Background

In view of the award of project to design and deploy databank management system at Bureau of Public Procurement (BPP) at their premises at 11, Suleiman Barau Crescent, Off Ibrahim Taiwo Street, Aso-Villa, Abuja by United Nations Office on Drugs and Crime (UNODC) and to be implemented by the ITS Abuja Team, there is a need for the commencement of implementation activities for the project titled GLOT29ING, hence positions to be filled for the successful coordination and implementation of project deliverables at specified timeline and knowledge would be transferred to BPP’s appointed ICT Unit before closure of project.

Under the guidance and direct supervision of the IT Infrastructure Projects Coordinator, the Lotus Notes Domino Administrator (LNDA) provides leadership in execution of ICT services at the Bureau of Public Procurement (BPP) Office, implements ICT management systems and strategies, provides daily technical support to all users and team members of lotus notes messaging and intranet services. The incumbent is responsible for review and advice on the use of new messaging technologies that will enhance BPP’s productivity.  The LNDA promotes a client-oriented approach.

The LNDA supervises technical support staff and works in close collaboration with the Systems and Development Teams in Abuja and UNODC HQs staff for resolving complex ICT-related issues.

Duties and Responsibilities


Summary of Key Functions:

Implementation of  ICT strategies and introduction/implementation of new messaging and intranet technologies
E-mail messaging systems
Effective functioning of the CO hardware and software packages
Supervision and coordination of helpdesk support team
Provision of administrative support  
Facilitation of knowledge building and knowledge sharing


1.    Ensures implementation of  ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:

Compliance with corporate information management and technology standards, guidelines and   procedures for the BPP technology environment.
Daily interaction with technical counterpart at HQ for full compliance and Standard Operation Policies
Provision of inputs to elaboration of internal policies and procedures on the use of ICT. Elaboration of the content of internal Standard Operating Procedures in ICT in consultation with office management.
Development and update of the ICT annual plan.
Provision of support to the use of Lotus Notes Domino functionality for improved business results and improved client services.

2.    Administer E-mail messaging systems focusing on achievement of the following results:

Manage and administer all email messaging systems and their corresponding or associated hardware or software
Identifyand resolve problems affecting messaging systems performance, efficiency and availability in a timely manner
Maintain and troubleshoot mail routing, replication and threshold
Perform daily lotus notes administration tasks such as Notes ID creation, re-certifying notes users, moving notes users to different servers

      3.    Ensures effective functioning of hardware and software packages focusing on the achievement of the  following results:

 Monitor and analyse e-mail system activities to ensure maximum performance, efficiency and avilability
Recommend, schedule and perform software improvements, upgrades and/or purchases
Supervision of the implementation of corporate notes domino systems.
Install, configure and initiate lotus notes/domino servers, software ad corresponding equipment
Set and administer server storage space allotments, resource reservations and directory assistance
Monitor and test email server software performance and provide statistics and reports
Development of new software packages for high impact results (e.g. office management system, electronic registry, etc) as required.

4 .      Supervision and coordination of helpdesk support team

Provision of daily supervision of the help desk team
Technical advice and monitoring of the active directory service.
 Maintenance of an up-to-date data base of intranet users and activities

5 .      Provides administrative support    focusing on achievement of the following results:

Provision of technical advice in procurement of new equipment for the CO and projects, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids.
Maintenance of an up-to-date inventory of the software and hardware.
Maintenance of the library of reference materials.
 Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.

Required Skills and Experience


Education:   
Secondary Education; first University Degree in Computer Science, Sciences or closely related Engineering field desirable, but it is not a requirement. Certification in RHCE and IBM lotus note messaging is a requirement and Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified Professional (MCP) is required. If certification is not available at the time of recruitment, it should be obtained within 6 months.


Experience:   
10 years of hands-on work experience in design, implementation, and administration of lotus domino e-mail infrastructure in an enterprise environment.  LAN and WAN operations and administration. Demonstrated ability to manage multiple SMTP Servers is also essential.
