Background

Organizational Context:
 
Indonesia is one of the world’s largest emitters of CO2 and especially in terms of emissions originating from “agriculture, forestry and other land use.” Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes a significant amount to Indonesia’s estimated annual emissions. Over a third of Indonesia’s emissions are caused by the burning and oxidation of peat soils. Roughly half of Indonesia’s peat forests have been drained for logging and about one quarter cleared for agriculture and pulpwood. A significant proportion of the remaining peat forests are classified as areas where planned deforestation can and – barring strategic interventions – will take place. Clearing and draining of remaining peat forests would likely increase Indonesia’s annual CO2 emissions significantly.
 
On May 26, 2010 the Governments of Indonesia and Government of the Kingdom of Norway signed a Letter of Intent (LoI) to establish a Partnership for REDD+ (reducing emissions from deforestation and forest degradation) to tackle greenhouse gas emissions from deforestation and forest and peat land degradation. As part of the partnership Norway has the intention to contribute to Indonesia’s REDD+ efforts in the order of magnitude of USD 1 billion. The actual funds will be delivered based on agreed upon and verified deliverables, and be deployed towards contributions to Indonesia’s low carbon development efforts, capacity building and REDD+ preparation measures. Oversight of the Partnership will be conducted by a Joint Consultation Group (JCG) comprised of high-level representatives from both the Indonesian and Norwegian governments, with support from a Technical Working Group.
 
The REDD+ Task Force that was initially set up in 2010 was reconstituted in September 2011 by the President of Indonesia. Under the reconfigured Task Force, several working groups including the Communications Working Group have been set up to pursue the acievement of the objectives set out in the Presidential Decree No. 25 of 2011. 
 
The Chief Communications Advisor will work under the direct guidance of the Leadership of National Programme Director of the Indonesia REDD+ Project and in close collaboration with the UNDP Team Leader Environment Unit. The Chief Communications Advisor advises and supports the corporate communications strategy, leads the working group on communications with a view to design, manage and facilitate the implementation of the National REDD+ Task Force communications and publication strategies with a view to influence the development agenda, to promote public and media outreach and to mobilize political and financial support for REDD+ in Indonesia. 
 
The Chief Communications Advisor works closely with the PR and Communications consultants. The Chief Communications Advisor also works in close collaboration with the other working groups set up by the Chair of the REDD+ Task Force (Satgas), the Programme and Operations teams, Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful REDD+ communication strategy implementation. The post will require a unique combination of senior level advisory functions and the highest professional caliber with experience in managing complex portfolios. The size of project which significantly impacts the positioning UNDP and the UN system in the context of Indonesia’s multi-billion dollar REDD+ agenda will justify the need of candidate with a unique combination of skills, experience and professional qualifications.
 

Duties and Responsibilities

Summary of Key Functions:
  • Planning and design of internal and external strategies for communications and outreach;
  • Elaboration and implementation of the publications strategy and plan;
  • Supervision of the design and maintenance of the Satgas web site, intranet, web-based knowledge management system;
  • Support to business development;
  • Facilitation of knowledge building and knowledge sharing;
  • Effective facilitation of the Communications priorities;
  • Production of press releases, talking points, speeches and support to corporate reporting.
Leads the Communications Working Group and ensures planning and design of internal and external strategies for communications and outreach in partnership with the PR/Com consulting firm focusing on achievement of the following results:
  • Takes the lead in strategy, planning, development and implementation of large, complex REDD+ communications campaigns, where appropriate, works with programme colleagues to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products;
  • Planning and elaboration of communications needs assessments for Satgas at national and province levels;
  • Elaboration of the communications and outreach strategy based on the Satgas corporate communications strategy;
  • Constructive and timely advice on inclusion of communications components in programme formulations to integrate advocacy and communication strategies into all aspects of Satgas programmes.
Ensures elaboration and implementation of the Satgas publications strategy and plan in partnership with the PR/Com consulting firm focusing on the achievement of the following results:
  • Elaboration and implementation of the publications strategy and plan based on the corporate publications policy;
  • Identification and development of storylines for publications and substantive articles contributing to debates on key development issues;
  • Coordination,management and provision of advisory services for complex material newsletters and publication activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination;
  • Evaluates results and impact of communications activities; reports on developments.
Supervises the design and maintenance of the Satgas web site, intranet, web-based knowledge management system focusing on achievement of the following results:
  • Design of the Satgas web sites based on corporate requirements in cooperation with the ICT staff integrating and raising the profile of UNDP projects and programmes in cooperation with Communication team in Country Office;
  • Supervision and preparation of the content for the web sites ensuring consistency of the materials.
Supports the business development focusing on achievement of the following results:
 
