Background

The EU Advisory Group (EUAG) supports the Government of Armenia in its reform agenda as further detailed in the extended EU/Armenia Action Plan in the framework of the European Neighbourhood Policy (ENP). The overall objective of the project is to support the Republic of Armenia (RA) in the implementation of its reform agenda and relevant international commitments.

The EU Advisory Group will achieve these objectives through continued delivery of an optimal mix of policy, legal and institutional advisory services. These services are targeted at assisting the national authorities to negotiate and conclude the EU-Armenia Association Agreement and the Deep and Comprehensive Free Trade Agreement (DCFTA), implement the EU-Armenia ENP Action Plan and make effective use of European Commission (EC) external assistance instruments and programmes to support the implementation of core policy areas.

Duties and Responsibilities

Under joint guidance and supervision of the Head of the EU Delegation to Armenia and UNDP Resident Representative, and in line with Advisory Board decisions, the Team Leader will define the overall direction and priorities for the advisory services which are clustered into three (3) key pillars: 

  • Deep and Comprehensive Trade Area (DCFTA)
  • Democracy and Human Rights (DHR)
  • Justice Liberty and Security (JLS)

The Team Leader will lead a group of high level policy advisors, and ensure horizontal coordination among their activities in line with the ENP Action Plan and other international obligations of Armenia. The Team Leader will assume ultimate responsibility for the overall advisory output of the EUAG.

In particular, the Team Leader will define in consultation with Government Counterparts the specific outputs/deliverables of the advisory work and determine the main components of the Advisors work plans. The Team Leader will ensure the quality of the regular monthly, quarterly and annual reports prepared by the policy advisors and their timely dissemination to the EU Delegation and other key stakeholders.

The Team Leader will work closely with the UNDP Project Management Specialist who is to ensure operational excellence in communications, human resources, financial management, asset management, IT and procurement management in line with UNDP rules and regulations. In close consultation and advised by the Project Management Specialist, the Team Leader will exercise overall oversight over the project’s financial resources and ensure that the implementation of project activities will stay within the ceiling of available resources. The Team Leader will adhere at all times to the provisions of the Code of Conduct.

Competencies

  • Comprehensive knowledge of European Affairs, EU external assistance policy and instruments
  • Proven leadership skills, ability to motivate and lead a team of high-level advisors and experts; leadership of at least one EU funded project of comparable size and complexity to this assignment
  • Highly developed coordination and facilitation skills and the ability to negotiate a complex agenda with a broad range of stakeholders;

Required Skills and Experience

Education:

  • Master’s degree in International Development, EU Affairs, Public Administration, Economics, Law or other relevant disciplines.

Experience:

  • Minimum 15 years of professional experience at senior levels with the ability to motivate and manage a team of high-level practitioners and experts.
  • Minimum 10 years of professional experience related to delivery of complex EU funded programmes/projects; experience in EU Candidate countries /ENP countries

Language:

  • Proficiency in written and spoken English
  • Working knowledge of the Armenian or Russian languages would be an advantage.

  • Letter of motivation, explaining why they are the most suitable for the assignment and how they would perceive the challenges of related work and how they would address them.
  • Financial proposal
  • Personal CV including past experience in similar projects and at least 3 referees to be contacted

FINANCIAL PROPOSAL:

  • Applicants are requested to provide financial proposal which should specify the consultancy daily fee and per diem.
    Travel costs shall not be included in the financial proposal. The Project will provide a certain number of most direct and least cost economy class air tickets within the one year contract duration to allow the consultant to travel to his/her home country from the assigned duty station (Yerevan, Armenia).
  • Should the Consultant wish to travel business class he/she should do so using their own resources.
  • Payments will be made to the Individual consultant based on the number of days worked as specified in the Terms of Reference. 

EVALUATION

  • Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
  • Only the highest ranked candidates who would be found qualified for the job will be considered for the financial evaluation.
    The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: responsive, compliant and acceptable and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 
  •  Financial criteria- 30% of total evaluation.
  • Technical criteria – 70 % of total evaluation .
  • Financial proposal shall specify a daily consultancy fee, including per diem and taking into account various expenses incurred by the consultant/contractor during the contract period (health insurance, vaccination and nay other relevant expenses related to the performance of services).

Aspects of the technical evaluation will include the following:

  • Master’s degree in International Development, EU Affairs, Public Administration, Economics, Law or other relevant discipline(s)- 10 %
  • 15 years of professional experience at senior levels-10%
  • Comprehensive knowledge of European Affairs, EU external assistance policy and instruments; At least 10 years of professional experience related to delivery of complex EU funded programmes/projects; experience in EU Candidate States/ENP countries-25%
  • Proven leadership skills, ability to motivate and lead a team of high-level advisors and experts; leadership of at least two EC funded projects of comparable size and complexity to this assignment; Highly developed coordination and facilitation skills and the ability to negotiate complex agenda with a broad range of stakeholders-20%
  • Proficiency in written and spoken English; working knowledge of the Armenian or Russian languages would be an advantage-5%

Note:

  • Contract will be based on daily fee approach. Contract will be awarded to the applicant achieving the highest cumulative score both from the technical and financial part of proposal. Cumulative score should be higher than 80 %.
