Background

I. Organizational Context

In 2010, the Government of Indonesia initiated the Provincial Governance Strengthening Programme (PGSP) executed by the National Development Planning Agency (BAPPENAS) in close collaboration with the Ministry of Home Affairs (MoHA) and the United Nations Development Programme (UNDP). Strategic partnerships are established with the three provincial governments, including the Government of Bangka Belitung in the west, and the Government of Gorontalo (Gorontalo) and the Government of Nusa Tenggara Timur (NTT) in the east.

Through PGSP, UNDP supports the Government of Indonesia in re-defining and strengthen the roles and functions of provincial government through effective participatory policy making, regional development planning, and public service delivery, leading to the realization of national and local development objectives and the improvement of the quality of life of the poorest. This project offers technical assistance to resolve these remaining internal issues. Through policy reformulation and implementation, a focus on the provision of public services, and the participation of a wider group of stakeholders, including non-state actors, PGSP will address both the supply and demand sides of governance.

The Project Management Unit (PMU) based in Jakarta is designed to lead the overall implementation of the program (including the technical assistance and tools component and the policy development component) and provide timely quality support for area teams based at the province level. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.

Besides PGSP, UNDP and Government of Indonesia had designed ART GOLD Indonesia (Articulating Governance and Local Development in Indonesia, AGI) Project to contribute for decentralization in Indonesia using ART (Appui aux Réseaux Territoriaux et Thématiques de coopération au développement humain) methodology and approaches as UNDP initiative to support local communities for territorial and thematic networks of cooperation for human development. The project is part of the global UNDP ART Initiative based in Geneva. ART GOLD programs are currently implemented in eighteen countries in Latin America, Africa, Europe and Asia. The programs create and support innovative partnerships within a global system of cooperation that links local, national and international actors. It enables them to work together more effectively towards achieving the Millennium Development Goals through an area-based approach to governance and development.

Between 2009-2011 AGI implemented activities simultaneously at the local, national, and international levels. At the international level the project supported the exchange of innovations, know how, and good practices between Indonesia and other southern and northern countries and regions with a particular focus on local development. At the national level the project supported capacity building and training activities in the field of governance and local development for national government and institutions, as well as promoting discussions through seminars, workshops and events aimed at the validation of the project methodologies and their extension to other provinces. At the local level the project supported Provincial Governments’ capacities to plan and manage territorial development through an integrated and participatory process, where Gorontalo has started the South-South Cooperation initiative, pioneered by AGI since 2008. 

In order to maintain effective and efficient contribution to address some of the key challenges associated with decentralization, the AGI National Coordinating Committee (NCC) and PGSP Project Board meetings on Dec 9, 2011 decided to merge AGI into PGSP. In this regard, the activities in 2012 will support (1) consolidation and replication of good practices generated in AGI provinces (i.e. South-South cooperation and aid effectiveness at the local level) focusing on the added value of the ART framework/approach as a booster for aid effectiveness; (2) up-streaming the territorial approach proposed by ART to other UNDP/donors/governmental programmes/ initiatives, and use ART as a facility available for supporting human development at the local level in connection with national framework and international networks.

Under the guidance and supervision of PGSP Development Officer Gorontalo and in close coordination with ART Policy Analyst, the Provincial Facilitator will be responsible on deliverance of establishment of the provincial aid effectiveness and South-South Cooperation mechanism in Gorontalo as the first and only UNDP project currently implementing activities on the ground.

 

Duties and Responsibilities

Summary of Key Functions:

  • Consolidation of ART framework/approach to contribute in strengthening aid coordination and effectiveness mechanism in Gorontalo Province.
  • Support to knowledge building and knowledge sharing.


1. To ensure consolidation of ART framework/approach to contribute in strengthening aid effectiveness mechanism in Gorontalo Province, the Provincial Facilitator should:

  • Oversee continuation of the ART framework/approach application in Gorontalo Province to facilitate establishment of the provincial aid effectiveness mechanism, continuation and enhancing of the SSC (South South Cooperation).
  • Facilitate strengthening of the Provincial Working Group (PWG) as a provincial think thank to be a platform and tools for development cooperation in the province as well as in Sulawesi region.
  • Facilitate establishment of the provincial aid effectiveness mechanism using ART Methodology and Approaches and align with prioritized needs of the province government which means the local needs.
  • Facilitate and foster the relationship between ART and local authorities and civil society groups at different levels as necessary
  • Work towards developing systems that foster community participation in decision making processes;
  • Ensure the participation of the provincial and local working groups, local authorities, civil society and the private sector in project implementation to ensure the sustainability of the actions.
  • Ensure public participation, particularly women in the related policy formulation according to the planned activities in the project AWP.
  • Identify, collect, document and promote good practices, the provincial flagship programs and potentialities to region, national and international audiences through government, UNDP and ART Initiatives’ channels and networks.
  • Organize and facilitate any national and international missions from and to the province under decentralized cooperation and South-South cooperation framework.
  • Maintain an accurate filing system and record of the related activities.
  • Facilitate all other works in the area by ensuring proper follow-up of contacts, meetings, events, seminars, etc.
  • Foster and facilitate the establishment of innovative and sustainable partnerships between local entities in Gorontalo, NTT and the International decentralized partners.
  • Coordinate and communicate closely with ART Policy Analyst to ensure synergy and coordination on the added value of the ART framework/approach as a booster for aid effectiveness.
  • Coordinate with ART Policy Analyst to support the development of stock taking study on aid effectiveness at subnational level and policy formulation (national guidelines) on aid effectiveness mechanism for subnational level.
  • Provide technical and administrative support to the respective decentralized cooperation technical missions.
  • Liaise with local government officials and ensure their continued support and cooperation.

2. To support knowledge building and knowledge sharing, the Provincial Facilitator should:

  • Provide advice to government partners and other stakeholders on aid effectiveness at subnational level.
  • Has sound contributions to knowledge networks and communities of practice.
  • Knowledge sharing and communication with donors, partners and other stakeholders about UNDP programme in the province.

Education:

  • Bachelor degree in business administration, public administration, law, economics, regional planning, political sciences, social sciences or related field.

Experience:

  • At least 5 years of experience in policy advocacy, outreach, case studies with 2 years in project management.
  • Expertise in the area of participatory and multi stakeholders process.
  • Experience and good understanding of the Indonesian decentralization challenges and opportunities.
  •  Excellent communication skills including: proven writing skills, inter-personal skills, and public speaking in formal settings
  • A network of contacts and familiarity in working with the government of Indonesia especially in Gorontalo province is an advantage.
  • Knowledge of the UNDP mandate and its programme of activities is an advantage.
  • Familiarity with MDGs, MDGs target, and planning, monitoring, and evaluation tools related to MDGs is an advantage.
  • Knowledge about ART GOLD Indonesia project or ART Initiative is an advantage.

Language Requirements: 

  • Excellent communication (spoken and written) skills in Bahasa Indonesia and good English, including the ability to draft/edit a variety of written reports, administrative reports, studies and other communications and to articulate ideas in a clear, concise style..
