I. Organizational Context

 

 

 

 

 

REDD+ (Reducing Emissions from Deforestation and forest Degradation) has gained traction in the international climate change dialogue and has become an eminent priority for Indonesia because deforestation and forest degradation still represent a major source of Green House Gas (GHG) emissions, in addition to hindering human development and causing environmental problems in the country. Most of Indonesia’s GHG emissions are related to land degradation, inappropriate land uses, and land conversion.

 

 

 

 

 

Indonesia has played a leading and continually expanding role in addressing the global climate change challenge. At the G20 Summit in Pittsburgh on September 2009, President Susilo Bambang Yudhoyono committed to a 26% emission reduction target by 2020, and 41% emission reduction with international support, making Indonesia the first large developing country to do so. It is widely acknowledged that REDD+ will play an important role to support Indonesia’s voluntary commitment to reduce its emissions. To deliver significant reductions a set of clear targets, tailored strategies, policies and institutions will be required.

 

 

 

 

 

The Norway Indonesia Climate Change Partnership

 

 

 

 

In response to the President’s firm commitment, on May 26th, 2010, the government of Indonesia and Norway signed a Letter of Intent (LoI), outlining a USD 1 billion programme of “Cooperation on reducing greenhouse gas emissions form deforestation and forest degradation”. This ambitious programme will be implemented in three phases, namely “Preparation”, with five key results to be achieved mostly by the end of 2010; “Transformation”, involving substantial capacity building and a single-province pilot over the period 2011-2013; and “Contributions for verified emission reductions”, from 2014 onwards, for national level implementation of measures to reduce emissions. This is a crucial programme aiming to reduce deforestation and  land degradation in Indonesia’s substantial forest cover, together with associated Green House Gas emissions.

 

 

 

 

 

Reporting to the IT Officer, the Web Content Developer will be responsible for keeping abreast of the latest news and developments in the REDD+ space and sharing that with the relevant stakeholders. Also, as a part of REDD+ Taskforce Working Group Communications and Stakeholder Engagement, the Content Developer will work with all the members from 9 (nine) Working Group to develop effective, original and targeted written content on various online and digitally printed media.

 

 

 

 

 

 

 

 

Duties and Responsibilities

Summary of key functions:

•  Ensure a high-quality information of REDD+ website and various printed or digital media
•  Engage and build relationships with stakeholders groups
•  Maintenance of websites, databases and knowledge management systems
•  Facilitation of knowledge building and knowledge sharing

Ensure a high quality of information in the REDD+ website, focusing on achievement of the following results:
1.  Established public awareness and disseminated potential information of climate change & deforestation, at national and provincial level.
2.  Developed highly effective, original and targeted pieces of writing to communicate to a wide audience
3.  Well monitored related news, developments and documents on REDD+ related websites, such as website by government agencies, donors, other environmental agencies and NGOs and best-practice Indonesian websites, and disseminate relevant materials to REDD+ Task Force, REDD+ Secretariat, Technical Teams or stakeholders
4.  Measurable planning based on original ideas for sustainable online community engagement and evaluation mechanism are developed and to ensure they contribute to Task Force Working Group’s goal achievement.

Engage and build relationships with stakeholder groups, focusing on achievement of the following results:
1.  Established relationships with stakeholder groups, including those in the provinces and media, to understand range of issues and better communicate to specific target group.
2.  Well written communication based on cooperative work  with Media and selected groups of NGOs/industries as well as other technical teams
3.  Play a major role in the research, planning, development, and execution of the REDD+ Task Force communication campaigns to the community and the public, including the targeted NGOs, Donors and other related stakeholders

Maintaining content of websites, newsletter and knowledge management systems, focusing on achievement of the following results:

1.  Well and regular maintainance, updated information on  REDD+ website and other digital and printed media.
2.  Proof read, edited and well writen informative and/or creative materials for website content, promotions, press release, etc, in Bahasa and English on a regular basis in a tone and structure that reflects the vision and voice of the REDD+ Task Force and appropriate for the target audience.
3.  Effective monitoring, review and support to the development of articles written by other personnel for  timely submission  to the Communication and SE WG for website and newsletter update and maintenance.
4.  Updated necessary information from field or provinces designated for REDD+ project to collect data eligible for website and newsletter contents

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

1.  Effective support to REDD+ Task Force and PMU staff in identification, documenting and drafting of best practices and lessons learned.
2.  Organization of training for the REDD+ Task Force and PMU staff on effective communications and advocacy.
3.  Provision of assistance and cooperation with Communication and Stakeholders Engagement WG to help materialize their mandates including the formulation and development of communication strategy.

III. Impact of Results

A fully-operational and regularly updated REDD+ website and various digital/printed media; including an intranet section and other communication materials as deemed necessary by the Task Force and Secretariat, conveying a professional and credible content/information in the tone and manner in line with Task Force vision.

Required Skills and Experience

V. Recruitment Qualifications

Education: 
?  Bachelor Degree (S1) in one of the following disciplines: environmental science, public policy, journalism, communication or other related  subjects.
?  Solid knowledge on Web Content Management System and its application in relation to core content of website
?  Proven skills of writing and journalism  with sensible judgment on newsworthy issues which benefits the provision of information through website and or print/online publication.
?  Familiarity in climate change issues (i.e environment, forestry, marine and fishery) or REDD, is an advantage
?  Proven competency in idea organization, media-standard coverage and report at field or designated provinces.
?  High proficiency in writing both in English and Bahasa Indonesia in line with the prevailing standard of online and print media Having qualification of making report writing including editing and proofreading of publication materials
?  Having knowledge on communication strategy conception and  development focusing on the target audience of certain publication materials.

Experience: 
?  Minimum 4 years of experience as web content developer, journalist, reporter, writers or other relevant works
?  Proven  experience in handling professional publishing procedures and practices that improve the content, range and quality of articles for International publication such as factsheets, reports, journal, bulletin and other outreach materials.  Experience of producing this material  particularly related to Climate Change issues will be highly advantageous
?  Experience and understanding in climate change and REDD+ issue will be highly advantageous
?  Previous work experience in development organization will be an advantage.
?  Possess good, interpersonal and communication skills
?  Ability to work with minimum supervision and in tight deadline
?  Experience  on journalism  in loca and  national  media publication house both print and online media . International experience in this area will be advantageous
