I. Organizational Context

 

 

 

 

REDD+ (Reducing Emissions from Deforestation and forest Degradation) has gained traction in the international climate change dialogue and has become an eminent priority for Indonesia because deforestation and forest degradation still represent a major source of Green House Gas (GHG) emissions, in addition to hindering human development and causing environmental problems in the country. Most of Indonesia’s GHG emissions are related to land degradation, inappropriate land uses, and land conversion.

 

 

 

 

 

Indonesia has played a leading and continually expanding role in addressing the global climate change challenge. At the G20 Summit in Pittsburgh on September 2009, President Susilo Bambang Yudhoyono committed to a 26% emission reduction target by 2020, and 41% emission reduction with international support, making Indonesia the first large developing country to do so. It is widely acknowledged that REDD+ will play an important role to support Indonesia’s voluntary commitment to reduce its emissions. To deliver significant reductions a set of clear targets, tailored strategies, policies and institutions will be required.

 

 

 

 

 

The Norway Indonesia Climate Change Partnership

 

 

 

 

In response to the President’s firm commitment, on May 26th, 2010, the government of Indonesia and Norway signed a Letter of Intent (LoI), outlining a USD 1 billion programme of “Cooperation on reducing greenhouse gas emissions form deforestation and forest degradation”. This ambitious programme will be implemented in three phases, namely “Preparation”, with five key results to be achieved mostly by the end of 2010; “Transformation”, involving substantial capacity building and a single-province pilot over the period 2011-2013; and “Contributions for verified emission reductions”, from 2014 onwards, for national level implementation of measures to reduce emissions. This is a crucial programme aiming to reduce deforestation and  land degradation in Indonesia’s substantial forest cover, together with associated Green House Gas emissions.

 

 

 

 

 

Under the guidance of the National Project Manager, the Web Administrator and Knowledge Management Associate reports to the IT Officer and he/she will work closely with the team of Working Group Communication and Stakeholder Engagement, and also representative from Taskforce and Team from UKP4.

 

 

 

 

 

The REDD+ Web Administrator will guard the security and integrity of REDD+ website as well as support producing reports/ design menu, capacity planning, monitoring uptime (customer/ visitors support) updating contents and software.
 

 

 

 

 

 

 

 

 

Duties and Responsibilities

•  Support to technical activities related with the needs of REDD+ website, knowledge management and graphic design
•  Support to networks administration
•  Maintenance of websites and database systems
•  Facilitation of knowledge building and knowledge sharing


Support to technical activities related with the needs of REDD+ website, knowledge management and graphic design, focusing on achievement of the following results:
•  Update and manage the contents with regards to operational, maintenance and further development
•  Produce report of the web analysis and monitoring visitor (include set up data base of visitors).
•  Prepare and develop branding of REDD+ Task Force communications material including publications, newsletter, etc

Support to networks administration, focusing on achievement of the following results:

•  Provide full administrative support in updating and managing the contents of REDD+ website;
•  Maintain installation, configuration and support as the web services run securely;
•  Upgrade the website with latest software and programs, to avoid virus of various kinds;
•  Well aware of the usage of newest computer program software;
•  Ensure that the web servers, hardware and software are function effectively;
•  Design the website, generate and revise web pages , respond to user comments and examine traffic though out the site;

Ensures maintenance of websites and database systems focusing on achievement of the following results:

•  Update system information of REDD+, i.e. modified website structures, formatted documents,  contents and new updated website pages;
•  Monitor frequency of visits to REDD+ website;
•  Analysis of website activities for decision making of the UKP4;
•  Ensure that the website content are creative and easily understood by the targeted audience i.e. in layout, texts, images, titles, headers, icons, colors, audio and video;
•  Ensure that the website is informative i.e. in substances, publication, relevancy to the targeted audience, meeting the general public interest of issues in relation to environment and climate change;
•  Ensure that the website is fresh, consistent, and user friendly for the targeted audiences;
•  Print  electronic designs of communication materials as needed.
•  Set up practical monitoring system on daily, weekly, monthly and annual basis.

Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

•  Participate in team planning and play a key role contributing to REDD+ Task Force communications strategy, working with colleagues to develop web strategic plans for adopting emerging technologies to promote the site, REDD+ Task Force, and our mission
•  Support to REDD+ Task Force and PMU staff in identification, documenting and drafting of best practices and lessons learned.
•  Organization of training for the PMU staff on effective communications and advocacy.


III. Impact of Results

A fully-operational and regularly updated REDD+ website including an intranet section and other communication materials as deemed necessary by the Task Force and Secretariat, conveying a professional and credible content/information in the tone and manner in line with Task Force vision

Required Skills and Experience

V. Recruitment Qualifications

Education: 
•  Bachelor degree (S1) in a computer field; industrial engineering, or Information Systems.
•  Strong background in Web management, and a track record in planning and implementing complex Web redesigns. Strong project management skills are advantage
•  Good understanding and facility with a range of Drupal and Joomla Content Management Systems (CMS), collaboration tools and other online technologies.
•  Solid knowledge of user-centric design, including information architecture and usability
•  Familiar with basic knowledge and understanding on approach in updating and managing the content of website administration as collaboration tools, enterprise portals, enterprise search, forms-based business process document, content management, etc;
•  Familiarity in climate change issues (i.e environment, forestry, marine and fishery) or REDD, is an advantage

Experience: 
•  Minimum  4 (Four) years of experience in communications and/or web development management, is an asset;
•  Proven experience in handling professional publishing procedures and practices that improve the content, range and quality of articles for International publication such as factsheets, reports, journal, bulletin and other outreach materials. Experience of producing those material  related to Climate Change issues will be advantage
•  Must have experiences in developing multimedia materials and hands-on experience with InDesign, Illustrator, Flash and Photoshop.
•  Possess good, interpersonal and communication skills
•  Familiarity on knowledge in  the specific operating systems e.g. Windows server 2008 / Red Hat Linux, is an asset
•  Ability to work with minimum supervision
