Background


In view of the award of project to design and deploy databank management system at Bureau of Public Procurement (BPP) at their premises at 11, Suleiman Barau Crescent, Off Ibrahim Taiwo Street, Aso-Villa, Abuja by United Nations Office on Drugs and Crime (UNODC) and to be implemented by the ITS Abuja Team, there is a need for the commencement of implementation activities for the project titled GLOT29ING, hence positions to be filled for the successful coordination and implementation of project deliverables at specified timeline and knowledge would be transferred to BPP’s appointed ICT Unit before closure of project.

Under the guidance and direct supervision of the IT Infrastructure Projects Coordinator (IIPC), the Lotus Notes/Dot Net Developer (LNDND) provides ICT services, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The LNDND promotes a client-oriented approach.

The LNDND works in close collaboration with the Front Office, Management Support and Business Development, Programme and Operations teams at BPP and UNODC HQ staff for resolving complex ICT-related issues.

Duties and Responsibilities

Summary of key functions:

    Implementation of ICT strategies and introduction/implementation of new technologies
    Effective development of administrative and substantive applications
    Support to database administration
    Provision of web management services
    Facilitation of knowledge building and knowledge sharing


1. Ensures implementation of ICT strategies and introduction/implementation of new technologies, focusing on
     achievement of the following results:

    Compliance with corporate information management and technology standards, guidelines and procedures for the BPP 
    technology environment.
    Participation in development and implementation of ICT annual plan and Standard Operating Procedures in ICT 
    services.
    Provision of support to the use of administrative applications and  functionality for improved business results and 
    improved client services.

2. Ensures effective development of administrative and substantive applications, focusing on the achievement of the following results:

    Maintain notes based workflow and other administrative (front-end) applications on BPP’s portal
    Interface notes applications with each other and with other non-notes databases
    Design, code and test new Windows and web software applications
    Utilize established development tools, guidelines and conventions including but not limited to visual studio, ASP.Net,  
    SQL Server, HTML, JavaScript


3. Ensures efficient support to database administration, focusing on achievement of the following results:

    Monitoring of the network connection on a daily basis to ensure a stable and responsive network environment.
    Trouble-shooting and monitoring of network problems. Ensure that servers and application software and network 
     resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks
    Response to user needs and questions regarding network access.
    Maintenance of up-to-date parameters of information for the network clients and electronic mail.
    Liaise with ITS Vienna to ensure resolution of application-related software
    Maintenance of measures in place for business continuity and disaster recover processes and procedures including
     backup and restoration of both server and local storage facilities.


4. Provides web management services, focusing on achievement of the following results:

    Support to the maintenance of the BPP website and Intranet.
    Trouble-shooting and monitoring of website for CONIG upon request and preparation of bills for cost recovery for the service provided.


5. Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

    Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
    Participation in the organization of training for the BPP staff on application/product functionalities and the efficient use of databases.
    Synthesis of lessons learned and best practices in ICT.
    Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience


Education:   
Secondary education; first University Degree or Post-Graduate Diploma in Computer Science desirable, but it is not a requirement. IBM lotus Note certification and Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months.


Experience:   
 10 years of relevant working experience, including hands-on technical experience in programming, lotus notes and website development.  Lotus notes certification and SQL skills is required while good knowledge of web-related development, application and presentation using Joomla, Dream Weaver and .Net technologies is of a great advantage.
