Background

I. Organization Context

Under the overall guidance of the UNFPA Representative and direct supervision of Field Coordinating Officer at Field Coordinating Office (FCO) Papua, the RH-Officer will assume the leadership role in the Reproductive Health programme management in Papua and West Papua in the context of the UNFPA’s 8th CP implementation. S/he will deliver day to day coordination and programme management including planning and monitoring and provision of technical assistance to partners in delivering the Reproductive Health programme. As a team member of the FCO Papua, s/he will work closely with the Field Coordinating Officer and other team members in assisting the NPO-RH to achieve RH programme’s outputs. S/he is also expected to take active coordination roles with other UN agencies (especially the H4) and Health donors in Papua and West Papua.

Duties and Responsibilities

II. Substantive Duties and Responsibilities

TECHNICAL/SUBSTANTIVE

1. Assist the NPO-RH in providing day to day technical support and management in the implementation of the following initiatives:

  • Establishment of quality assurance system for Universal Access to Reproductive Health
  • Enhancing quality services for maternal health through the establishment of an EMOC Referral Model.
  • Piloting to reduce unmet need for family planning
  • Prevention of HIV transmission through the integration of STI’s management in the ANC
  • Delivery of the ASRH programme initiatives.

2. Provide technical support to the partners in developing TOR and agenda, training, the reporting, documentation, etc.;

3. Review the content of proposed work plan from the field in consultation with the UNFPA NPO-RH.

4. In coordination with H4 and UN sister agencies, undertakes on-going participatory appraisal of the performance and progress of the programme, identify bottlenecks and ensure necessary actions are made in a timely manner to remedy the problem.
 
MANAGERIAL

In coordination with the Field Coordinating Officer, assist the NPO-RH in the management and coordination of RH programme :

  1. Take pro-active role to support the development and implementation of the agreed work-plan;
  2. Ensure the quality and timeliness of the RH annual work-plan and its compliance with the Country Programme Action Plan (CPAP)
  3. Submit regular progress report, field visit reports, and ensure that the annual programme progress report and final programme analysis report are prepared and submitted in a timely manner and to the highest standard of quality.
  4. Supervise the use of project funds, ensuring the funds are used appropriately and efficiently, and ensure the completion of the required documentation including the submission of quarterly work plan and Financial Forms.
  5. Assume custody of all project equipment, ensure that it is use appropriately and efficiently, and arranging for its transfer upon completion of the project;
  6. Conduct regular coordination meetings (led by the government officials);
  7. Take the lead responsibility in following up audit action plan;
  8. Undertake regular field visits to monitor programme implementation.

Required Skills and Experience

IV. Recruitment Qualifications

Academic Requirements:

  • Master’s degree in Public Health or a Medical Doctor (with minimum 3 years field experiences).

Experience and qualification:

  • Five years experience in the area of public health or health programme management; experience in the area of maternal health, ASRH and/or family planning is an advantage.
  • Five years experience in the area of public health or health programme management; experience in the area of maternal health, ASRH and/or family planning is an advantage.
  • Demonstrated experience in project/programme management.
  • Demonstrate experiences in working with government partners.
  • Ability to liaise and affiliate with other UN agencies, Donor, NGO and the Government working in the area of Reproductive Health programme.
  • Basic understanding of reproductive health issues.
  • A sound knowledge/experience in working with Puskesmas, hospital and Ministry of Health (or health office at any level)

Languages:
Fluency in oral and written English and Bahasa Indonesia.

Other Skills:
