Background

Under the direct supervision of the International Project Co-ordinator (TIP and SOM) and the overall guidance of the UNODC Country Representative for Nigeria, the Outreach and Communication Officer will work on this project for 50 percent of his/her time. The rest of the time s/he will work for other projects in UNODC. For the time s/he will work under this project, s/he will be responsible for all communication and outreach activities that will be undertaken by the project. S/he will work in close teaming with other colleagues to ensure that s/he captures the communication and outreach opportunities for all activities under the project in line with the overall requirements of the project, including the European Union (EU) visibility requirements. S/he will work in close teaming with all project partners to ensure synergy and effective implementation of the communication and outreach strategy.

Duties and Responsibilities

Summary of Key Functions:

1.    Generally lead, develop, and support implementation of a communication and outreach plan for the project
2.    In close teaming with other team members and stakeholders, develop and ensure timely implementation of a work plan on communication and outreach that ensures full consonance with the EU visibility guidelines and plan
3.    Oversee the development of appropriate communication and outreach materials, such as various publications, posters, banners, flyers, fabrics, T-Shirts and brochures, amongst others
4.    Direct and support the creation of communication outlets for the project, such as a website, facebook page, twitter, etc
5.    Create appropriate links between the various communication means, including with project partners and national counterparts, as appropriate
6.    Explore and identify opportunities available to strengthen EU’s visibility and UNODC’s role and profile in Nigeria as executing agency of the project
7.    Take appropriate and pre-emptive measures to avoid unwarranted publicity on project activities
8.    Manage and advise UNODC and the project leadership on potential and/or actual communication issues
9.    Organize regular press briefings, press releases and interviews to communicate project activities and outcomes, and the role of EU and UNODC as partners in Nigeria’s anti-SOM and TIP efforts, as appropriate
10.    Engage with electronic and print media (e.g. to explore the possibility of using radio/TV shows to enhance project/EU visibility)
11.    Compile a database of various interlocutors and stakeholders, including from the media
12.    Develop a list of useful members of the press and maintain good relationship with them
13.    Keep abreast of news reports about the project and related matters
14.    Share and respond to requests for information and assistance on the project

Required Skills and Experience

Education:  
1.    Advanced university level degree (Master’s degree or equivalent) in communication, social studies, law, criminology, or business administration.
2.    A first-level university degree in combination with an additional 2 more years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:  
1.    At least three (3) years overall experience in communications and/or public relations/journalism or related field.
2.    Experience with public information campaigns required.
3.    Sound understanding of development issues, in particular in UNODC areas of focus, such as TIP, SOM, crime, drugs, anti money laundering, judicial reform and good governance in general required. 
4.    Experience or familiarity with the United Nations and the EU a distinct asset.
Language:     Fluency in any UN (preferably English) and national language of the duty station.
Other Skills:    Up-to-date knowledge and practical experience of United Nations programme, policies and guidelines are desirable.
