Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
Under the overall supervision of the Regional Programme Director (RPD) of UN WOMEN, the National Programme Officer is responsible for the development, execution, monitoring and effective delivery of UN Women Programme/projects in accordance with UN Women global, regional and sub-regional strategic plans, rules and accountability framework. The NPO supervises and leads programme support staff and coordinates activities of the projects staff.

The National Programme Officer will be required to act as Officer-in-Charge from time-to-time.

She/he works in close collaboration with the Operations team, with UN Women/ countries and HQ staff, and Government officials, technical advisors and experts, multi and bi-lateral donors and civil society ensuring successful UN WOMEN programme implementation.

The scope of work of the NPO requires experience and in-depth understanding of gender equality and women's empowerment issues, as well as management and pogramming expertise, to translate UN WOMEN's strategic plans into effective development initiatives and results. It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, CSOs, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and mobilization of visibility and resources to advance gender equality and women's empowerment.

Duties and Responsibilities

The main role is to lead programme, ensuring smooth functioning of the sub-regional programmes/projects. The NPO also acts as an advisor to the RPD, Country’s Coordinators and Operations Manager on all programmes/projects aspects of the UN Women sub-regional office.

As a member of the sub-regional management team, ensures the strategic direction of UN WOMEN programme/projects focusing on achievement of the following results:
• Identification of strategic programme areas of cooperation.
• SRO business processes mapping and establishment of internal Standard Procedures in Results Management, control of the workflows in the Programme Unit.
• Provide strategic advice to the RPD regarding regional and national level integration of UN WOMEN programme into socio economic development process through monitoring policy changes and preparing situational analysis reports that serve as the basis for the programme formulation of UN WOMEN in the region.
• Be acquainted with UN WOMEN Strategic Plan (SP) and follow up its application through the implementation of related projects and programmes.
• Ensure programmatic and technical support and advice on issues related to women rights and gender equity is provided, as needed to governmental counterparts, non state actors and UN Agencies.
• Provide support to the RPD in the decentralization process.
• Take part in country level CCA/UNDAF processes and joint programme exercises related to the UN system ensuring that gender concerns are clearly reflected and mainstreamed in process. Coordinate programme substantive inputs to CCA/ UNDAF and other documents thoroughly analyzing and researching the political, social and economic situation in the region.
• Act as officer in Charge in the absence of the RPD, providing overall management of the Regional Office and programme including day to day supervision of project offices throughout the region, as well as, representational functions.
• During the absence of the RPD, as an Officer in Charge he/she is delegated the authority to sign on documents specifically assigned. Likewise, he/she will be responsible for the overall management of the Office.
• Participate in UN Country Team meetings in the absence of RPD or as and when directed/delegated to do so.

Oversee the implementation of audit and evaluations programmatic recommendations.
Ensures effective management and oversight of the SRO programme and supervision of the Programme team focusing on quality control of the full cycle of programming from formulation to implementation and reporting achieving the following results:

• Constant monitoring and analysis of the programme environment, timely readjustment of programme.
• Design and formulation of SRO and CO programmes within the area of responsibility, translating UN WOMEN priorities into local interventions. Coordination of programme implementation with the implementing partners and executing agencies.
• Preside over Local Program Appraisal Committee (LPAC). Coordinate the review of project proposals and strategic planning document to ensure that they are gender sensitive and conform to UN Women’s funding requirements.
• Work closely with governmental and local partners to ensure ownership and delivery of project results.
Ensure that close cooperation and coordination is maintained with project partners and consultative committees that may have been or may require to be formed for project implementation.
• Supervise the overall management of the portfolio of on-going projects in the subregion through technical monitoring and administrative and financial supervision with support from finance staff.
• Prepare analytical and regular progress reports on UN WOMEN´s program experiences to donors, UN WOMEN HQ, and the UNCT system.
• Design/ implement required research for formulating appropriate interventions, preparing TOR, identifying consultants, and giving them appropriate guidance for project identification, formulation, monitoring, and evaluation missions.
• Ensure the proper application of a monitoring system to track progress on program results and indicators.
• Lead on designing and implementing monitoring frameworks for the SRO programme including visits to projects’ sites and discussion with projects’ personnel
• Supervise the application of UN WOMEN Evaluation Policy at sub-regional and national level
• Implementation of effective business workflow to ensure compliance with Internal Control Framework (ICF). Performance of Manager Level 2 role in Atlas


Supervise and coordination of programme staff.
Establishes and maintains strategic partnerships, and supports andvocacy and resource mobilization focusing on achievement of the following results:

- Support the implementation of the SRO partnerships, advocacy and resources mobilization strategies to achieve programme outcomes. 
- Liaise, within the overall framework of UNWOMEN strategic plan, with implementing bodies, governmental organizations, donor agencies, private sector UN Agencies and civil society in order to strengthen the network of support gender equality agenda and widen the potentialities of the managed projects. 
- Identify programmatic areas of cooperation, based on strategic goals of UN WOMEN, country needs and donors’ priorities. 
- Review and appraise proposals submitted to SRO Office to ensure that they meet UN WOMEN´s strategic plan requirements and provide capacity building support to counterparts in projects formulation according to results-based management requirements. 
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation and follow up in resource on mobilization activities for fund raising for new projects in coordination with the RPD.
Liaise with UNDP Field Offices and executing agencies on the management of UN WOMEN projects.
Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results: 
- Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. 
- Carry out ongoing advocacy and capacity building to maximise UN support towards the realisation of national plans and priorities including programmatic support to the national efforts to further gender equality 
- Organization of trainings for the operations/ projects staff on programme. 
- Formulation of quality project proposals in strategic area for UN WOMEN´s intervention, setting models for achieving aspired results according to clear monitoring and evaluation systems. 
- Derive policy recommendations from research and assist in the development and implementation of an evidence-based advocacy strategy for the programme; 
- Work in a team to produce concise reports, briefing notes, etc. for external audiences, both national and international. 
- Manage the process of collecting and disseminating lessons learned on gender equality and women's empowerment strategies and contribute to UN Women's knowledge management efforts;
-Lead and manage the preparation of UN Women country reports as required, ensuring relevancy, quality and appropriateness of content and presentation;
- Work with relevant UN Women units to identify and disseminate best programme practices;
- Contribute to the development and maintenance of global, regional and national knowledge networks and practices; 
- Oversight the production of knowledge products to meet UN Women needs and standards of quality.

The overall impact of the NPO’s portfolio is the success to formulate, implement and monitor the UN Women Programme Strategy at the subregional and country level to promote and advance gender equality and women's empowerment issues.

Required Skills and Experience

Education: Advanced University Degree or equivalent in Economics, Political Sciences, Social Sciences or related field.

Experience: Minimum 5 years of relevant hands on experience at the national or international level in design, monitoring and evaluation of development projects in Latin America and Caribbean.
Experience in providing management advisory services.
Work experience in establishing strategic partnerships among international organization and national governments is required, specifically in the field of gender and human rights of women will be considered an advantage.
Experience in the UN System will be considered as an asset.


Language requirements: Fluency in Portuguese and English. Proficiency in written and spoken Spanish.
