Background

Focusing on young people is crucial to foster positive attitudes towards gender equality and to instill zero tolerance for violence against women and girls (VAWG). UN Women supports social mobilization of young people at the grassroots levels for prevention of
VAWG. In the past two years, UN Women in Central and Southeastern Europe has supported youth activism to end VAWG in the framework of the UN Secretary General’s Campaign UNiTE to End Violence against Women and Girls.
 
In May 2012, UN Women will organize a Regional Workshop with the aim of strengthening the capacities of youth civil society organizations (CSOs) and youth leaders from several countries in the region of Southeastern Europe on social mobilization to prevent violence against women and girls. The regional training will bring together youth representatives of CSOs that are currently working in the field of gender equality, with particular focus on ending violence against women and girls.
 
The training will offer youth representatives of CSOs the basics of how to create a campaign to raise awareness of VAWG, as well as how to use peer education to prevent gender based violence. It will also provide examples of promising initiatives working with young men in the region to advance gender equality and challenge attitudes that condone violence. A special focus of the training will be on the use of social media as a powerful tool to address the issue and mobilize youth.
 
The training will be interactive. Most of the work will be carried out in small groups to facilitate the learning process through practical exercises. The training will have two parts:
1)      Campaigning: focusing on how a communication campaign to end violence against women and girls should be developed. Using practical examples from various countries, young people will learn which steps they have to follow to plan, implement and evaluate for a campaign to raise awareness and mobilize response to VAWG.
2)      Peer Education: focusing on the importance of peer education to prevent violent behavior. Various practical examples and a practical kit for peer to peer education will be presented and young people will increase their skills on peer education through practical exercises. 
 
Participating youth representatives of CSOs will be given the opportunity to present and get inspired by the experiences of their peer organizations and discuss challenges encountered and best practices applied in their work and activism. At the end of the training, participants will develop their own individual or organizational action plans for taking forward the learning from the regional workshop.
 
UN Women is now seeking to recruit an international consultant to guide the work of several local facilitators in preparing and delivering the regional training.

Duties and Responsibilities

Tasks
Under the supervision of the EVAW Project Manager and in cooperation with UN Women Gender and Youth officer in Bosnia and Herzegovina, the international consultant is expected to assist in the planning, organization, delivery and evaluation of the training.
The international consultant will complete the following tasks:
  • Prepare guidance for the local facilitators, liaise with them and ensure that there is coherence in the methods used to deliver the training and workshop sessions;
  • Provide suggestions for materials and exercises to be used during the training;
  • Identify participants’ expectations of the training and their previous knowledge of and involvement in the topics covered by the training;
  • Design the final agenda;
  • Review all support materials for the training for quality assurance;
  • Conduct plenary sessions to ensure that learning from small group workshops is shared with the whole group;
  • Assist in writing up of information and outputs that may be needed for follow-on sessions during the workshop;   
  • Solicit feedback from participants during the training and conduct the final evaluation of the training;
  • Prepare a report on the training including recommendations to UN Women for future work to support youth mobilization to end VAWG.  
Deliverables 
The following deliverables are expected:
  • Pre-training assessment of participants’ expectations of the training and their previous knowledge of and involvement in the topics covered by the training
  • Final agenda of the meeting, including outline of plenary sessions, exercises and group work for participants
  • Written guidelines for the local facilitators on the content of the sessions, as well as methods for conducting the workshop and training sessions
  • Evaluation report of the training, including post-training assessment of participants’ knowledge of the topics covered by the training and intention to use the acquired skills and knowledge.

Required Skills and Experience

Education:
  • Master’s degree in Communication, Gender Studies, Social Sciences, or related fields.  
Experience:
  • A minimum of five years of relevant professional experience;
  • Extensive previous training experience;
  • Profound understanding of violence against women and girls, and of effective ways of mobilizing youth to challenge gender stereotypes and dominant notions of masculinity
  • Knowledge of CSOs in the region, specifically youth and women’s CSOs
  • Track record of publications relevant to the assignment.
 Language requirements:
  • Fluency in spoken and written English. Knowledge of other languages from the region is desirable.  
Duration
The completion of this assignment will take an estimated 7 days in May 2012.
 
Evaluation of applicants:
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below defined technical and financial criteria.
Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for financial evaluation.

TOTAL - 100 points
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = points for the financial proposal being evaluated
μ = price of the lowest priced proposal
z = price of the proposal being evaluated

Payments will be made only upon confirmation of UN Women on delivering on the contract obligations in a satisfactory manner.
