Background

The UN Women Sub-regional Office for Central & South Eastern Europe is implementing a regional project titled “Promoting Gender Responsive Policies in South East Europe” (2011-2013) financed by Austrian Development Agency and UN Women.
The project aims at improving individual and collective capacities of governmental institutions, CSOs and parliamentarians in South East Europe (with particular focus on Bosnia and Herzegovina, Albania and Former Yugoslav Republic of Macedonia) on utilizing gender responsive budgeting as a tool to promote, implement and monitor policies and programmes in the employment and labor, social protection and social assistance and rural development sectors. By doing so the project strives to facilitate strengthening of women’s economic rights and improve social protection and social assistance policies and programmes.
 
In accordance with government priorities stated in the national and local plans and strategies, UN Women has been supporting government efforts (at state, entity and local level) in using GRB as a tool to advance gender equality and ensure that women’s needs are incorporated in policies and related budgets.
 
At the same time, technical assistance was provided to non-governmental organizations and gender experts in developing and using GRB as a tool for carrying out different analyses such as piloting costing studies, monitoring existing sectoral policies and budgets from gender perspective and advocate for policy change.
 
In the light of adjustment of programmes and policies in response to gender issues and needs, important segment is identifying the indicators which measure phenomena as complex as mainstreaming, gender equality, empowerment and poverty reduction, in a precise and simple manner. Monitoring and evaluation of the inclusion of gender issues at both output and outcome levels of the logframe is essential, as gender-sensitive indicators serve the special function of tracking gender-related changes in society over time. Their usefulness lies in their ability to highlight changes in the status and roles of women and men, thus measuring whether there is progress towards gender equality.
 
In consideration of this, UN Women is supporting further capacity development of the Gender Equality Mechanisms (GEMs) staff, key government officials, and civil society representatives and experts, by organizing a Training on How to Develop Gender Sensitive Indicators of the Programs, Projects and Policies to this group of key actors in the gender responsive budgeting initiatives in BiH.
 
UN Women is seeking to recruit an international expert that will deliver a two day training for Gender Equality Mechanisms (GEMs) staff, key government officials, and civil society representatives and experts, on how to develop gender sensitive indicators of the programs, projects and policies.

Duties and Responsibilities

Tasks and responsibilities:
 
Working under the supervision of the GRB Regional Project Manager and the National GRP Coordinator in BiH, the international expert will be responsible to deliver a two days training for Gender Equality Mechanisms (GEMs) staff, key government officials, and civil society representatives and experts. The training should be interactive and offer: 
  • Theoretical and practical tools for development of gender sensitive indicators (qualitative and quantitative), particularly in agriculture and rural development and employment.
  • Theoretical background for monitoring and evaluation of the gender impact of the programs, projects and policies.
  • Practical tools on how to develop a Monitoring Framework which shall allow for regular performance monitoring during implementation stage of programs, projects and policies.
  • The need for sex disaggregated data and gender statistics.
  • Case studies and work within groups -  developing gender sensitive indicators in specific areas.
Deliverables
The international expert will be tasked with the following:
  • Drawing from existing international, regional and national experience, prepare a draft agenda and training materials in English for Gender Equality Mechanisms (GEMs) staff, key government officials, and civil society representatives and experts
  • Revise and finalize agenda and training materials as per comments from UN Women
  • Based on the above, prepare all required presentations, case studies and materials for two-day training
  • Conduct the training using current adult learning methodologies, thereby ensuring active learning and active engagement of the participants.
  • Ensure that the training results in the following outputs:
  • Strengthened capacity of the participants in development of gender sensitive indicators (qualitative and quantitative), particularly in agriculture and rural development and employment;
  • Strengthened capacity of participants in developing a Monitoring Frameworks which shall allow for regular performance monitoring during implementation stage of programs, projects and policies;
  • Increase knowledge of participants on the need for sex disaggregated data and gender statistics
  • Pre and Post Evaluation of the training.
  • Prepare a report - in English - on the training which will capture the changing of knowledge and capacities and suggestions for future actions based on the assessmet and needs expressed during the training.

Required Skills and Experience

Qualifications  and Education
  • Advanced degree in economics, international law, development studies, and/or gender studies and/or international relations, or similar;
Experience
  • A minimum of 5 years of relevant professional experience;
  • Previous training experience on monitoring and evaluation of the gender impact of the programs, projects and policies;
  • Experiences with Adult learning cycle and participatory methods in trainings;
  • In-depth knowledge of the development of gender sensitive indicators;
  • Knowledge on CSEE region, local government policies would be an asset;
  • Experience on report writing;
  • Demonstrated interest and/or experience in gender work;
  • Demonstrated ability to work in a team;
  • Strong analytical, writing and communication skills in English;
  • Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Power Point, Word, Excel). 
Evaluation of Applicants:
 
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • responsive/compliant/acceptable
  • having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
 
Technical criteria – 70% of total evaluation – max 45 points:
  • Criteria A – Relevant education max points: 10
  • Criteria B – Expertise on monitoring and evaluation of the gender impact of the programs, projects and policies max points: 20
  • Criteria C – Experience with adult learning and participatory training methods max points: 10
  • Criteria D – Knowledge of/previous experience in the region max points: 5 
Duration and remuneration: 
 
The duration of the contract is  5 working days in the period 1st – 31st May 2012. UN Women will provide a lump sum to cover costs of travel and accommodation to Sarajevo, Bosnia and Herzegovina, which will be released upon start of assignment. The remaining payment will be made upon satisfactory completion of all tasks in the assignment, and submission and approval by UN Women of final report.
