Background
A systems development cell is setup in Belgrade to support and strengthen the capacity for information management in United Nations Department of Safety and Security (UNDSS). The Security Information Management Systems support the crisis management coordination efforts in UNDSS.
Duties and Responsibilities
Main duties:
Under the supervision of the Information Systems Officer the incumbent's main responsibilities will be:
- Manages Information system projects including system analysis, design, development and implementation. Participates as a member of a development team with responsibility for major components. Coordinates with other UNDSS development cells
- Supervise web developers in the UNDSS development cell Belgrade and assigns individual responsibilities. Performs Service evaluation of web developers.
- In coordination with Information Systems Officer creates and executes project work plans for UNDSS development cell Belgrade and revises as appropriate to meet changing needs and requirements.
- Develops detailed system and other functional specifications and user documentation for the system. When required, works with end-users to define system requirements, data elements, functionality, etc.
- Writes and develops programs to interface with existing and new systems.
- Manages day-to-day operational aspects of the UNDSS development cell project
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Reviews deliverables prepared by team before passing to client.
- Develops training materials, operating and user manuals; trains staff.
- Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Performs ad hoc duties as required.
- Provides guidance to, and may supervise, new/junior staff, consultants, etc.
- Liaise with UNDP Belgrade for the administration matters.
Outputs and indicators:
- Specific output will include inter-alia System analysis documentations, Project Plans, Progress matrix, Functional and Technical documentations, Developed Software modules, Database modifications
- Metrics on progress made can include project documentation, progress reports, and modules developed/tested.

Required Skills and Experience
Education:
A first-level university degree in computer science, information systems, mathematics, statistics or related field. Completed secondary education in a combination with more than 10 years of qualifying experience may be accepted in lieu of the university degree.
Work Experience:
Work Experience:
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.
Knowlegde of Object orientated analysis and design, Business process modeling, QA procedures and utilities. Prince2 or ITIL experience highly desirable.
Experience with Visual Studio .Net 2008/2010, .Net 2.0 and higher, VB.Net, C#, Javascript and SQL Server 2005/2008, being highly desirable. DotNetNuke knowledge would be an asset.

Language:
Excellent knowledge of written and spoken Serbian and English.
