Background

The Committee on Missing Persons (CMP) in Cyprus is mandated to exhume, identify, and return the remains of people listed as missing as a consequence of the tragic events of 1963-1964 and 1974. This will enable the relatives of the victims to recover remains of their loved ones, arrange for a proper burial and close a long period of anguish and uncertainty, thereby promoting a process of reconciliation between both communities. The latter will be further encouraged by the important participation of bi-communal scientific teams at all stages of the process.
 
The CMP is composed of one Greek Cypriot Member, one Turkish Cypriot Member, and a Third Member nominated by the ICRC and appointed by the Secretary-General of the United Nations. UNDP provides operational support to the activities of the CMP and UNDP Partnership for the Future Programme (UNDP-PFF) manages the “Support to the CMP” project (DEX).
 
The Database Manager is based in the CMP Anthropological Laboratory. The incumbent reports to the CMP Third Member and works in a close contact with the UNDP-PFF Team.

1. Database Management
 
 
Database Management is the main function of this position and there are two databases to be administered.
 
1.1 Antemortem / Anthropological / Postmortem Database
 
The Antemortem / Anthropological / Postmortem Database database has already been installed on the IBM server with RAID system and based on Microsoft Access. Tasks required for the facilitation of data management and quality control are as follows:
  • Physical management of all ante mortem files, ensure that ante mortem element of database is up to date;
  • Update database with DNA results for each sampled element;
  • Update database with the new sites code (newly opened excavation site);
  • Update database with the new case code analysis upon receive the remains from the field;
  • Check final inventory of remains, odontogram, sex, age and stature estimation, transfer DNA sample code to the re-associated bodies, pathology report, final inventory of commingled elements, movement of remains, movement of artefacts, final inventory of un-associated artefacts, retained artefacts;
  • Check bone photos and ensure that photos correspondent to the anthropological description;
  • Transfer photo from CDs received from the field archaeologists to the server and prepare chain of custodies;
  • Ensure that proper coding is used for each site and each case, updating identified cases in ante mortem section with case numbers and updating cases in summary lab section with names of identified persons;
  • Verification of consistency of the data entered in the database;
  • Research into specific cases as required.
 
1.2 DNA database:
 
Required tasks for the management of DNA database are as follows:
  • Install database on the server for the identification process;
  • Assign policy of the user level which will ensure that data will be used only by authorized persons such as identification coordinator and forensic anthropology coordinators;
  • Maintain the database.
 
 2. Reporting
 
 
Generation of analytical and statistical reports comprising of:
  • Anthropological reports: summary report, inventory report, osteology report, pathology report, report on commingled remains and associated data art facts;
  • Archaeological reports: reports from data collected by the field staff, location and characteristics of the excavation sites, and the ante mortem information;
  • Monitor information entered into the database by the field members and check consistency of each anthropological report;
  • Update Lab and Field weekly reports and monthly report;
  • Generate field reports on the request of CMP;
  • Generate queries in the database for statistic reports on the request of the CMP Members as well as on request of the donors;
  •  Develop database on the request of the scientists related to latest scientific methods used in the identification process, including the design and development of forms and reports using Visual Basic code to set requested criteria.
 
 
3. IT Support
 
  • Installation of the IBM Server X series M3 with RAID controller;
  • Installation of Microsoft Server 2008 R2 operation system and supporting software such as MS Office 2007, Symantec antivirus and Device Lock Security software;
  • Design and installation and maintenance of the network physical layer (structure cabling, fibre optic connections between switches installed at the other two buildings); installation of 1000Mbps switch, patch panels etc...;
  • Maintenance of work stations (hardware and software);
  • Install and set SAN Server for backup purposes. 
  • Lease with UNFICYP ICTS section to maintain connection between the laboratory and UN server (Lotus Note is connected to UN Domain Server)
 
4. Logistic Support
 
  • Research new technology to be implemented within the process;
  • Submit requirements and coordinate with the UNDP-PFF regards to purchases;
  • Liaison with the UN Engineering Section to coordinate maintenance at the Lab;
  • Act as point of contact between vendors / contractors and the CMP Lab to coordinate deliveries and installation of various equipment and scheduled service (generator, air-conditioning equipment, etc…).
 
5. Other Duties and Responsibilities
 
  • Organize filing system on the server;
  • Backup of server on a weekly and monthly basis;
  • Update antivirus software;
  • Assign accounts for the new users of the Lab network;
  • Create chains of custody;
  • Monitor security of the network;
  • Administration of documents for the CMP anthropological laboratory;
  • Manage the Lab Security System, entry access point for personnel;
  • Prepare chain of custody forms;
  • Help the anthropologists, under their supervision, in the handling of remains;
  • Attend weekly CMP meeting.

Required Skills and Experience

Education:

  • Secondary education and technical training in computer, systems analysis or related sciences. 
  • Certification or university diploma in Computer Science or Computer Engineering is desirable, but it is not a requirement.


Experience: 

  • Minimum 2 years experience in the area of information technology, database and network administration.


Language Requirements: 

  • Fluency in English.
  • Knowledge of Greek and/or Turkish is an asset but not a requirement.

Driving License:

  • Valid driving license is required for the use of office cars for the official purposes as requested by the supervisor.

Financial Proposal:


Only short-listed candidates will be requested to submit financial proposal. Proposal will specify the monthly fee in Euro and shall cover all expenditures including fees, international or local travel (place of residence to office and office to place of residence), cost of living, etc.


There are 10 days UN Holiday in a year that contractor will be on pay leave. Other leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days are deducted from the monthly fee. 



Evaluation:

Individual consultants will be evaluated based on the lowest price and technically compliant offer. The award of a contract will be made to the individual consultant whose offer has been evaluated and determined as both responsive/compliant/acceptable (fully meeting the TOR provided) and offering the lowest price/cost.
