pilot districts.
  • Develop a communication mechanism manual and Standard Operating Procedure for SPADU for institutional effective functioning.
  • Revitalization of NTT Provincial Development Guidelines adapting to the government intitiative on Kerangka Perencanaan Jangka Menengah (KPJM) on grant funding.
  • Work closely with the ART Policy Analyst and ART-Geneva’s focal point for Indonesia to promote potentialities and flagship programs of NTT Province.
  • Provide technical and administrative support to the respective decentralized cooperation technical missions.
  • Identify and synthesize best practices and lessons learned from the province to be promoted in region, national and international audiences.
  • Foster and facilitate the establishment of innovative and sustainable partnerships between local entities in Gorontalo, NTT and European decentralized partners.
  • Coordinate and communicate closely with ART Policy Analyst to ensure synergy and coordination on the added value of the ART framework/approach as a booster for aid effectiveness
  • Coordinate with ART Policy Analyst to support the development of stock taking study on aid effectiveness at subnational level and policy formulation (national guidelines) on aid effectiveness mechanism for subnational level.
  • Knowledge sharing and communication with donors, partners and other stakeholders about UNDP programme in the province.
  • Liaise with local government officials for continued support and cooperation.

2. To support initiatives on developing Provincial Human Development Report of NTT; stimulating innovative activities and facilitating better coordination among stakeholders at the province and national level, the Development Officer should: 

  • Liaise with and act as focal point between the PGSP PMU in Jakarta, communities, NGOs, local authorities, government institutions, and other agencies, like UN or bilateral agencies;
  • Facilitate and foster the relationship between PGSP and local authorities and civil society groups at different levels (provincial, kota, kabupaten, kecamatan);
  • Ensure adequate information is available so that all relevant and potential contributors are informed of development needs and priorities in the pilot provinces;
  • Ensure on a continuous basis the dialogue with other international partners working in the pilot province to ensure appropriate synergy and complementary activities.
  • Develop workplan and budget, as well as substantive and financial reporting for activities implemented in the pilot province;
  • Maintain an accurate filing system and record of activities Support the Project Manager in coordinating resources available from different networks of cities internationally and other potential partners.
  • Perform any other duties if and when required by the PGSP Project Manager;

Education:

  • Bachelor in business administration, public administration, law, economics, regional planning, political sciences, social sciences or related field.
  • Master degree business administration, public administration, law, economics, regional planning, political sciences, social sciences or related field, will be preferred.

Experience:

  • Minimum 6 years for Bachelor degree or 2 years for Master degree of relevant experience at the national or international level in development areas.
  • Expertise in the area of participatory and multi stakeholders process.
  • Experience and good understanding of the Indonesian decentralization challenges and opportunities;
  • Excellent communication skills including: proven writing skills, inter-personal skills, and public speaking in formal settings.
  • A network of contacts and familiarity in working with the government of Indonesia especially in NTT Province is an advantage.
  • Knowledge of the UNDP mandate and its programme of activities is an advantage
  • Familiarity with MDGs, MDGs target, and planning, monitoring, and evaluation tools related to MDGs is an advantage;
  • Knowledge about AGI or ART Initiative is an advantage.

Language Requirements: 

  • Excellent communication (spoken and written) skills in Bahasa Indonesia and good English, including the ability to draft/edit a variety of written reports, administrative reports, studies and other communications and to articulate ideas in a clear, concise style.
