Background
Organizational ContextUnder overall guidance of the Representative and the direct supervision of the Assistant Representative, the HIV National Programme Officer (NPO) leads delivery of UNFPA’s integrated programme and technical services on HIV prevention in partnership with in-country implementers. Primary focus is placed on interventions and support for key and vulnerable populations affected by HIV, and reduction of sexual transmission of HIV. The NPO analyzes and assesses relevant political, social and economic trends and provides substantive inputs to policy dialogue, project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks. S/he ensures and guides the appropriate application of UNFPA systems and procedures. The NPO also facilitates the work of consultants, advisors, experts – both individuals and within relevant institutions. The NPO establishes and maintains collaborative relationships with counterparts in government, non-government, civil society and development partners, including multilateral and bilateral donor agencies, to address issues related to HIV prevention.
Duties and Responsibilities
Summary of key functions:- Provide technical and programmatic support and strategic guidance to implementing partners on HIV responses, especially to civil society organizations both representing and working with key populations affected by HIV.
- Support national implementing partners to develop effective linkages, integration and mainstreaming of HIV within broader SRH, primary health and other relevant health programmes and services, especially ensuring comprehensive and integrated SRH/HIV/STI services are available for key populations.
- Act as focal point for national working groups on HIV responses for key populations. Establish, strengthen and monitor collaborative relationships and partnerships with other UN agencies, implementing partners, technical experts, government/non-government counterparts, academia, research and training institutions, centers of excellence and professional societies in the country. Play a key role in collection, analysis and synthesis of information to monitor HIV patterns and responses within the country, especially for key populations.
- Actively participate in inter-country training activities on HIV, ensuring inputs regarding nationally developed responses for key populations;
- In line with UNFPA’s substantive and mandated role under the UNAIDS Division of Labor, support programmes to reduce sexual transmission of HIV, including comprehensive condom programming, and reduction of sexual transmission risk within key populations, their sexual partners and most at-risk young people
- Build multi/inter-sectoral linkages to deliver HIV prevention efforts in different settings, via a coordinated approach, especially for key populations;
- Assist country partners with bilateral and multilateral funding proposals, mobilizing and leveraging UNFPA, national, private sector and donor resources to maximize development of sustainable HIV responses, especially for key populations affected by HIV;

- Participate in UNFPA regional and global networks on HIV and key populations;
- Identify sources of technical knowledge and support among institutions and consultants on HIV responses, especially for key populations. Support development of national institutions for delivering high-quality, integrated programmatic and technical support. Facilitate and help maintain databases on best practices, partnerships and consultant rosters;
4. Function / Expected Results: Play a key role in collection, analysis and synthesis of information to monitor HIV patterns and responses within the country, especially for key populations.
- Monitor and analyze reports on humanitarian, economic, political and social factors associated with HIV including field/case studies. Prepare briefing materials and utilize data for the above evidence based resource mobilization, policy dialogue and advocacy at different levels;
- Provide key inputs to country level UNFPA, UN and national planning, including Country Programme Documents/Action Plans (CPDs/CPAPs) and National Strategic Plans on HIV, clearly including HIV responses for key populations within these plans and frameworks;
- Complete all necessary UNFPA, UN and donor partner reporting requirements including UBW/UBRAF, COAR and other reports as required.

Represent UNFPA and elaborate UNFPA’s substantive perspectives in the country on HIV responses, especially for key populations;
The key results have an impact on the overall country office’s efficiency and success in implementation of country programme activities on HIV prevention.

Required Skills and Experience
Education:Advanced degree in public health, medicine, sociology, social anthropology, health education, health economics, epidemiology, behavioral studies, communication or other related field.
Experience:
A minimum of 2 years of incremental, professional experience in public health, public health management;
Substantive experience in the area of sexual/reproductive health and rights and HIV including:
Strategic planning, development of strategies, policies and programme frameworks;
HIV prevention, preferably with key populations and key stakeholders working with vulnerable groups;
Understanding of human rights, gender and cultural dimensions of HIV prevention;
Demonstrated ability to work in highly sensitive areas;
Interpretation and communication of research findings to policy-makers and utilization of data for policy and programme formulation;
Development of evidence-based HIV guidelines and protocols
Management of HIV programmes
Training, curriculum development, development of training materials
Experience in project management in public or private health sector
Language Requirements:
Fluency in oral and written English and Russian.
Knowledge of Uzbek is an asset.
