UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

REDD+ (Reducing Emissions from Deforestation and forest Degradation) has gained traction in the international climate change dialogue and has become an eminent priority for Indonesia because deforestation and forest degradation still represent a major source of Green House Gas (GHG) emissions, in addition to hindering human development and causing environmental problems in the country. Most of Indonesia’s GHG emissions are related to land degradation, inappropriate land uses, and land conversion.

Indonesia has played a leading and continually expanding role in addressing the global climate change challenge. At the G20 Summit in Pittsburgh on September 2009, President Susilo Bambang Yudhoyono committed to a 26% emission reduction target by 2020, and 41% emission reduction with international support, making Indonesia the first large developing country to do so. It is widely acknowledged that REDD+ will play an important role to support Indonesia’s voluntary commitment to reduce its emissions. To deliver significant reductions a set of clear targets, tailored strategies, policies and institutions will be required.

The Norway Indonesia Climate Change Partnership

In response to the President’s firm commitment, on May 26th, 2010, the government of Indonesia and Norway signed a Letter of Intent (LoI), outlining a USD 1 billion programme of “Cooperation on reducing greenhouse gas emissions form deforestation and forest degradation”. This ambitious programme will be implemented in three phases, namely “Preparation”, with five key results to be achieved mostly by the end of 2010; “Transformation”, involving substantial capacity building and a single-province pilot over the period 2011-2013; and “Contributions for verified emission reductions”, from 2014 onwards, for national level implementation of measures to reduce emissions. This is a crucial programme aiming to reduce deforestation and  land degradation in Indonesia’s substantial forest cover, together with associated Green House Gas emissions.

The REDD+ Task Force and Central Kalimantan Provincial Government have established  a  REDD+ Joint Secretariat  Reporting to the Project Coordinator, the Liaison Associate will support the activities of REDD+ in Central Kalimantan and manage the operations of the Joint Secretariat.    
 

 

 

 

Duties and Responsibilities

1. Ensures effective coordination and liaison, focusing on achievement of the following results:

•  Establishment initial engagement between the local government, Satgas REDD+, CSOs, NGOs, Donors and private company in Central Kalimantan
•  Identification  and establishment of relations with national and international networks that could provide technical and advisory support to efficient and effective project implementation
•  Effective support as focal point of information to provide reference point for UNDP, local government, civil society and donor agencies
•  Effective support to the National Project Manager and the national implementing agency in organizing coordination meetings with project partners, donors, UNDP as required.
•  Effective monitoring and evaluation of activities implemented by relevant partners

2.  Support to project implementation of project management, focusing on achievement of the following results:
•  Effective support to the operations and proper documentation of the REDD+ Joint Secretariat Office in Central Kalimantan as well REDD+ Support Office in Palangkaraya, Central Kalimantan. 
•  Effective administrative support to the NPM  in the preparation of project progress related to activities of the joint secretariat
•  Established monthly work plan and expenditure plan based on the agreed Annual Working Plan (AWP)
•  Timely feedback to the REDD+ Satgas and National Project Manager for revisions to the work plan and budget plan
•  Provision of support to the the relevant stakeholders on the project evaluation process 

3. Provides support for effective administrative and financial control in the office,  focusing on achievement of the following results:

•  Effective organization of joint planning meetings involving relevant government agencies in Kalimantan Tengah, REDD+ Satgas, NGOs, UNDP and other relevant stakeholders to enrich the AWP and a corresponding budget.
•  Developed monthly work plan and expenditure plan based on the agreed annual working plan (AWP).
•  Regular Monitoring of ed REDD+ Joint Secretariat progress against annual and quarterly working plan and budget plans
•  Effective support to the the REDD+ Satgas and National Project Manager (NPM) for revisions to the work-plan and budget plan based on the operational and strategic appreciation of project implementation with given conditions.
•  Establishment  and maintainance of a systematic filing system of key documents (in hard copy and soft copy) in line with audit requirements.
•  Effective support to the  National Project Manager in closing projects operationally and financially in accordance with UNDP rules and regulations, in close coordination with implementing agencies.

4. Supports knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

•  Relevant project outputs, best practices and lessons learned are disseminated, in compliance  with the quality requirements of the implementing agency, UNDP and other donors;
•  Identification of relevant databases and facilitation of access by project partners to relevant, state of the art information;
•  Development of information and communication strategy for information dissemination, in compliance with the quality requirement of the implementing agency, UNDP and other donors as guided by NPM and other project colleagues..
•  Sound contributions to knowledge networks and communities of practice.

III. Impact of Results

The key results have an impact on the expansion of relations with national and international network which will support success of the project’s implementation  in terms of quality and accuracy of work completed. Accurate analysis and presentation of information, thoroughly researched and fully documented work which will strengthen the knowledge management and effective coordination and liason with various stakeholders . In particular, the key results have an impact on the effective and efficient operation and programming of activities, support to the strategic partnerships as well as resource mobilization.

Required Skills and Experience

V. Recruitment Qualifications

Education: 
Minimum Bachelor’s degree in  Management/Business Administration, Economics, Social Sciences

Experience: 
•  Minimum 4 years of relevant experience at the national level in development, democracy and social research issues.
•  Thorough understanding of the current issues on politics and economics in Indonesia
•  Familiarity and understanding of the local culture will be an advantage
•  Strong background and experience in managing projects or programmes dealing with survey, data collection. Experience in the area of  democracy, human-rights or government indexing and related themes will  be advantage
•  Experienced in coordinating the work of consultants and subcontractors to ensure quality of work delivered is in accordance with agreed outputs
•  Experienced in working with central and local government agencies, civil society organizations and international organization will be an asset
•  Familiarity and/or experienced with research methodology, especially on quality research will be an advantage
•  Proven analytical skills
•  Experienced in the usage of computers and office software packages and in handling of web-based statistical management system will be an asset
