Background

In view of the award of project to design and deploy databank management system at Bureau of Public Procurement (BPP) at their premises at 11, Suleiman Barau Crescent, Off Ibrahim Taiwo Street, Aso-Villa, Abuja by United Nations Office on Drugs and Crime (UNODC) and to be implemented by the ITS Abuja Team, there is a need for the commencement of implementation activities for the project titled GLOT29ING, hence positions to be filled for the successful coordination and implementation of project deliverables at specified timeline and knowledge would be transferred to BPP’s appointed ICT Unit before closure of project.

Under the guidance and direct supervision of the IT Infrastructure Projects Coordinator, the Database and Systems Administrator (DSA) provides leadership in execution of ICT services at the Bureau of Public Procurement (BPP) Office, implements ICT management systems and strategies, provides daily technical support to all users and the Application and Development Team. The incumbent is responsible for review and advice on the use of databases for various developed administrative applications that will enhance BPP’s productivity.  The DSA promotes a client-oriented approach.

The DSA supervises technical support staff and works in close collaboration with the Network, Applications and Development Teams in Abuja and UNODC HQs staff for resolving complex ICT-related issues.

Duties and Responsibilities

Summary of Key Functions:

    Implementation of  ICT strategies and introduction/implementation of new messaging and intranet technologies
    Enterprise and Departmental databases
    Effective functioning of the CO hardware and software packages
    Support for disaster recovery plans and business continuity


1.    Ensures implementation of  ICT strategies and introduction/implementation of new technologies focusing on  
       achievement of the following results:

      Compliance with corporate information management and technology standards, guidelines and   procedures for the 
      BPP technology environment.
      Provision of inputs to elaboration of internal policies and procedures on the use of ICT. Elaboration of the content of 
      internal Standard Operating Procedures in ICT in consultation with office management.
     Development and update of the ICT annual plan.
     Provision of support to the use of various applications functionality for improved business results and improved client
    services.

2.    Administers Enterprise and departmental databases focusing on achievement of the following results:

    Administers enterprise and departmental databases that support high profile and mission critical systems
    Establishes and implements standard operating procedures to enable proactive database administration best  
    practices, including data management, backup and index management, capacity planning, security and performance
    auditing.
    Manages the centralized and decentralized database infrastructure based on various data =base software and
    technologies and located in multiple data centres.

3. Ensures effective functioning of hardware and software packages focusing on the achievement of the  following results:

    Manages projects involving feasibility studies, systems analysis, design, development and implementation of new,   
   moderately complex systems, and/or participates as a member of a development team with responsibility for major 
   components of the more complex systems.
    Develops detailed system and other functional specifications and user documentation for major database system.
    Maintains, upgrades or enhances existing database systems; troubleshoots and provides continuing user support, to 
    include resolving difficult problems, advising on the use of new techniques
    Monitor database transactions to measure performance and continued effectiveness of assigned systems.

4 .  Provides support for disaster recovery plans and business continuity focusing on achievement of the following results:

    Develops disaster recovery plans and ensures appropriate planning and training of those responsible
    Ensures high availability and disaster recoverability of the database infrastructure using available and/or recommending 
    new technology to support data replication and failover of database operations

Required Skills and Experience



Education:   
Secondary Education; first University Degree in Computer Science, Management Information Sciences or closely related Engineering field desirable, but it is not a requirement. Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months.


Experience:   
7 years of hands-on work experience in design, implementation, information technology/information management particularly in systems analysis. Database design and programming is desirable. Knowledge of MS SQL and Oracle Database and the working experience on Automated FingerPrint Identification Systems (AFIS) with a demonstrable skill with ERP systems is of great advantage.
