Background

A systems development cell is setup in Belgrade to support and strengthen the capacity for information management in United Nations Department for Safety and Security (UNDSS).  The Security Information Management Systems support the crisis management coordination efforts in UNDSS.

Duties and Responsibilities

Main duties:

Under the supervision of the Team Leader, Development Cell Belgrade the incumbent's main responsibilities will be:

  • Undertake analysis of well-defined modules within the security information management system, develop enhancements and new features to the existing systems; participate in the design and development of new systems; may design and implement small, stand-alone systems as needed;
  • Prepare, update and maintain system’s documentation and related technical/procedural manuals;
  • Design interactive authoring language forms to support on-line information exchange;
  • Write and develop programs to interface with existing systems;
  • Oversee the testing and troubleshooting of systems and undertake rigorous testing of applications software;
  • Evaluate, recommend, and administer software development tools and programs.
  • Performs ad hoc duties as required.
 
Outputs and indicators:
  • Web developer is to develop the application systems based on Microsoft ASP.NET with the data entry, processing, database structure and date extract/reporting which will lead to provide Security Management Information Systems, including, but not limited to the Global ID card system, Security Risk Assessment system and any other system as required by the UNDSS Information Management Section.
  • Specific output will include inter-alia web forms/user controls, source code, scripts, SQL server database objects (tables, views, store procedures), data flows and process diagrams.
  • At the end of each month web developer is to provide a summarized record of progress made, and any technical or other difficulties or issues to the Team Leader to address.
  • Metrics on progress made can include number of functionalities/scripts/web pages/lines of code designed, developed, tested or corrected.

Competencies

Technology:
Knowledge of systems design, and development, management, implementation and maintenance of complex information systems.. Knowledge of principles, procedures, and standards of integrated web site structuring and design and/or desktop application in conjunction with web services design. Familiar with current alternatives in available web site software and hardware; current authoring languages (.Net C# and/or VB), editing and authoring tools, and related website technologies; Proven ability to develop website documents and/or windows desktop forms.
 
Professionalism:
Good analytical and problem solving skills and ability to handle a range of systems-related issues; Ability to adapt and be innovative as new communications challenges arise. Outstanding knowledge of established programming procedures and programming languages.

Required Skills and Experience

Education:
Completion of secondary education; supplemental trainings to keep abreast of changes in information technology and/or university studies in computer science/information technology are considered an asset.
 
Work Experience:
At least two years of technical experience in systems analysis and programming, software development, technical writing or related area. Experience with Visual Studio .Net 2010, .Net 2.0 and higher, VB.Net, C#, Javascript and MS SQL Server being highly desirable. Knowledge of the Object Oriented Design, Silverlight, Windows Presentation Foundation and/or DotNetNuke would be an asset.
 
Language:
Excellent knowledge of written and spoken Serbian and English.
