Background

i. Organizational Context

Background
 
Over the past four years UNDP has provided support for both the Government of Indonesia (GoI) and Indonesian civil society to undertake activities that strengthen access to justice (A2J) in multiple ways. Through the Legal Empowerment and Assistance for the Disadvantaged Project (LEAD), UNDP facilitated the GoI’s formation of the National Strategy on Access to Justice (NSA2J), launched by BAPPENAS in October 2009, and provided grants for NGOs to undertake a range of A2J activities in a number of provinces. In Aceh province, UNDP has also provided timely and comprehensive access to justice support in the post-tsunami and post-conflict context under the Aceh Justice Project (AJP) by strengthening the institutional capacity of the both the formal and informal justice systems.
Both LEAD and AJP projects have been implemented since 2007. In 2011, LEAD and AJP were completed, and a new project called “Strengthening Access to Justice in Indonesia” (SAJI), was introduced.
The SAJI project presents the continuation and expansion of these two UNDP projects, and will be geared towards improved access to justice for Indonesian citizens, contributing to the alleviation of poverty, good governance practices, and empowerment of disadvantaged, vulnerable, and marginalized people. 
In accordance with the Jakarta Commitment and the principle of supporting national priorities and policies, the SAJI Project will use the GoI’s National Strategy on Access to Justice (NSA2J) and other relevant Indonesian policy instruments as their guiding framework, which will therefore directly link the policy and local interventions such as the National Action Plan on Human Rights. SAJI will help realize Indonesia’s 2005-2025 Long Term Development Plan, which emphasizes that, consistent with its vision of “A Just Indonesia,” development is to be carried out from the people, by the people and for the people.
The Project
 
The SAJI Project is developed based on experiences, best practices, and lessons learned from the LEAD and AJP Projects. SAJI consists of the following components:
 
  1. Institutional mechanisms, legal and regulatory framework, and capacities of government institutions strengthened to implement the recommendations and Action Plans of the National Strategy on Access to Justice.  
  2. Improved public complaint and grievance handling mechanisms (PCMs) in government institutions at both national and subnational levels. 
  3. Improve people’s access to state-funded legal aid, particularly for women and vulnerable groups. 
  4. Improve people’s access to fair and accountable justice services in the community-based justice system. 
  5. Knowledge management to inform policies and initiatives to effectively strengthen access to justice and to contribute to Indonesian reporting on the implementation of human rights instruments
 
Portion of the first component will be implemented mainly through the extension of the LEAD Project the umbrella of the SAJI Project. While originally set to expire at the end of December 2011, both UNDP and BAPPENAS have agreed to extend the duration of the LEAD Project until the end of June 2013. This extension is aimed to ensure uninterrupted provision of support for the implementation of the National Strategy on Access to Justice, which was launched at the end of 2009.
 
Under the direct supervision of the Project Manager, and the close coordination with the National Project Director (NPD), the Monitoring and Reporting/Knowledge Officer assumes the responsibility to develop and implement a monitoring and reporting strategy that will regularly identify results generated by the project implementation. The successful candidate will also be expected to capture and document lessons learned from the ongoing access to justice-related initiatives by making the information effectively accessible to the public, civil society and academia, as well as to the government agencies and ministries.

Duties and Responsibilities

Summary of Key Functions:
  1. Develop Monitoring and Reporting Framework, including plan/strategy and schedule
  2. Implement Monitoring and Reporting system, including regular monitoring missions, collection of data and regular reporting (in line with donor and UNDP requirements)
  3. Ensure facilitation and quality of knowledge building and management
  4. Perform other related duties as required by the Project Manager
1.      As part of SAJI PMU, the M & R and Knowledge Officer should develop a Monitoring and Reporting strategy or framework, ensuring the following:
 
Provide oversight in monitoring of project activities to assess the overall project implementation with respect to the relevance of the project, the effectiveness of initiatives, including the partnership strategy, the contribution of the project to national priorities, and key drivers and factors of success;
Ensure proper monitoring and information collection of project results that captures changes against the baseline for the CPAP outcome/output with reliable and verifiable sources of information;
Based on results of monitoring, where necessary, undertake trouble shooting, suggest corrective measures to make the project stay on track and make arrangements for provision of necessary technical assistance to implementing partners;
Draft/revise Term of Reference (TOR) and undertake quality assurance for any missions by the project and/or third party sanctioned under the project aiming to monitor, report, evaluate the project, and/or develop knowledge products of the project.
 
2.      Support the Project Manager in implementing an effective monitoring and reporting strategy of SAJI:
 
Take a lead in effective monitoring of activities results implemented by the Project and/or in partnership with other key UNDP partners at both national and subnational levels;
Support the project implementation to ensure efficiency of assistance, partnerships and coordination by tracking strategies and actions being taken by partners and non-partners that contributes to the CPAP access to justice outcomes/outputs;
Work closely with and assist the UNDP Programme Team in producing reporting required under the UNDP internal Monitoring & Reporting (M&R) frameworks, and agreements with donor agencies and other key UNDP partners; and
Ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner.
3.      Ensure facilitation of knowledge building and management.
Collect information of the ongoing access to justice-related initiatives that capture the good practices, the challenges, and the lesson learned implemented by the project, government and non government agencies, and donor agencies;
Make sound contributions to knowledge networks and communities of practice; and
Develop and implement communication strategies that can effectively disseminate the knowledge products to the public, -Civil society and academia, donor countries, and other international organizations.
 
4.      Perform other related duties as required by the Project Manager that may involve other aspects of project work.
 
III. Impact of Results
 
The key results have an impact on the overall performance to ensure the project achieves the intended objectives, and thereby contributes into outcomes prescribed under the Country Programme Action Plan (CPAP) which have mutually been agreed on between UNDP and the Government of Indonesia. The accuracy of monitoring has a direct impact on the success of the project, and the successful candidate will therefore be required to demonstrate their ability to support the Project through regular reporting and follow-up action.

Required Skills and Experience


Education: 
Bachelor, or preferably Master Degree or equivalent in public policy, political science, public administration, economics, international relations, regional planning, law, other relevant discipline, or its equivalent


Experience: 
• 6  years for Bachelor, or 2 years for Master Degree  of relevant experience at the national level in monitoring/evaluation and hands-on experience in design, monitoring and evaluation of development projects;
• Research in human rights/justice and governance issues;
• Excellent and proven English and Bahasa writing skills;
• A network of contacts and familiarity in working with the government of Indonesia at the national and local levels is an advantage;
• Experience using computers and office software packages and knowledge of spreadsheet and database packages;
• Knowledge of the UNDP mandate and its program of activities is an advantage
