Background

When the United Nations Millennium Campaign was established by UN Secretary-General Kofi Annan in 2002, its specific purpose and mandate was to work with a wide range of partners to foster a self-sustaining movement - extending beyond the UN system - for the realisation of the MDGs. It was designed to disseminate data and analysis emerging from UN reports, promote partnership among key actors, especially from civil society, link with other UN campaigns and coordinate campaign strategies and messages.

Over the past 10 years the Millennium Campaign has built an impressive array of partnerships with civil society on MDG advocacy and supported the creation of strong coalitions to create accountability for commitments at global, regional and country levels. Our work sits squarely within the framework of our recommendations for follow up to the 2010 High Level Plenary Meeting of the MDGs particularly in the areas of increasing national ownership and commitment to the Outcome Document and broadening partnerships for development.

The 2010 MDG Summit renewed the focus on the global MDG challenge. Within the United Nations efforts are underway to maintain visibility of the MDGs in this crucial four year period leading to the 2015 deadline. The UN Millennium Campaign is integral to this process and is seeking to support these efforts. One of the key platforms for communicating on the MDGS has been and will continue to be our Campaign website. In order to ensure that our web presence and outreach is fit for this purpose and effectively showcasing our communications priorities, the Campaign is seeking to undertake a simplification and basic redesign of our website www.endpoverty2015.org.

Duties and Responsibilities

The UN Millennium Campaign is seeking to recruit an individual or a company to complete the redesign of the site and to provide ongoing technical and functional support for a period of time following the completion and implementation of the redesign.

The objective of these efforts will be to deliver a user friendly website which will offer an effective platform for showcasing MDG success stories, promoting the Citizen Feedback initiative which is currently rolling out in Kenya and India and for housing an accessible database containing a wide range of MDG materials and resources which would be easily available for use by partners and other interested parties working towards MDG achievement.

The consultant will report to the Communications Specialist of the UN Millennium Campaign.

The specific tasks of the consultant will be as follows:
  • To develop an initial design and framework proposal based on communications and advocacy objectives as defined by the Millennium Campaign. This proposal will outline the key elements of the redesigned website and be presented for review, discussion with the Millennium Campaign.
  • Following these discussions, the consultant will produce a revised proposal for final review and implementation.
  • Once web configuration is agreed, the implementation will involve transferring the Millennium Campaign’s current website which utilized a Drupal operating system to a Wordpress operating system.
  • The reconfigured website will then need to be migrated to a new more cost effective server.
  • The consultant will also provide technical advice as needed to the Campaign’s Website Design Consultant to facilitate the smooth working of the site on an ongoing basis.

Education:

  • Bachelors degree in media, communications, or a related field.
     

Experience:

  • Strong technical skills particularly in Drupal and Wordpress with at least 3 years experience designing and building effective, user-friendly web platforms for issue-driven campaigns
  • Proven success in building strong cause-driven online and social networking campaigns .
  • Knowledge of current theories and best practices in digital and online communications.
  • Experience in online and digital resource and knowledge sharing strategies and mechanisms for global teams
  • Understanding of global web and online environment and how best to harness them
  • Strong graphic design experience
  • Knowledge of United Nations system, particularly the online communications systems and understanding of international development issues.
  • A creative thinker with solid experience and understanding of  how to most effectively harness the web and online technologies to communicate, mobilize and engage
  • The ideal candidate will be an excellent communicator with a strong understanding of strategic communications approaches for effective advocacy and campaigning.
  • Outstanding track record of building effective digital and online communications partnerships at national and international levels

Language:

  • Excellent writing, editing, and oral communication skills in English.
 
Evaluation of applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.  Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical criteria – 70 per cent of total evaluation – maximum of 35 points:

  • Working experience in an international agency, bilateral donor, civil society organization or research think tank  – max points: 5
  • Knowledge and experience in website design and production– max points: 10
  • Knowledge and experience working with web and online technologies for communications purposes- max points: 10
  • Previous experience working with regional teams in multiple locations – max points: 10
