Background

In view of the award of project to design and deploy databank management system at Bureau of Public Procurement (BPP) at their premises at 11, Suleiman Barau Crescent, Off Ibrahim Taiwo Street, Aso-Villa, Abuja by United Nations Office on Drugs and Crime (UNODC) and to be implemented by the ITS Abuja Team, there is a need for the commencement of implementation activities for the project titled GLOT29ING, hence positions to be filled for the successful coordination and implementation of project deliverables at specified timeline and knowledge would be transferred to BPP’s appointed ICT Unit before closure of project.

 

Under the guidance and direct supervision of the IT Infrastructure Projects Coordinator (IIPC), the WebMaster/Lotus Notes Developer (WLND) provides ICT services, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The WLND promotes a client-oriented approach.

 

The WLND works in close collaboration with the Front Office, Management Support and Business Development, Programme and Operations teams at BPP and UNODC HQ staff for resolving complex ICT-related issues.

Duties and Responsibilities

Summary of key functions:

    Implementation of ICT strategies and introduction/implementation of new technologies
    Effective development of administrative and substantive applications

    Facilitation of knowledge building and knowledge sharing


1. Ensures implementation of ICT strategies and introduction/implementation of new technologies, focusing on achievement of the following results:

    Compliance with corporate information management and technology standards, guidelines and procedures for the BPP technology environment.
    Participation in development and implementation of ICT annual plan and Standard Operating Procedures in ICT services.
    Provision of support to the use of administrative applications and functionality for improved business results and improved client services.
    Liaise with ITS Vienna to ensure resolution of web-application-related software
    Work in collaboration with Quality Assurance Team in Vienna to ensure quality contents and products for websites and brochures

2. Ensures effective development and provides web management services, focusing on the achievement of the following results:

    Maintain notes based workflow and other applications on BPP’s website
    Interface notes applications with each other and with other non-notes databases
    Design internet and intranet web portal in domino environment
    Support to the maintenance of the BPP website and Intranet.
    Trouble-shooting and monitoring of website for CONIG upon request and preparation of bills for cost recovery for the
    service provided.
    Design and develop web-based interfaces using core web services and tools, e.g. SOAP, ASP, Lotus Script, JavaScript, .Net, DHTML.
   Translate manual processes and procedures to automated processes

3. Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

   Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
  Participation in the organization of training for the BPP staff on application/product functionalities and the efficient use of databases.
 Synthesis of lessons learned and best practices in ICT.
   Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience


Education:   
Secondary education, first University Degree in Computer Science desirable, but not a requirement. Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months.


Experience:   
 6 years of relevant hands-on technical experience in website design, administration and management.  Good knowledge of web-related development, application and presentation using Joomla and Dreamweaver technologies is essential.  An advanced SQL skills, web presentation of layer skills (e.g. ColdFusion, PHP), system analysis and usage of current development tools, e.g. Dot net framework and IIS architecture is a great asset.
