    UNDP launches a new 2-year project “Promoting Trade and Enhancing Export Capacity in Belarus” that facilitates the use of advanced electronic technologies for promotion of Belarusian light industry products in international markets, and seeks to strengthen the national capacity for product marketing and export promotion in the light industry. The project is being implemented in the framework of the UNDP Regional Project “Wider Europe: Aid for Trade for Central Asia, Caucasus and Western CIS (2011-2013).” The Belarusian State Light Industry Production and Marketing Concern (BelLegProm) is an executing agency.The International Trade Center and Belarusian Chamber of Commerce and Industry are involved as partner organizations.

    Specific objectives:
    1. To design and launch  an electronic trading facility (ETF) for the support promotion of Belarusian light industry products in international markets;
    2. To facilitate access of SMEs and enterprises located in small cities and remote communities to the electronic trading facility;
    3. To build the capacity of the light industry enterprises in international trade, e-commerce, and marketing.

    Duties and Responsibilities

    Objective of the assignment:

    The objective of the assignment is to provide administrative and finance services and assistance to the Project Manager to ensure effective running of the project management unit.
    The Administrative and Finance Assistant under the guidance and direct supervision of the Project Manager provides execution of administrative and financial services for the successful day-to-day implementation of project activities and the achievement of planned project results. He/she promotes a client-oriented approach consistent with UNDP rules and regulations and works in close collaboration with the national partners, donors and project staff for resolving finance-related issues and information delivery. The Admin&Finance Assistant is responsible for all administrative (contractual, organizational and logistical) and accounting (disbursements, record-keeping, cash management) matters under the project.The Admin&Finance Assistant reports to the Project Manager and works in cooperation with international and local consultants.

    The Administrative and Finance Assistant  is expected to:

    •    Monitor the project’s financial liabilities and expenditures, assist in provision of adequate financial information on the project;
    •    Prepare budget revisions;
    •    Prepare financial/payment documents and the required supporting documentation;
    •    Prepare travel requests and details for subsequent processing of such requests by UNDP;
    •    Prepare staff recruitment documents and collect personnel data for entry into the UN Atlas system;
    •    Input of financial data into ATLAS in the external access mode; bear responsibility for preparing documentation, vouchers, vendor details and generation of reports in Atlas;
    •    Provide necessary financial and logistical support to visits of foreign experts and delegations (visa support, transportation, hotel accommodation etc.);
    •    Manage project assets and materials; administer equipment transfer;
    •    Exercise due control of the payment documents;
    •    Inspect financial reports submitted by the local implementing partners;
    •    Prepare financial reports for donors and other stakeholders in the project;
    •    Interact with the program/finance unit of the UNDP Office on funds transfer, reconciliation of financial reports, budget revision, acceptance of cost-sharing;
    •    Keep files with the project documentation and consultant reports;
    •    Provide maintenance and monitoring of staff monthly and annual attendance records for CO review;
    •    Assist Project Manager in drafting project correspondence and documents; prepare correspondence of administrative nature;
    •    Assist Project Manager in responding to telephone inquiries, fax, post and e-mail transmissions, and co-ordinate appointments;
    •    Organize office and external meetings, keep records of such meetings;
    •    Provide logistical support for the project activities;
    •    Provide English translation as required;
    •    Perform any other administrative and financial duties as requested by the Project Manager.

    Required Skills and Experience

    • University degree or upper-secondary diploma;
    • At least 2 years of relevant administrative/finance experience,
    • Working knowledge of UNDP rules and regulations is an asset;
    • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
    • Good command of  English ( written and spoken) is mandatory.
