Background

Understanding the importance and need to accelerate equitable development for CMDG achievements, MoWA/PGE III has put stronger emphasis on mainstreaming gender into the Public Financial Management Reform Programme (PFM-RP), especially into the process of budget planning and budget execution through the application of sound Gender Responsive Budgeting tools.

Within the current phase of PGE III, it is planned to produce a comprehensive GRB guide to understanding and implementing gender responsive budgets and to help build the skills of a pool of trainers from MoWA and MEF on this tool. Concretely, during 2012, the labour sector (Ministry of Labour and Vocational Training MLVT) will be piloted on GRB. To this effect, a team of two consultants (one national and one international) will undertake the assignment to design GRB manual on GRB with particular examples and good practices from various countries. The consultants' team will also be tasked to provide a cycle of training of trainers (TOT) for MoWA and MEF key officials in order to create a pool of GRB master trainers for providing capacity support to concerned ministries and other partners in the future.

Duties and Responsibilities

The consultancy is two folds:

  1. Draft a practitioner's manual on gender responsive budgeting: The booklet will be prepared with the support of a national consultant on data related to Cambodia. The booklet should provide an ample introduction to the concept of gender responsive budgeting, linkages between government budgetary system and gender, include practical elements to  understand the mechanisms of formulation and monitoring of government budgets taking into account a gender dimension, give country and sector specific examples of successful implementation of gender responsive planning, implementing and monitoring of budgets, provide lessons learned from across the world and give a practical analytical framework for the application of the gender responsive budgeting in the context of Cambodia. The manual should be written in a clear and succinct manner (40 to 50 pages, excluding annexes), addressing practitioners (comprising in each chapter recapitulative tables with the description of the actions, their aim and the steps how to implement and monitor them), comprising a list of links and a bibliography for further readings. Co-organize and moderate with the national consultant a half day session to present and consult the first draft of the manual towards its finalization.
  2. Provide in a team with the national consultant a cycle of TOT made up of three different sessions of three days each on GRB manual

  • Be flexible and responsive to changes

Required Skills and Experience

Education:

  • Master degree or equivalent in relevant area such as Economics Policy, Public Policy, Social and political sciences, Gender Studies, Development Studies, or equivalent

Experience: 

  • At least 10 years of professional experiences with expertise in the field of equitable and inclusive policy development, gender equality, gender responsive budgeting, women’s economic empowerment.
  • At least 5 years of professional experiences in applying GRB tools, especially in the design of training curriculum and TOT in GRB.
  • Experiences and knowledge in the area of capacity development, strategic leadership and management, especially for the government institutions.
  • Proven experiences in policy development, especially in poverty reduction and acceleration for MDGs achievements.
  • Knowledge in Public Financial Management Reform, Programme Based Approach (PBA) and aid effectiveness.