Launches and campaigns
  • Creation and promotion of campaigns to local and regional media that position SATGAS and influences the development agenda based on current programme and new initiatives;
  • Management, promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report;
  • Creation, promotion and maintenance of public information campaigns on SATGAS activities, results of MDGs, UN Reform, etc. in association with other staff from Business Development Team
Outreach
  • Promotional activities to position Satgas as a thought leader within the REDD+ space;
  • Increased coverage and understanding of the Satgas’s work in the country and abroad through development and maintenance of media contacts and providing newsworthy information to national public and donors;
  • Formatting, packaging and submission of programme initiatives for donor review in close collaboration with programme staff;
  • Builds information networks, development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  • Expert advisory services to establish, embed and mainstream “one UN” image by publicizing the significance of local UN efforts focus on coherence for Indonesia’s low carbon development effort as well as relevant capacity building initiatives in support of REDD+;
  • Ensured access for journalists to subject matter experts;
  • Expert advisory services to develop regular newsletter to donors, donor reports, civic education and community awareness where appropriate to support projects where appropriate to support project, in general UNDP and UN system initiatives in the area of REDD+Plans and oversees maintenance of publicly accessible information materials on the REDD+, plans and develops outreach activities.
Public information:
  • Expert advisory services, input and the drafting of speeches, talking points, project fact sheets, and other public information;
  • Manages publications programme; produces materials for print/electronic/voice/visual media
  • Effective responses to inquiries for public information materials;
  • Innovative and creative solutions to sensitive or corporately strategic public communications issues;

Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification and synthesis of best practices and lessons learned directly linked to programme goals and activities;
  • Monitors practices, and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information;
  • Sound contributions to knowledge networks and communities of practice including corporate communications repositories;
  • Organization and provision of training, consultancy and advice to Satgas personnel on communications;
  • Provides expert policy, communications advice and support to Country Office Communication team in reporting of results to headquarters.
Ensures facilitation of the Communication Strategy, including preparation of the workplan in consultation with the NPD and the Chair of the Satgas:
  • Effective management of the Communications Working Groups, including preparation of the work plan and management of translations;
  • Highest caliber advice in all matters relating to the Satgas’s communications strategy.
Impact of Results:
 
The key results have an impact on creation of effective communications and dissemination of information on REDD+ in Indonesia. The incumbent will be expected to provide sound advice and services in dealing with substantive matters concerning communications, effective development and implementation of creative approach to major communications campaigns as well as effective design and delivery of information regarding project in accordance with overall objectives and policies.
 
In particular, the key results have an impact on implementation of Satgas communications and publication strategies, as well as reaching resource mobilization targets.
 
UNDP Indonesia in particular identifies increasing need to have more experts who can provide strategic communication advisory services. Communications becomes a strong component of business development in support to the programme country. The key results ultimately will have an impact on implementation of National REDD+ Programme and upholding the organization’s reputation as a preferred partner of the Government in the area of REDD+ and Green Economy Transformation in Indonesia.

Required Skills and Experience

Education: 

  • University degree in literature, media relations, psychology, journalism, publishing.

Experience: 

  • 9 years of relevant experience at the national or international level in public relations, communications or advocacy;
  • Previous experience with a multilateral or international organization/foundation is helpful but not mandatory;
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

Language Requirements: 

  • Fluency in English;
  • Working knowledge of Bahasa Indonesia will be an advantage.
