Background

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
 
As part of its new global architecture, UN Women opened its Regional Centre for Latin America and the Caribbean in Panama City on 26 October 2011, the first of six such Regional Centres to be opened worldwide. The LAC Regional Centre is posed to play a key role in promoting leadership, knowledge management and technical and institutional support in UN Women's presence at the national level. Furthermore, it will exert a prominent role in supporting the implementation of UN Women's Strategic Plan 2011-2013 and in strengthening coordination, coherence and accountability of the United Nations System in gender equality and women's empowerment and in building strategic partnerships with a wide array of sectors.

Duties and Responsibilities

Under the supervision of the Director, UN Women Regional Centre for Latin America and the Caribbean, the  Programme Analyst is expected to perform the following tasks:
  • Support the Director in the performance of her duties and her interactions with other UN agencies and external entities;
  • Manage the Director's agenda, evaluating and keeping track of important events and meetings; advising her of priorities and critical meetings requiring her presence and making necessary arrangements for her participation;
  • Ensure the timely preparation of relevant background documents and the organization of briefings for meetings; edit and clear briefing notes, talking points and minutes. Ensure that relevant staff are informed and called to attend. Assist in the follow-up to meetings;
  • Draft and review substantive correspondence, keep track of incoming and outgoing correspondence and refer to it and take initiative in drafting and preparing correspondence for the Director's signature;
  • Manage and plan the Director's official travel, including the timely preparation of official travel files and background documents; and draft mission reports once these have concluded. Prepare briefing notes and background information documents for UN Women high level/senior management missions to the Region (Executive Director, Deputy Executive Director, D2);
  • Develop and implement a Communications and Resource Mobilization Strategy and Work Plans for the LAC Regional Centre, and provide advice and assistance to the Director in handling relations with donors, media and other external entities; 
  • Prepare solicitation moves, initiate contacts, plan and organize key personal solicitation meetings by the Director, Regional Centre for Latin America and the Caribbean, UN Women, to actual and new potential donors (ensuring visits are timely, productive and mission-focused). Draft and review proposals to be submitted to donors;
  • Follow up on solicitation meetings in a timely manner and maintain accurate and timely records of all interactions with actual and potential donors;
  • Handle media relations, including: initiating strategic contacts, drafting press advisories, press releases, coordinating interviews and organizing press conferences, monitoring media coverage, responding to journalists' inquiries and media requests. Proactively seek opportunities to ensure media visibility for UN Women at the national/regional level and provide sound advice to the Director in communications strategies/press relations;
  • Assist the Director in the performance of the functions related to support to the implementation of the strategic plan, program management and results based management and quality assurance;
  • Assist the Director in coordination with and support to the SROs/COs;
  • To provide other technical support as required by the Director.

Impact of Results:
The key results have an impact on the overall execution of the Director's responsibilities and successful operation of the UN Women Regional Centre for Latin America and the Caribbean.

Required Skills and Experience

Education:
  • Master's degree or equivalent in one or more of the following disciplines: International Relations, Communications, Public Relations, Public Affairs, Social Sciences.
Experience:
  • At least 2 years of relevant experience in international/regional organizations and communications/public relations. [MJ1]Prior experience with the UN or other international organization working in capacity as Assistant/Adviser to senior management a strong advantage;
  • Proven track record of experience in external relations, including communications, media relations and/or resource mobilization. [MJ2];
  • Strong writing skills and versatility to produce diverse type of written material, including official correspondence and public information and outreach documents;
  • Excellent communication, interpersonal and networking skills;
  • Sound judgment with proven ability to work effectively under minimum supervision;
  • Preferable previous experience in the LAC Region.
Language Requirements:
  • Fluency in English and Spanish, both oral and written. Proficiency in other language of the region is an advantage.
